【摘要】：政企關(guān)系是反應(yīng)政府與市場(chǎng)關(guān)系的基本范疇,也是當(dāng)前進(jìn)行經(jīng)濟(jì)體制改革的核心問(wèn)題。隨著中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),政企關(guān)系的發(fā)展體現(xiàn)出新的含義和特征,與此相適應(yīng),新型政企關(guān)系為政府規(guī)制的理論與實(shí)踐提出了新的挑戰(zhàn)與要求。在概括新常態(tài)背景下政企關(guān)系的含義與特征的基礎(chǔ)上,應(yīng)該立足于新型政企關(guān)系給政府規(guī)制變革帶來(lái)的挑戰(zhàn)與要求,從"政府規(guī)制理念、政府規(guī)制內(nèi)容、政府規(guī)制實(shí)施"三個(gè)角度,對(duì)新常態(tài)下如何應(yīng)對(duì)政府規(guī)制的挑戰(zhàn)與要求提出發(fā)展思路。
[Abstract]:The relationship between government and enterprise is the basic category to reflect the relationship between the government and the market, and is also the core issue of the current reform of the economic system. With China's economic development entering the new normal, the development of the relationship between government and enterprises reflects new meanings and characteristics. Accordingly, the new relationship between government and enterprises poses new challenges and requirements for the theory and practice of government regulation. Based on the meaning and characteristics of the relationship between government and enterprises in the new normal under the background, challenges and requirements should be based on the new relationship between government and enterprise to change from government regulation, government regulation theory, government regulation content, government regulation implementation "three angles of the new normal how to deal with the challenges and requirements of government regulation development ideas.
