【摘要】：我國的城鎮(zhèn)化建設已經(jīng)步入快速發(fā)展的階段,這也創(chuàng)造了新的經(jīng)濟增長點。在城鎮(zhèn)化建設中,主要是基礎設施的建設發(fā)展。而發(fā)展的建設基金由地方政府承擔。巨額的資金壓力使地方政府不堪重負。1994我國進行了分稅制改革,重新劃分了政府的財權和事權,明確地方的城鎮(zhèn)化中,地方政府承擔其基礎設施建設,改革使得地方政府分管更多的事權,但是財權卻上移了。在轉移支付制度不完善、土地財政收入不可持續(xù)等一系列問題下,地方需要正當?shù)耐緩交I集資金。為了避開《預算法》不準地方政府發(fā)債的約束,地方政府利用融資平臺如城投公司,發(fā)行了大量不規(guī)范的城投債,目前債務規(guī)模已達到14萬億元,但城投債不公開透明,積存了大量的風險。我國的市政債,還處于探索研究階段,在借鑒國外發(fā)行政策的同時,也需要參考其債務風險。本文分析國外成熟的市政債機制,從發(fā)行、監(jiān)管、風險防范等幾個方面,提出了我國市政債發(fā)行的制度設計,主要采取了對比分析、國際經(jīng)驗借鑒、定量定性分析,研究市政債在我國發(fā)行,應完善的發(fā)展政策。
[Abstract]:China's urbanization construction has entered the stage of rapid development, which has also created a new economic growth point. It is mainly the construction and development of infrastructure. The construction fund for development is borne by the local government. The huge financial pressure has overwhelmed the local government. In 1994, China carried out the reform of the tax sharing system and reclassified the financial and administrative powers of the government. It is clear that in the process of local urbanization, the local government undertakes its infrastructure construction. The reform has made the local government take over more responsibilities, but the financial power has been moved up. The transfer payment system is not perfect. Under a series of problems, such as unsustainable land revenue, local governments need proper ways to raise funds. In order to avoid the restrictions of the Budget Law prohibiting local governments from issuing bonds, local governments use financing platforms such as City Investment Corporation. A large number of non-standard city investment bonds have been issued. At present, the scale of the debt has reached 14 trillion yuan, but the city investment debt is not open and transparent, and there are a lot of risks accumulated. Our country's municipal debt is still in the stage of exploration and research, while drawing lessons from foreign issuing policies, This paper analyzes the mature mechanism of municipal debt in foreign countries, and puts forward the system design of municipal debt issuance in China from the aspects of issuance, supervision, risk prevention and so on. It mainly adopts comparative analysis, international experience, and so on. Quantitative and qualitative analysis, to study the issue of municipal debt in China, the development policy should be improved.
