【摘要】：促進(jìn)農(nóng)村商品流通網(wǎng)絡(luò)建設(shè),對(duì)于擴(kuò)大農(nóng)村消費(fèi)、統(tǒng)籌城鄉(xiāng)發(fā)展、促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整都有著非常重要的意義。本文主要探討的是在新形勢(shì)下,政府如何通過(guò)正確履行經(jīng)濟(jì)職能,采取行之有效的政策措施,促進(jìn)農(nóng)村商品流通網(wǎng)絡(luò)建設(shè)的問(wèn)題。論文對(duì)政府介入農(nóng)村商品流通網(wǎng)絡(luò)建設(shè)進(jìn)行了理論分析；對(duì)云南省農(nóng)村商品流通網(wǎng)絡(luò)建設(shè)的管理機(jī)構(gòu)、發(fā)展歷程、發(fā)展現(xiàn)狀、實(shí)施的主要公共政策進(jìn)行了闡述；深入歸納分析了云南省農(nóng)村商品流通網(wǎng)絡(luò)建設(shè)中存在的主要問(wèn)題；學(xué)習(xí)借鑒了國(guó)內(nèi)外農(nóng)村商品流通網(wǎng)絡(luò)建設(shè)的先進(jìn)經(jīng)驗(yàn)；在此基礎(chǔ)上,從推進(jìn)流通方式現(xiàn)代化、降低流通成本、加大基礎(chǔ)設(shè)施投入、培育壯大主體、加強(qiáng)規(guī)劃、完善管理體制、加強(qiáng)法制化建設(shè)和人才培養(yǎng)等方面提出了促進(jìn)云南省農(nóng)村商品流通網(wǎng)絡(luò)建設(shè)的八條對(duì)策。提出了促進(jìn)云南省農(nóng)村商品流通網(wǎng)絡(luò)建設(shè)的創(chuàng)新觀點(diǎn)：政府應(yīng)該以實(shí)施“電子商務(wù)進(jìn)農(nóng)村”為核心,全面推進(jìn)農(nóng)村商品流通網(wǎng)絡(luò)現(xiàn)代化。修筑一條連接城鄉(xiāng)市場(chǎng)的“商品流通高速公路”,促進(jìn)“工業(yè)品下鄉(xiāng)、農(nóng)產(chǎn)品進(jìn)城”的雙向流通,從而使云南省農(nóng)村商品流通網(wǎng)絡(luò)改造和建設(shè)逐步從無(wú)序向有序轉(zhuǎn)變,從分散向規(guī)模轉(zhuǎn)變,從傳統(tǒng)向現(xiàn)代轉(zhuǎn)變,從低效向高效轉(zhuǎn)變。盡快扭轉(zhuǎn)當(dāng)前農(nóng)村流通網(wǎng)絡(luò)建設(shè)滯后于經(jīng)濟(jì)發(fā)展的狀況,加速解決云南農(nóng)村經(jīng)濟(jì)發(fā)展中存在的流通瓶頸問(wèn)題。
[Abstract]:It is of great significance to promote the construction of rural commodity circulation network for expanding rural consumption, coordinating urban and rural development, and promoting the adjustment of industrial structure. This paper mainly discusses how to promote the construction of rural commodity circulation network by properly performing economic functions and taking effective policies and measures under the new situation. This paper makes a theoretical analysis of the government's involvement in the construction of rural commodity circulation network, expounds the management organization, development process, development status quo and the main public policies of Yunnan Province's rural commodity circulation network construction. The main problems existing in the construction of rural commodity circulation network in Yunnan Province are summarized and analyzed, and the advanced experience of the construction of rural commodity circulation network at home and abroad is studied and used for reference. On this basis, we should promote the modernization of circulation modes, reduce circulation costs, increase investment in infrastructure, foster and strengthen the main body, strengthen planning, and perfect the management system. This paper puts forward eight countermeasures to promote the construction of rural commodity circulation network in Yunnan Province from the aspects of strengthening legalization construction and personnel training. This paper puts forward the innovative viewpoint of promoting the construction of rural commodity circulation network in Yunnan Province: the government should take the implementation of "e-commerce into the countryside" as the core to comprehensively promote the modernization of the rural commodity circulation network. Build a "commodity circulation highway" linking the urban and rural markets, and promote the two-way circulation of "industrial goods going to the countryside and agricultural products to the city," thus transforming the rural commodity circulation network of Yunnan Province from disorder to orderly transformation. From decentralization to scale, from tradition to modern, from inefficient to efficient. The construction of current rural circulation network lags behind the economic development as soon as possible, and solve the circulation bottleneck problem existing in the rural economic development of Yunnan province as soon as possible.
