【摘要】：在西方制裁和經(jīng)濟(jì)危機(jī)的雙重影響下,公私合作日益成為俄羅斯解決重要社會經(jīng)濟(jì)問題的優(yōu)先發(fā)展方向:特許協(xié)議、生命周期合同和特殊目的企業(yè)等公私合作形式成為促進(jìn)投資多元化、解決預(yù)算資金緊缺的有效手段。在住房領(lǐng)域,俄羅斯通過頒布公私合作相關(guān)法律、制定俄羅斯聯(lián)邦及各聯(lián)邦主體公私合作發(fā)展規(guī)劃,奠定公私合作的法律基礎(chǔ);通過成立公私合作發(fā)展中心、按揭貸款股份公司、按揭貸款重組機(jī)構(gòu)和保險公司,完善公私合作的組織基礎(chǔ);通過提供稅收優(yōu)惠、國家擔(dān)保、發(fā)放按揭債券,調(diào)動投資基金,完善公私合作的資金支持機(jī)制。俄羅斯在住房領(lǐng)域發(fā)展公私合作的實(shí)踐探索,對我國保障性住房供給問題的解決具有一定的借鑒意義。
[Abstract]:The influence of Western sanctions and the economic crisis, public-private cooperation has become a priority direction of development of Russia to solve important social and economic problems: the concession agreement, the life cycle of contract and special purpose companies such as public-private partnerships to promote investment diversification, solve the shortage of budget funds effectively. In the housing sector, Russia through the promulgation of relevant laws of public-private cooperation the development of Russian Federation, and the federal body of public-private cooperation development plan, the legal foundation of public-private cooperation; through the establishment of public-private cooperation and development center, the mortgage company mortgage restructuring institutions and insurance companies, improve the organizational foundation of public-private cooperation; by providing preferential tax, national security, the issuance of mortgage bonds, mobilize investment funds, perfecting the cooperation mechanism of financial support. Russian exploration and practice in the field of housing development cooperation, the The solution of the supply of guaranteed housing in China is of certain reference significance.
