【摘要】：河北省建設(shè)京津冀生態(tài)環(huán)境支撐區(qū)寫進(jìn)了《京津冀協(xié)同發(fā)展規(guī)劃綱要》,其主旨在于改善空氣和水資源環(huán)境質(zhì)量,提高環(huán)境效率,為京津冀協(xié)同發(fā)展提供環(huán)境支撐。采用線性函數(shù)轉(zhuǎn)換方法,把環(huán)境污染物當(dāng)成有害的產(chǎn)出加入到常規(guī)DEA模型中,計算出河北省11地市2001—2014年的環(huán)境效率值,并運(yùn)用Tobit模型對影響環(huán)境效率的因素進(jìn)行面板數(shù)據(jù)回歸。得出如下結(jié)論:(1)當(dāng)前的環(huán)境質(zhì)量無法適應(yīng)京津冀協(xié)同發(fā)展的要求,尤以保定、邢臺和邯鄲3市環(huán)境效率較低,資源投入存在著不同程度的低效率利用。(2)人均收入、產(chǎn)業(yè)結(jié)構(gòu)和技術(shù)水平對環(huán)境效率的提高有正向作用,人口密度對環(huán)境效率具有負(fù)向作用。(3)京津冀治理區(qū)域性環(huán)境污染,需要三地共同努力,關(guān)鍵在于調(diào)整河北省"偏重"的產(chǎn)業(yè)結(jié)構(gòu)和"偏煤"的能源結(jié)構(gòu),實(shí)現(xiàn)京津冀生態(tài)環(huán)境協(xié)同發(fā)展。
[Abstract]:Hebei Province's construction of the Beijing-Tianjin-Hebei ecological environment support area has been written into the outline of the Beijing-Tianjin-Hebei Cooperative Development Plan, which aims at improving the quality of the air and water resources environment and improving the environmental efficiency. This paper provides environmental support for the cooperative development of Beijing-Tianjin-Hebei province. By using the linear function transformation method, the environmental pollutants are added to the conventional DEA model as harmful outputs, and the environmental efficiency values of 11 cities in Hebei Province from 2001 to 2014 are calculated. By using Tobit model, the factors affecting environmental efficiency are regressed by panel data. The following conclusions are drawn: 1) the current environmental quality can not meet the requirements of Beijing-Tianjin-Hebei cooperative development, especially in Baoding, Xingtai and Handan, where the environmental efficiency is low, especially in Baoding, Xingtai and Handan. There are different degrees of low efficiency utilization per capita income in resource input, industrial structure and technical level have positive effect on environmental efficiency, population density has negative effect on environmental efficiency, Beijing-Tianjin-Hebei can control regional environmental pollution. The key lies in adjusting the industrial structure of Hebei Province and the energy structure of "coal deviation" so as to realize the coordinated development of ecological environment in Beijing-Tianjin-Hebei province.
