【摘要】：隨著國(guó)民經(jīng)濟(jì)的快速發(fā)展和中石油天然氣資源生產(chǎn)能力大幅提升,以及中國(guó)石油天然氣集團(tuán)公司推行的“氣化中國(guó)”計(jì)劃的大力實(shí)施,天然氣管道作為天然氣運(yùn)輸?shù)妮d體,全國(guó)各地的天然氣管道建設(shè)項(xiàng)目不斷增加。因此,構(gòu)建適合天然氣管道項(xiàng)目特點(diǎn)的經(jīng)濟(jì)評(píng)價(jià)體系,采用科學(xué)地評(píng)價(jià)方法分析天然氣管道建設(shè)項(xiàng)目的經(jīng)濟(jì)可行性是至關(guān)重要的。本文研究對(duì)象是江油公司膠東天然氣管輸項(xiàng)目,該項(xiàng)目的建成能夠?qū)⑽鳉鈻|輸天然氣管道連接到膠東天然氣消費(fèi)區(qū),使膠東地區(qū)的天然氣消費(fèi)不再單純依靠海上運(yùn)輸通道,能夠改善膠東地區(qū)的能源結(jié)構(gòu),同時(shí)改善了膠東地區(qū)的環(huán)境問題,所以該項(xiàng)目可經(jīng)濟(jì)可行性研究將不僅影響項(xiàng)目本身,還將影響到地區(qū)社會(huì)發(fā)展。本文首先從國(guó)內(nèi)外對(duì)工業(yè)項(xiàng)目經(jīng)濟(jì)評(píng)價(jià)的研究出發(fā),了解國(guó)內(nèi)外對(duì)于工業(yè)建設(shè)項(xiàng)目的經(jīng)濟(jì)評(píng)價(jià)方法研究發(fā)展?fàn)顩r。其次,將一般建設(shè)項(xiàng)目的經(jīng)濟(jì)評(píng)價(jià)理論作為理論基礎(chǔ),結(jié)合天然氣管道項(xiàng)目的特點(diǎn)探討適用于天然氣管道建設(shè)項(xiàng)目的綜合經(jīng)濟(jì)評(píng)價(jià)方法。最終用包含財(cái)務(wù)評(píng)價(jià)、不確定性分析和風(fēng)險(xiǎn)評(píng)價(jià)、基于環(huán)保理念的社會(huì)效益評(píng)價(jià)和環(huán)境評(píng)價(jià)對(duì)江油公司膠東天然氣管輸項(xiàng)目進(jìn)行了綜合評(píng)價(jià)并給出了相應(yīng)的評(píng)價(jià)結(jié)論。力求可以為同類其他項(xiàng)目提供參考和借鑒的作用。
[Abstract]:With the rapid development of national economy and in the oil and natural gas production capacity increases, and the Chinese Petroleum Corporation launched the "Chinese gasification" plan vigorously implemented, as a carrier of natural gas pipeline transportation of natural gas, natural gas pipeline construction projects across the country continue to increase. Therefore, the economic evaluation system for construction natural gas pipeline project, using the scientific evaluation method of economic feasibility analysis of natural gas pipeline construction project is very important. The research object of this paper is Jiangyou Jiaodong natural gas pipeline project, the completion of the project can be connected to the Jiaodong natural gas consumption area of West to east gas pipeline, the natural gas consumption in Jiaodong area no longer rely solely on maritime transport channel, to improve the energy structure of Jiaodong area, while improving the environmental problems in Jiaodong area, the The project economic feasibility study will not only affect the project itself, will also affect the area of social development. This paper studies the economic evaluation of industrial projects at home and abroad of understanding at home and abroad for the economic evaluation of industrial project construction method research and development status. Secondly, the general construction project economic evaluation theory as the theoretical basis, comprehensive the economic evaluation method combined with the characteristics of natural gas pipeline project of natural gas pipeline construction project. The final includes financial evaluation, uncertainty analysis and risk evaluation, social benefit evaluation of the concept of environmental protection and environmental assessment of Jiangyou Jiaodong natural gas pipeline project conducted a comprehensive evaluation and put forward corresponding evaluation based on conclusions. In order to can provide reference and for other similar projects.
