【摘要】：改革開放,使全國的經(jīng)濟(jì)發(fā)展步入了快車道,在國家政策的支持和引導(dǎo)下,商貿(mào)流通業(yè)發(fā)展迅速,為市場(chǎng)的繁榮帶來了活力�？梢钥闯�,商貿(mào)流通業(yè)在中國經(jīng)濟(jì)發(fā)展中有著突出的價(jià)值地位,而且商貿(mào)流通業(yè)的快速發(fā)展與政府作用的發(fā)揮有很大關(guān)系。政府從提供各種公共服務(wù),到宏觀調(diào)控和中長(zhǎng)期發(fā)展規(guī)劃,其立足點(diǎn)在于維護(hù)市場(chǎng)經(jīng)濟(jì)的穩(wěn)定與和諧。因此,在現(xiàn)代市場(chǎng)經(jīng)濟(jì)條件下,政府能否對(duì)商貿(mào)流通業(yè)進(jìn)行有效的監(jiān)督和調(diào)控,將直接影響其發(fā)展,關(guān)鍵問題是,政府發(fā)揮什么樣的主導(dǎo)作用以及如何有效地發(fā)揮作用。近年來,回民區(qū)商貿(mào)流通業(yè)得到了長(zhǎng)足發(fā)展,總體規(guī)模逐步擴(kuò)大,在主導(dǎo)生產(chǎn)、引導(dǎo)市場(chǎng)、促進(jìn)消費(fèi)、增加就業(yè)等方面發(fā)揮著越來越重要的作用。為了更好地發(fā)展商貿(mào)流通業(yè),回民區(qū)政府堅(jiān)持優(yōu)化服務(wù)、構(gòu)建便捷的服務(wù)體系、拓展發(fā)展空間為回民區(qū)商貿(mào)流通業(yè)創(chuàng)造良好發(fā)展平臺(tái),.但同時(shí)也存在著區(qū)域發(fā)展不平衡,監(jiān)督措施不到位,引導(dǎo)企業(yè)轉(zhuǎn)型乏力等問題。本文以呼和浩特市回民區(qū)政府為研究對(duì)象,描述了回民區(qū)商貿(mào)流通業(yè)發(fā)展現(xiàn)狀,歸納了地方政府發(fā)展商貿(mào)流通業(yè)所起的作用,總結(jié)了回民區(qū)政府在推動(dòng)商貿(mào)流通業(yè)發(fā)展過程中取得的主要成效。同時(shí),借鑒了國內(nèi)其他地區(qū)地方政府發(fā)展商貿(mào)流通業(yè)的主要經(jīng)驗(yàn),在分析回民區(qū)政府在發(fā)展商貿(mào)流通業(yè)過程中存在的問題的基礎(chǔ)上,提出回民區(qū)政府應(yīng)該在完善發(fā)展規(guī)劃、加強(qiáng)規(guī)范力度、強(qiáng)化隊(duì)伍建設(shè)等方面需要進(jìn)一步發(fā)揮政府作用。
[Abstract]:Reform and opening up, the national economic development into a fast track, under the support and guidance of national policies, the rapid development of trade and circulation, for the prosperity of the market has brought vitality. It can be seen that the commercial circulation industry has a prominent value position in China's economic development, and the rapid development of the trade circulation industry is closely related to the role of the government. From providing all kinds of public services to macro-control and long-term development plan, the government's foothold is to maintain the stability and harmony of the market economy. Therefore, under the modern market economy condition, whether the government can carry on the effective supervision and control to the trade circulation industry, will directly affect its development, the key question is what kind of leading role the government plays and how to play the role effectively. In recent years, the trade and circulation industry in Huimin District has been greatly developed, and the overall scale has been gradually expanded, which plays an increasingly important role in leading production, guiding the market, promoting consumption, increasing employment and so on. In order to develop the trade circulation industry better, the Huimin district government insists on optimizing the service, constructing the convenient service system, and expanding the development space to create the good development platform for the trade circulation industry of the Hui people district. But at the same time, there are some problems, such as unbalanced regional development, inadequate supervision measures and weak corporate transformation. Taking the Huhehaote Hui District Government as the research object, this paper describes the present situation of the development of the trade circulation industry in the Huhhot district, and sums up the role of the local government in the development of the trade circulation industry. The main achievements of Huimin District Government in promoting the development of trade circulation industry are summarized. At the same time, it draws lessons from the main experiences of other local governments in the development of trade and circulation industry in other areas of the country, and on the basis of analyzing the problems existing in the process of development of trade circulation industry by the government of the Hui people District, puts forward that the government of the Hui District should perfect the development plan. Strengthen the standard dynamics, strengthen the team construction and other aspects need to further play the role of the government.
