【摘要】：隨著我國(guó)第一個(gè)自由貿(mào)易園區(qū)——“中國(guó)(上海)自由貿(mào)易試驗(yàn)區(qū)”的誕生,我國(guó)對(duì)外開(kāi)放進(jìn)入了一個(gè)新的歷史時(shí)期。在園區(qū)內(nèi),除了金融和投資貿(mào)易的改革外,貨物貿(mào)易、服務(wù)貿(mào)易也呈現(xiàn)出形式多樣化和貿(mào)易自由化。面對(duì)區(qū)內(nèi)保稅和非保稅物流的發(fā)展以及跨境電子商務(wù)、保稅延展、維修服務(wù)等新業(yè)態(tài)的產(chǎn)生,現(xiàn)有檢驗(yàn)檢疫在特殊監(jiān)管區(qū)域內(nèi)的政策的簡(jiǎn)單疊加已經(jīng)不能涵蓋實(shí)際監(jiān)管和服務(wù)的需求。同時(shí),自貿(mào)區(qū)成立后的功能拓展、政府宏觀管理重心的轉(zhuǎn)移也“倒逼”檢驗(yàn)檢疫必須轉(zhuǎn)變管理職能,轉(zhuǎn)移監(jiān)管重心,不斷完善檢驗(yàn)檢疫監(jiān)管體系來(lái)適應(yīng)自貿(mào)區(qū)的高速發(fā)展。本文以政府管制理論為基礎(chǔ),通過(guò)文獻(xiàn)分析和實(shí)證研究,對(duì)自貿(mào)區(qū)檢驗(yàn)檢疫監(jiān)管體系的現(xiàn)狀,存在的問(wèn)題以及問(wèn)題成因進(jìn)行了評(píng)估分析,并進(jìn)一步提出了對(duì)監(jiān)管體系優(yōu)化的對(duì)策建議。
[Abstract]:With the birth of China's first free trade park, "China (Shanghai) Free Trade Test Zone", China's opening to the outside world has entered a new historical period. In addition to the reform of financial and investment trade, trade in goods and services also presents diversification and trade liberalization. Faced with the development of bonded and non-bonded logistics in the region and the emergence of new forms of cross-border e-commerce, bonded extension and maintenance services, The simple superposition of existing inspection and quarantine policies within special regulatory areas can no longer cover the actual regulatory and service needs. At the same time, after the establishment of the free trade zone, the function of the free trade zone has been expanded, and the transfer of the government's macro management center of gravity has also forced the transformation of the management function, the shift of the supervision center and the continuous improvement of the inspection and quarantine supervision system in order to adapt to the rapid development of the free trade area. Based on the theory of government regulation, through literature analysis and empirical research, this paper evaluates and analyzes the current situation, problems and causes of the inspection and quarantine supervision system in the Free Trade area. Furthermore, the countermeasures and suggestions to optimize the supervision system are put forward.
