【摘要】：近年來(lái),我國(guó)經(jīng)濟(jì)快速發(fā)展,日益突出的三農(nóng)問(wèn)題引起了政府的高度重視。黨的十八大會(huì)議中明確指出要將解決好三農(nóng)問(wèn)題作為全黨工作的重中之重,而城鎮(zhèn)化的建設(shè)則是解決三農(nóng)問(wèn)題的一個(gè)重要手段。為此,本文將以武威市涼州區(qū)金羊鎮(zhèn)為例,分析金羊鎮(zhèn)城鎮(zhèn)化過(guò)程中取得的成果及遇到的問(wèn)題,并根據(jù)城鎮(zhèn)化理論,提出相應(yīng)的對(duì)策,為推動(dòng)我國(guó)城鄉(xiāng)交界處鄉(xiāng)鎮(zhèn)城鎮(zhèn)化提供借鑒,為消除城鄉(xiāng)二元制度,實(shí)現(xiàn)城鄉(xiāng)一體化做出應(yīng)有的貢獻(xiàn)。本文在系統(tǒng)梳理國(guó)內(nèi)外關(guān)于城鎮(zhèn)化建設(shè)方面研究成果的基礎(chǔ)上,根據(jù)城鎮(zhèn)化建設(shè)理論,結(jié)合金羊鎮(zhèn)城鎮(zhèn)化過(guò)程中的實(shí)際情況,對(duì)金羊鎮(zhèn)城鎮(zhèn)化建設(shè)取得的成果進(jìn)行了概述,同時(shí)指出金羊鎮(zhèn)城鎮(zhèn)化建設(shè)存在的主要問(wèn)題有:經(jīng)濟(jì)增長(zhǎng)方式單一;農(nóng)民技能培訓(xùn)缺乏;城鎮(zhèn)化后,居民安置不到位,基礎(chǔ)設(shè)施薄弱;公共服務(wù)建設(shè)缺失;并結(jié)合金羊鎮(zhèn)城鎮(zhèn)化過(guò)程中的具體情況,全面分析后,認(rèn)為是由于金羊鎮(zhèn)的城鎮(zhèn)化建設(shè)起步晚,底子薄弱;政府監(jiān)管力度不夠;產(chǎn)業(yè)結(jié)構(gòu)不合理;城鎮(zhèn)化制度改革不到位等原因?qū)е缕涑擎?zhèn)化過(guò)程中出現(xiàn)了很多亟需解決的問(wèn)題。為此,結(jié)合城鎮(zhèn)化相關(guān)理論與金羊鎮(zhèn)的實(shí)際情況,筆者認(rèn)為應(yīng)該從創(chuàng)新改革城鎮(zhèn)化制度體;調(diào)整經(jīng)濟(jì)布局和產(chǎn)業(yè)結(jié)構(gòu);大力提高村民整體素質(zhì);拓寬資金來(lái)源,完善城鎮(zhèn)建設(shè)體制;健全社會(huì)保障體系,提高城鎮(zhèn)化服務(wù)職能;鼓勵(lì)鄉(xiāng)鎮(zhèn)企業(yè),解決就業(yè)問(wèn)題等六個(gè)方面來(lái)解決金羊鎮(zhèn)的城鎮(zhèn)化問(wèn)題。
[Abstract]:In recent years, China's rapid economic development, rural issues increasingly aroused the attention of the government. The eighteen meeting of the party clearly pointed out the need to solve rural issues as a priority among priorities of the party's work, and the construction of urbanization is an important means to solve the problems. Therefore, this paper the Jinyang town of Liangzhou District of Wuwei city as an example, analyzes Jinyang town in the process of urbanization achievements and problems, and according to the theory of urbanization, and puts forward the corresponding countermeasures, to provide reference for promoting China's urban and rural township at the junction of urbanization, for the elimination of two yuan in urban system, urban and rural integration make due the contribution in this article. The system combing the domestic and foreign research achievements about the construction of urbanization on the basis, according to the urbanization theory, combined with the actual situation of Jinyang town in the process of urbanization, the construction of the town of Jinyang The results are summarized, and points out the main problems existing in the construction of Jinyang town are: economic growth mode is single; lack of skills training for farmers; urbanization, resettlement of residents is not in place, weak infrastructure construction and public service; deletion; node specific alloy Yang Zhen in the process of urbanization, comprehensive analysis, thought due to the construction of urbanization in the town of Jinyang started late, the foundation is weak; government supervision is not enough; irrational industrial structure; urbanization system reform is not in place and other causes a lot of problems to resolve urgently in the process of urbanization. Therefore, combined with the actual situation of Urbanization theory and Jinyang Town, I think we should from the reform and innovation of urbanization system; the adjustment of the economic layout and industrial structure; vigorously improve the overall quality of the villagers; broaden the sources of funds, improve the urban construction system; perfecting the social security system, improve Urban service functions; encourage township enterprises, six aspects to solve the employment problems to solve the problems of urbanization in Jinyang town.
