【摘要】：大力推進(jìn)農(nóng)村城鎮(zhèn)化發(fā)展建設(shè)進(jìn)程一直是中國(guó)改革發(fā)展的重要任務(wù),是中國(guó)解決“三農(nóng)”問(wèn)題的關(guān)鍵所在。依蘭縣把加快推進(jìn)城鎮(zhèn)化發(fā)展列為推動(dòng)全縣經(jīng)濟(jì)和社會(huì)發(fā)展全局的重中之重,并取得了喜人的成績(jī),在“十一五”規(guī)劃結(jié)束之年,依蘭縣的經(jīng)濟(jì)、社會(huì)發(fā)展進(jìn)入快車(chē)道,農(nóng)村城鎮(zhèn)化發(fā)展進(jìn)程很迅速,城鎮(zhèn)建設(shè)的質(zhì)量不斷提升,但是從全局來(lái)看,仍然存在著諸多問(wèn)題。本課題以黑龍江省依蘭縣農(nóng)村城鎮(zhèn)化建設(shè)發(fā)展為研究對(duì)象,通過(guò)詳盡的研究和分析,全面的了解和認(rèn)識(shí)依蘭縣在推進(jìn)農(nóng)村城鎮(zhèn)化建設(shè)發(fā)展過(guò)程方面存在的問(wèn)題,并找出有效地對(duì)策和措施,為依蘭縣農(nóng)村城鎮(zhèn)化的可持續(xù)發(fā)展提供幫助,具有較高的實(shí)用價(jià)值。研究從依蘭縣農(nóng)村城鎮(zhèn)化發(fā)展建設(shè)的實(shí)際狀況入手,圍繞如何更好地解決依蘭縣農(nóng)村城鎮(zhèn)化存在的問(wèn)題展開(kāi),并以農(nóng)村城鎮(zhèn)化的相關(guān)理論為基礎(chǔ),運(yùn)用實(shí)證研究等研究方法對(duì)依蘭縣農(nóng)村城鎮(zhèn)化的實(shí)際以及存在的問(wèn)題進(jìn)行了深入的研究分析,并提出相應(yīng)的措施與對(duì)策。全部研究共包含六個(gè)部分,第一部分闡述了了研究的目的意義、國(guó)內(nèi)外研究現(xiàn)狀以及所采用的研究方法;第二部分對(duì)有關(guān)城鎮(zhèn)化、農(nóng)村城鎮(zhèn)化的相關(guān)概念、特征、內(nèi)涵、規(guī)律等基礎(chǔ)理論進(jìn)行了界定;第三部分詳細(xì)介紹了依蘭縣農(nóng)村城鎮(zhèn)化建設(shè)和發(fā)展中所取得的成就與存在的問(wèn)題;第四部分全面、系統(tǒng)、客觀(guān)、深入地分析了制約依蘭縣農(nóng)村城鎮(zhèn)化發(fā)展建設(shè)的主要因素。第五部分對(duì)如何解決依蘭縣農(nóng)村城鎮(zhèn)化發(fā)展建設(shè)進(jìn)程中存在的問(wèn)題提出具體的、有針對(duì)性的建議與對(duì)策。通過(guò)對(duì)依蘭縣農(nóng)村城鎮(zhèn)化建設(shè)和發(fā)展的實(shí)際狀況以及存在的問(wèn)題進(jìn)行的詳盡剖析,歸納總結(jié)出依蘭縣在農(nóng)村城鎮(zhèn)化發(fā)展過(guò)程中存在著發(fā)展基礎(chǔ)薄弱、整體規(guī)劃及產(chǎn)業(yè)結(jié)構(gòu)不合理、干部群眾的觀(guān)念創(chuàng)新意識(shí)不強(qiáng)等實(shí)際情況。并指出依蘭縣必須要科學(xué)謀劃、合理布局產(chǎn)業(yè)結(jié)構(gòu),加強(qiáng)配套基礎(chǔ)設(shè)施建設(shè),發(fā)展具有本地特色的城鎮(zhèn)主導(dǎo)產(chǎn)業(yè),加快體制機(jī)制的創(chuàng)新,依蘭縣的農(nóng)村城鎮(zhèn)化建設(shè)必然會(huì)迎來(lái)嶄新的明天。
[Abstract]:Vigorously promoting the development of rural urbanization has been an important task of China's reform and development. Yilan County has made speeding up the development of urbanization a top priority in promoting the overall economic and social development of the county, and has achieved gratifying results. At the end of the 11th Five-Year Plan, the economic and social development of Yilan County entered a fast track, the development of rural urbanization process is very rapid, the quality of urban construction continues to improve, but from the overall situation. There are still many problems. This topic takes the development of rural urbanization in Yilan County, Heilongjiang Province as the research object, through detailed research and analysis. Comprehensive understanding and understanding of Yilan County in the process of promoting the development of rural urbanization problems and find out effective countermeasures and measures to provide assistance for the sustainable development of rural urbanization in Yilan County. The study starts with the actual situation of rural urbanization construction in Yilan County, and focuses on how to better solve the problems of rural urbanization in Yilan County. And based on the theory of rural urbanization, using empirical research methods and other research methods of rural urbanization in Yilan County, the actual situation and existing problems are deeply studied and analyzed. And put forward the corresponding measures and countermeasures. All the research consists of six parts. The first part describes the purpose and significance of the study, domestic and foreign research status and research methods adopted; The second part defines the basic theories of urbanization and rural urbanization, such as the concept, characteristics, connotation, law and so on. The third part introduces the achievements and problems in the construction and development of rural urbanization in Yilan County in detail. Part 4th is comprehensive, systematic and objective. The main factors restricting the development and construction of rural urbanization in Yilan County are analyzed in depth. Part 5th puts forward some concrete suggestions on how to solve the problems existing in the development and construction of rural urbanization in Yilan County. Through the detailed analysis of the actual situation and existing problems of rural urbanization construction and development in Yilan County. Summed up the Yilan County in the process of rural urbanization development there is a weak development foundation, the overall planning and industrial structure is unreasonable. It is pointed out that Yilan County must plan scientifically, rationally distribute the industrial structure, strengthen the construction of supporting infrastructure, and develop the leading industries of towns with local characteristics. Speeding up the innovation of system and mechanism, the construction of rural urbanization in Yilan County will surely usher in a new tomorrow.
