【摘要】：我國(guó)改革開放以來(lái),隨著城市化進(jìn)程的快速發(fā)展,城市市政基礎(chǔ)設(shè)施建設(shè)的需求不斷增長(zhǎng),但是由于政府財(cái)政收入有限,又不能有效滿足這一需求。建設(shè)-移交(BT)模式是我國(guó)地方政府轉(zhuǎn)變投資融資方式吸納社會(huì)資本,緩解政府財(cái)政壓力,降低工程造價(jià),控制工程進(jìn)度,保障工程質(zhì)量,改善運(yùn)營(yíng)效率的有效途徑之一。本文以BT模式的基本理論研究為基礎(chǔ),以儀隴縣嘉陵江二橋?yàn)檠芯繉?duì)象,通過(guò)分析BT模式中的風(fēng)險(xiǎn)與責(zé)任及BT模式項(xiàng)目中發(fā)起方與投資方間的合作博弈關(guān)系,再結(jié)合BT模式的工程實(shí)踐應(yīng)用研究,提出了促進(jìn)我國(guó)市政橋梁工程BT模式健康發(fā)展的解決方案,獲得的主要認(rèn)識(shí)和結(jié)論如下：(1)通過(guò)分析BT項(xiàng)目發(fā)起方與BT項(xiàng)目投資方間博弈關(guān)系形成的機(jī)理及雙方合作博弈關(guān)系形成的必然性,提出了以設(shè)置有效的機(jī)制、確定項(xiàng)目目標(biāo)達(dá)成、制定具有約束力的契約、確定合理的收益分配及合理有效的協(xié)商制度為主要有效途徑的雙方合作博弈的實(shí)現(xiàn)方式。(2)通過(guò)分析總結(jié)儀隴縣嘉陵江二橋項(xiàng)目BT模式的適應(yīng)性、運(yùn)作流程、責(zé)任劃分等具體實(shí)踐應(yīng)用,可以總結(jié)得出BT融資模式能夠應(yīng)用在我國(guó)市政橋梁工程項(xiàng)目中,能夠?yàn)槲覈?guó)類似項(xiàng)目采用BT模式進(jìn)行投資建設(shè),提供了可靠的理論與實(shí)踐經(jīng)驗(yàn)。(3)在分析總結(jié)前人研究成果的前提下,結(jié)合BT模式的實(shí)踐工程應(yīng)用,提出了BT模式背景下促進(jìn)我國(guó)市政橋梁工程健康發(fā)展在投資控制、風(fēng)險(xiǎn)控制、進(jìn)度控制及質(zhì)量控制等方面的具體措施建議。
[Abstract]:Since China's reform and opening up, with the rapid development of urbanization, the demand for urban municipal infrastructure construction has been increasing, but due to the limited financial revenue of the government, it can not meet this demand effectively.The build-transfer model is one of the effective ways for local governments to change the mode of investment and financing to absorb social capital, relieve the pressure of government finance, reduce the project cost, control the progress of the project, guarantee the quality of the project and improve the operational efficiency.Based on the basic theory research of BT model and the second bridge of Jialing River in Yilong County, this paper analyzes the risk and responsibility of BT model and the cooperative game relationship between initiator and investor in BT mode project.Combined with the research on the application of BT model in engineering practice, this paper puts forward a solution to promote the healthy development of BT mode in municipal bridge engineering in China.The main knowledge and conclusions obtained are as follows: 1) by analyzing the mechanism of the game relationship between the initiator of BT project and the investor of BT project and the inevitability of the formation of the cooperative game relationship between the two sides, the paper puts forward the establishment of an effective mechanism to determine the goal of the project.Establishing binding contract, determining reasonable income distribution and reasonable and effective negotiation system as the main effective way to realize the cooperative game between the two sides) through analyzing and summarizing the adaptability of BT model in the second bridge project of Jialing River in Yilong County.It can be concluded that BT financing model can be used in municipal bridge engineering projects in our country, and can be used in investment construction of similar projects in our country.This paper provides reliable theoretical and practical experience. On the premise of analyzing and summing up the previous research results, combined with the practical engineering application of BT model, the paper puts forward that under the background of BT mode, it can promote the healthy development of municipal bridge engineering in our country in investment control and risk control.Progress control and quality control and other aspects of specific measures.
