【摘要】：當(dāng)前,農(nóng)民工市民化問(wèn)題越來(lái)越受到廣泛關(guān)注,國(guó)家不斷出臺(tái)政策要求推進(jìn)農(nóng)民工市民化進(jìn)程,社會(huì)各界不斷呼吁要求完善農(nóng)民工市民化機(jī)制,但從推進(jìn)情況來(lái)看進(jìn)展緩慢,仍然呈現(xiàn)出傳統(tǒng)發(fā)展主義的弊端,即重視經(jīng)濟(jì)發(fā)展忽視了其他方面的共同進(jìn)步。以往對(duì)于農(nóng)民工市民化的研究,都是從政策制定上尋找問(wèn)題,缺少?gòu)母瓷咸骄孔璧K農(nóng)民工市民化的原因以及探索農(nóng)民工市民化內(nèi)生動(dòng)力的研究,本文以新發(fā)展主義為切入點(diǎn),在歸納總結(jié)農(nóng)民工市民化當(dāng)前障礙的基礎(chǔ)上,從“整體的”、“內(nèi)生的”、“綜合的”這三個(gè)新發(fā)展主義強(qiáng)調(diào)的關(guān)鍵點(diǎn)出發(fā),認(rèn)為只注重城市的現(xiàn)代化忽視了社會(huì)整體的發(fā)展、只注重農(nóng)民工基本生活保障忽視了個(gè)人潛力的激發(fā)、只注重農(nóng)民工個(gè)體的發(fā)展忽視了社會(huì)各階層綜合的互動(dòng),是導(dǎo)致目前農(nóng)民工市民化推進(jìn)受阻的三個(gè)深層次原因。并結(jié)合新發(fā)展主義及其在中國(guó)的理論升華——科學(xué)發(fā)展觀,以綜合發(fā)展、內(nèi)生發(fā)展、協(xié)調(diào)發(fā)展為出發(fā)點(diǎn),提出在完善政策、激發(fā)消費(fèi)、扶持創(chuàng)業(yè)、強(qiáng)化交流等方面加大改革力度,以外部環(huán)境促進(jìn)和內(nèi)生動(dòng)力推進(jìn)相結(jié)合的方式提升農(nóng)民工市民化速度和質(zhì)量。
[Abstract]:At present, more and more attention has been paid to the urbanization of migrant workers. The government has constantly issued policies to promote the process of urbanization of migrant workers, and various sectors of society have been calling for the improvement of the mechanism of migrant workers' citizenship. However, from the point of view of the progress of the slow progress, it still presents the drawbacks of traditional developmentalism, that is, attaching importance to economic development and neglecting the common progress in other aspects. Are from the policy to find problems, the lack of the root causes of the obstacles to the city of migrant workers and the exploration of migrant workers to explore the endogenous dynamics of urbanization, this paper based on the new developmentalism as a starting point. On the basis of summing up the current obstacles to the urbanization of migrant workers, this paper starts from the three key points emphasized by the new developmentism: "holistic", "endogenous" and "comprehensive". The author thinks that only paying attention to the modernization of the city neglects the development of the whole society, only pays attention to the basic life security of the migrant workers and neglects the stimulation of individual potential, only pays attention to the individual development of the migrant workers and neglects the comprehensive interaction of all social strata. It is the three deep-seated reasons that lead to the hindrance of the urbanization of migrant workers at present. Combined with the new developmentalism and its theoretical sublimation in China, the scientific development view is taken as the starting point of comprehensive development, endogenous development and coordinated development. In order to improve the policy, stimulate consumption, support entrepreneurship, strengthen communication and so on, the reform should be strengthened, and the speed and quality of peasant workers' citizenship should be improved by the combination of external environment and endogenous driving force.
