【摘要】：自1991年越中兩國(guó)恢復(fù)正常關(guān)系后,雙方經(jīng)貿(mào)合作不斷深化和加強(qiáng),越中邊貿(mào)從此也不斷得到發(fā)展。主要表現(xiàn)在越中邊貿(mào)發(fā)展的規(guī)模逐年上升、進(jìn)出口結(jié)構(gòu)不斷優(yōu)化、層次越來(lái)越高,以及邊貿(mào)進(jìn)行的方式與主體不斷變化。邊境貿(mào)易占兩國(guó)貿(mào)易中的比重提升已體現(xiàn)了邊貿(mào)對(duì)兩國(guó)貿(mào)易發(fā)展的重要補(bǔ)充作用。筆者認(rèn)為,兩國(guó)邊貿(mào)能夠有以上的發(fā)展原因在于兩國(guó)有特殊的地緣優(yōu)勢(shì)、歷史悠久、傳統(tǒng)友誼、尤其是兩國(guó)經(jīng)濟(jì)互補(bǔ)性強(qiáng)的特點(diǎn)、及兩國(guó)政府對(duì)邊貿(mào)提供了很多優(yōu)惠。越中邊貿(mào)的發(fā)展已對(duì)兩國(guó)經(jīng)濟(jì)貿(mào)易、及政治關(guān)系的發(fā)展起到了重要作用:首先是維護(hù)邊境地區(qū)的穩(wěn)定,促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展和人民生活水平的提高;其次是推動(dòng)貨物交換的規(guī)模,擴(kuò)大國(guó)內(nèi)市場(chǎng),促進(jìn)企業(yè)的發(fā)展以及產(chǎn)品銷售,增加地方財(cái)政收入,推動(dòng)了第三產(chǎn)業(yè)的發(fā)展,創(chuàng)造就業(yè)機(jī)會(huì);最后是邊境貿(mào)易的發(fā)展是國(guó)家經(jīng)濟(jì)發(fā)展的補(bǔ)充。越中邊貿(mào)發(fā)展過(guò)程中也存在不少問(wèn)題,但21世紀(jì)越中睦鄰友好與全面合作關(guān)系的健康穩(wěn)定發(fā)展會(huì)為兩國(guó)邊貿(mào)發(fā)展奠定堅(jiān)實(shí)的基礎(chǔ)。筆者認(rèn)為,兩國(guó)政府為了進(jìn)一步發(fā)展越中邊貿(mào)應(yīng)加大努力改善產(chǎn)品質(zhì)量,加強(qiáng)邊貿(mào)的管理,規(guī)范邊貿(mào)經(jīng)營(yíng)秩序以及協(xié)調(diào)的機(jī)制。此外,還應(yīng)要繼續(xù)加強(qiáng)邊貿(mào)的經(jīng)濟(jì)、貿(mào)易合作關(guān)系,每年定期組織雙邊領(lǐng)導(dǎo)會(huì)晤,建立省級(jí)和市縣級(jí)領(lǐng)導(dǎo)合作機(jī)制,交流合作方向和創(chuàng)造便利條件,讓雙方企業(yè)的貿(mào)易活動(dòng)、投資和旅游合作得到更健康的發(fā)展。雙方需要努力合作,及時(shí)解決雙邊貿(mào)易活動(dòng),特別是邊境貿(mào)易中存在的困難和障礙;同時(shí)注重發(fā)展服務(wù)貿(mào)易如過(guò)境商品運(yùn)輸、旅游等。兩國(guó)還應(yīng)重視越中邊貿(mào)口岸的建設(shè)因?yàn)檫@些地區(qū)會(huì)為即將建成的中國(guó)—東盟自由貿(mào)易區(qū)中起到橋梁作用。這樣發(fā)展下去,越中邊境一定會(huì)進(jìn)入一個(gè)新的發(fā)展階段。
[Abstract]:Since the resumption of normal relations between Vietnam and China in 1991, bilateral economic and trade cooperation has been deepened and strengthened, and the border trade between Vietnam and China has been continuously developed since then. The main performance is that the scale of border trade between Vietnam and China is increasing year by year, the structure of import and export is constantly optimized and the level is higher and higher, and the mode and main body of border trade are constantly changing. The increasing proportion of border trade in the trade between the two countries has reflected the important complementary role of border trade to the development of trade between the two countries. The author believes that the above reasons for the development of border trade between the two countries are due to their special geographical advantages, long history, traditional friendship, especially the characteristics of strong economic complementarity between the two countries, as well as the fact that the two governments have offered a lot of preferential treatment to border trade. The development of border trade between Vietnam and China has played an important role in the development of economic trade and political relations between the two countries: first, maintaining stability in the border areas, promoting local economic development and raising the living standards of the people; secondly, promoting the scale of goods exchange. Expanding the domestic market, promoting the development of enterprises and product sales, increasing local financial revenue, promoting the development of the tertiary industry, creating employment opportunities; finally, the development of border trade is a supplement to the national economic development. There are also many problems in the development of Sino-Vietnamese border trade, but the healthy and stable development of the Sino-Vietnamese good-neighborly friendship and all-round cooperative relations in the 21st century will lay a solid foundation for the development of border trade between the two countries. The author believes that in order to further develop the border trade between Vietnam and China, the two governments should make greater efforts to improve the quality of products, strengthen the management of border trade, and standardize the management order and coordination mechanism of border trade. In addition, we should continue to strengthen economic and trade cooperation in border trade, organize regular bilateral leadership meetings every year, set up mechanisms for cooperation among leaders at the provincial and municipal levels, exchange the direction of cooperation and create convenient conditions for the trade activities of enterprises of both sides. Investment and tourism cooperation has developed more healthily. The two sides need to work hard to solve the difficulties and obstacles in bilateral trade activities, especially in border trade, and pay attention to the development of trade in services, such as transit goods transport, tourism, etc. The two countries should also pay attention to the construction of border trade ports between Vietnam and China, which will serve as a bridge for the upcoming China-ASEAN Free Trade area. If this continues, the border between Vietnam and China will surely enter a new stage of development.
