【摘要】：隨著我國(guó)經(jīng)濟(jì)的持續(xù)發(fā)展,能源消耗量持續(xù)增加,能源問(wèn)題已經(jīng)引起廣泛的關(guān)注。近些年來(lái),我國(guó)政府積極制定節(jié)能減排的政策措施,鼓勵(lì)全社會(huì)、尤其是企業(yè)積極參與到節(jié)能減排的工作當(dāng)中。企業(yè)節(jié)能是全社會(huì)節(jié)能活動(dòng)的主體,企業(yè)如何實(shí)現(xiàn)節(jié)能降耗的目標(biāo),應(yīng)該采取何種節(jié)能措施等等,所有這些問(wèn)題已成為學(xué)術(shù)界的一個(gè)關(guān)注熱點(diǎn)。企業(yè)節(jié)能問(wèn)題是一個(gè)涉及到全社會(huì)各方面的復(fù)雜問(wèn)題,不可能單純只涉及到企業(yè),政府、高等院校及科研機(jī)構(gòu)等市場(chǎng)主體也不可回避地參與其中。因此,整合社會(huì)各方優(yōu)勢(shì)力量,形成“官學(xué)研產(chǎn)”四方合力,對(duì)于企業(yè)節(jié)能活動(dòng)的開(kāi)展和能源瓶頸的突破尤為重要。目前國(guó)內(nèi)開(kāi)展“官學(xué)研產(chǎn)”合作節(jié)能研究的時(shí)間尚短,且均局限于兩方或三方合作的形式。官學(xué)研產(chǎn)節(jié)能合作關(guān)注的是基礎(chǔ)能耗數(shù)據(jù)的采集、加工、整理和轉(zhuǎn)化,以及節(jié)能信息在節(jié)能主體間的有效傳遞。清楚地理解官學(xué)研產(chǎn)節(jié)能合作的概念有助于消除合作主體間信息不對(duì)稱所帶來(lái)的隱患,從而建立企業(yè)節(jié)能良性機(jī)制、推動(dòng)節(jié)能目標(biāo)的實(shí)現(xiàn)�；诖�,本文以天津市在役鍋爐使用情況調(diào)查為現(xiàn)實(shí)背景,梳理了目前有關(guān)官學(xué)研產(chǎn)合作和企業(yè)節(jié)能的國(guó)內(nèi)外文獻(xiàn)研究,指出目前天津市政府、高等院校、科研機(jī)構(gòu)及企業(yè)在節(jié)能信息資源傳遞加工過(guò)程中存在的問(wèn)題;綜合了激勵(lì)理論和機(jī)制設(shè)計(jì)理論等相關(guān)知識(shí),應(yīng)用定量與定性相結(jié)合和數(shù)學(xué)模型的研究方法系統(tǒng)地研究以企業(yè)節(jié)能為研究領(lǐng)域的官學(xué)研產(chǎn)合作模式的激勵(lì)機(jī)制;通過(guò)探討官學(xué)研產(chǎn)合作節(jié)能的內(nèi)涵,以機(jī)制設(shè)計(jì)理論為機(jī)制設(shè)計(jì)基礎(chǔ),得到官學(xué)研產(chǎn)合作節(jié)能最優(yōu)機(jī)制模型;理論研究和數(shù)學(xué)模型不能脫離實(shí)際情況,為此,本論文還在問(wèn)卷調(diào)研的基礎(chǔ)上,運(yùn)用統(tǒng)計(jì)分析方法分析官學(xué)研產(chǎn)四方節(jié)能工作參與者的反饋,并以調(diào)研情況為前提,以期為官學(xué)研產(chǎn)節(jié)能合作提供最佳的機(jī)制選擇;最后對(duì)天津市官學(xué)研產(chǎn)合作節(jié)能機(jī)制進(jìn)行了深入思考,提出相應(yīng)建議,以期為天津市節(jié)能實(shí)踐活動(dòng)提供可供參考的合作機(jī)制模型。
[Abstract]:With the sustainable development of economy and the increase of energy consumption, energy problem has attracted wide attention. In recent years, our government has actively formulated policies and measures for energy saving and emission reduction, encouraging the whole society, especially enterprises, to actively participate in the work of energy saving and emission reduction. Enterprise energy conservation is the main body of energy saving activities in the whole society. How to achieve the goal of energy saving and consumption reduction, what energy saving measures should be taken by enterprises, etc., all these problems have become a hot spot in academic circles. Enterprise energy conservation is a complex problem involving all aspects of the whole society. It is impossible to only involve enterprises, governments, colleges and universities, scientific research institutions and other market entities. Therefore, it is very important for enterprises to carry out energy-saving activities and break through the bottleneck of energy resources by integrating the advantages of all parties in society and forming the "official study and research industry". At present, there is a short time to carry out the research on energy conservation in the cooperation between government, education and industry, and it is limited to the form of two or three parties' cooperation. The cooperation of government research and research industry is concerned with the collection, processing, collation and transformation of basic energy consumption data, as well as the effective transmission of energy saving information among energy saving subjects. A clear understanding of the concept of cooperation between officials in research and production is helpful to eliminate the hidden trouble caused by the asymmetry of information among the cooperating subjects, thus to establish a benign mechanism for energy conservation in enterprises and to promote the realization of the goal of energy conservation. Based on this, this paper takes the investigation of in-service boiler use in Tianjin as the realistic background, combs the domestic and foreign literature research on the cooperation between the government and the research industry and the energy saving of enterprises, and points out that the Tianjin municipal government, universities, colleges and universities at present, Scientific research institutions and enterprises in the process of energy-saving information resources transmission processing problems, comprehensive incentive theory and mechanism design theory and other relevant knowledge, This paper systematically studies the incentive mechanism of the cooperation mode of government science and research industry in the field of enterprise energy conservation by combining quantitative and qualitative research methods and mathematical models, and discusses the connotation of cooperation energy conservation between government learning and research industry. Based on the theory of mechanism design, this paper obtains the optimal mechanism model of cooperation between government, university and industry, and the theoretical research and mathematical model can not be separated from the actual situation. Therefore, this paper is still based on the questionnaire investigation. Using the statistical analysis method to analyze the feedback from the participants in the energy conservation work of the four parties to the official learning and research industry, and taking the investigation situation as the premise, in order to provide the best mechanism choice for the official study and research industry energy saving cooperation; Finally, this paper makes a deep thinking on the mechanism of energy saving in cooperation between the government and the research industry in Tianjin, and puts forward the corresponding suggestions in order to provide a model of the cooperation mechanism for the practical activities of energy conservation in Tianjin.
