【摘要】：海關(guān)作為國(guó)家對(duì)外貿(mào)易和國(guó)家形象展示的重要窗口,加強(qiáng)海關(guān)關(guān)員職業(yè)道德建設(shè),有利于深化海關(guān)關(guān)員的職業(yè)信念,當(dāng)好國(guó)家對(duì)外貿(mào)易的“守門員”;有利于堅(jiān)定海關(guān)關(guān)員的公職信仰,當(dāng)好人民群眾的“公仆”;有利于強(qiáng)化海關(guān)關(guān)員的組織理念,切實(shí)貫徹黨和政府的重要執(zhí)政思想;有利于提升海關(guān)關(guān)員的精神品質(zhì),當(dāng)好國(guó)家的形象代言人。目前,我國(guó)海關(guān)職業(yè)道德建設(shè)雖然取得了諸如建設(shè)逐漸體系化、道德觀念大幅提高、“德”“法“協(xié)同有所進(jìn)展等成效,但仍面臨著海關(guān)關(guān)員職業(yè)道德失德現(xiàn)象較為嚴(yán)重、海關(guān)關(guān)員職業(yè)道德建設(shè)理論研究不足、海關(guān)關(guān)員職業(yè)道德教育培訓(xùn)體系缺位等問(wèn)題。究其原因,主要有職業(yè)道德建設(shè)主客體重視程度欠缺導(dǎo)致道德人自律機(jī)制難以發(fā)揮作用,獎(jiǎng)懲機(jī)制匱乏且與關(guān)員真實(shí)需求有一定差距導(dǎo)致奉獻(xiàn)動(dòng)力不足,國(guó)家權(quán)力制約體制不健全導(dǎo)致權(quán)力監(jiān)督疲軟,“以金錢衡量一切”的社會(huì)不良風(fēng)氣造成角色沖突,等等。通過(guò)借鑒歐盟、新加坡和上海等地海關(guān)職業(yè)道德建設(shè)先進(jìn)經(jīng)驗(yàn),中國(guó)海關(guān)關(guān)員職業(yè)道德建設(shè)應(yīng)該遵循國(guó)家意志與海關(guān)職業(yè)規(guī)則相結(jié)合、道德建設(shè)與法治建設(shè)相結(jié)合、道德激勵(lì)與現(xiàn)實(shí)需求相結(jié)合、職業(yè)文化與社會(huì)共識(shí)相結(jié)合的原則,充分整合國(guó)家、海關(guān)系統(tǒng)和社會(huì)力量,沿著“上下聯(lián)動(dòng)”、“內(nèi)推外動(dòng)”、“軟硬并重”、“標(biāo)本兼施”的路徑開(kāi)展。
[Abstract]:Customs, as an important window of national foreign trade and national image display, strengthens the professional ethics construction of customs officers, which is helpful to deepen the professional belief of customs officers and be the "goalkeeper" of national foreign trade. It is conducive to strengthening the official belief of customs officers and being a "public servant" for the masses of the people; strengthening the organizational concept of customs officers; and earnestly implementing the important ruling ideology of the party and government; and promoting the spiritual quality of customs officers. To be the image spokesman of a good country. At present, although the construction of customs professional ethics in our country has been gradually systematized, the moral concept has been greatly improved, and the "morality" and "law" have made some progress, it is still facing the serious phenomenon of loss of ethics of customs officers. The theoretical research on the construction of customs professional ethics is insufficient, and the system of professional ethics education and training of customs officers is absent. The main reasons are the lack of attention to the subject and object in the construction of professional ethics, the lack of self-discipline mechanism of moral person, the lack of reward and punishment mechanism and the gap with the real needs of customs officers, which lead to insufficient motivation of dedication. The unsound system of state power restriction leads to the weakness of power supervision, the bad social ethos of "judging everything by money", and so on. By learning from the advanced experience of customs professional ethics construction in the European Union, Singapore and Shanghai, China's customs professional ethics construction should be based on the combination of the national will with the customs professional rules, and the combination of moral construction with the rule of law. The principle of combining moral incentives with practical needs, combining professional culture with social consensus, fully integrating the state, customs system and social forces, along the lines of "linking up and down", "pushing in and out", "emphasizing both hard and soft", The path of "specimen concurrent application" is carried out.
