【摘要】：WTO體制下的服務(wù)貿(mào)易自然人流動(dòng)談判進(jìn)展緩慢,面臨應(yīng)對(duì)保護(hù)主義盛行、成員利益訴求不同而難以協(xié)調(diào)和克服談判方式缺陷等諸多挑戰(zhàn)。保障發(fā)展中國(guó)家的更廣泛參與、提高市場(chǎng)準(zhǔn)入的透明度和確定性以及實(shí)施GATS簽證制度有利于推進(jìn)服務(wù)貿(mào)易自然人流動(dòng)談判進(jìn)程。我國(guó)應(yīng)深入研究WTO體制下自然人流動(dòng)談判的過程、參與各方的立場(chǎng)與態(tài)度,制定明確的談判策略,積極參與WTO服務(wù)貿(mào)易自然人流動(dòng)談判,積極面對(duì)、穩(wěn)步推進(jìn)、有序開放我國(guó)服務(wù)貿(mào)易部門的自然人流動(dòng)準(zhǔn)入,針對(duì)不同的國(guó)家和地區(qū),在不同的服務(wù)部門有區(qū)別、有重點(diǎn)地提出談判要價(jià)和出價(jià)。
[Abstract]:The negotiation on the movement of natural persons in service trade under WTO system is progressing slowly, facing many challenges, such as the prevalence of protectionism, the different interests of members and the difficulty of coordinating and overcoming the defects of negotiation methods. Ensuring the wider participation of developing countries, enhancing the transparency and certainty of market access, and implementing the GATS visa system will facilitate the negotiation process of the movement of natural persons in trade in services. Our country should deeply study the negotiation process of the movement of natural persons under the WTO system, take part in the positions and attitudes of all parties, formulate clear negotiation strategies, actively participate in the negotiation of the movement of natural persons in the trade of WTO services, actively face and advance steadily. In order to open the movement of natural persons in the service trade sector of our country, there are differences between different countries and regions in different service sectors, and the negotiation price and bid are put forward emphatically.
