【摘要】：當前我國農業(yè)產業(yè)化發(fā)展還處于初級階段,面臨著發(fā)展水平低、規(guī)模小、競爭力弱等不容忽視的問題,盡管中國農業(yè)產業(yè)化發(fā)展現狀存在多方面的原因,但其中一個重要的原因是金融對農業(yè)產業(yè)化發(fā)展的支持力度不夠,貢獻份額有限,未能充分發(fā)揮助推器的作用,農民增收、農業(yè)生產和農村發(fā)展中的金融抑制突出,成為推進農業(yè)產業(yè)化和城鄉(xiāng)現代化建設的嚴峻制約。因此全面地分析農業(yè)產業(yè)化發(fā)展的融資困境,審慎探索金融支持體系建設以推進傳統(tǒng)農業(yè)向現代農業(yè)轉變,顯得尤為重要和緊迫。從發(fā)展趨勢看,“互聯網+”不僅深刻影響城鎮(zhèn)經濟社會的轉型與發(fā)展,而且也深刻影響農村經濟社會的轉型與發(fā)展。近年來,在農村這塊“希望的田野上”,互聯網金融正在落地生根,對農村傳統(tǒng)金融形成有益補充,并帶來農村發(fā)展、農業(yè)生產、農民生活多方而的變革。從現實情況看,農村互聯網金融仍處于起步階段,還而臨多方而掣肘與挑戰(zhàn),迫切需要在改革中加強體制機制保障,以充分釋放“三農”活力,為農業(yè)產業(yè)化注入強大動力。本文以互聯網金融為切入點,重點分析了互聯網金融支持農業(yè)產業(yè)化發(fā)展對策進行了研究。重點包括:一是農業(yè)產業(yè)化的互聯網金融支持研究的理論分析,主要闡述了農業(yè)產業(yè)化的概念,發(fā)展歷史,金融支持的概念與發(fā)展,以及農業(yè)產業(yè)化與金融支持之間的關系。本文認為,互聯網金融為農業(yè)產業(yè)化提供基本金融業(yè)務,互聯網金融為農業(yè)產業(yè)化提供金融基礎設施,互聯網金融為農業(yè)產業(yè)化提供便利融資平臺,互聯網金融增強農業(yè)產業(yè)化對資金的可得性,互聯網金融有助于農戶征信網絡系統(tǒng)的建立。隨后介紹了一些農業(yè)產業(yè)化,互聯網金融支持的理論分析,為后續(xù)的研究提供了理論支持。二是農業(yè)產業(yè)化的互聯網金融支持的現狀出發(fā),詳細闡述了農業(yè)產業(yè)化的互聯網金融支持發(fā)展的現狀,以及在其發(fā)展過程中的問題。其中,存在的問題包括農業(yè)產業(yè)化進程中存在金融抑制,互聯網金融在農業(yè)中應用推廣緩慢,農業(yè)互聯網金融風險控制與監(jiān)管薄弱。三是根據發(fā)達國家的農業(yè)產業(yè)化的互聯網金融支持案例進行分析,并依據當前國家的實際情況提出了農業(yè)產業(yè)化的互聯網金融支持問題的建議與對策,針對不同的問題提出不同的實施措施。比如,構建農業(yè)產業(yè)化金融支持體系方面,應重點完善互聯網金融支持政策扶持體系、夯實農業(yè)產業(yè)化互聯網金融基礎;深化互聯網金融在農業(yè)產業(yè)化推廣方面,要大力發(fā)展農業(yè)電商金融、擴大移動金融對農業(yè)覆蓋;完善農業(yè)產業(yè)化的互聯網金融支持監(jiān)管體系方面,要完善互聯網金融的法律體系、建立健全互聯網金融支持新型農業(yè)經營主體的政策法規(guī)、建立便于監(jiān)管高效權威的互聯網金融綜合信息認證體系等。
[Abstract]:At present, the development of agricultural industrialization in China is still in the primary stage, facing the problems of low level of development, small scale, weak competitiveness and so on. Although there are many reasons for the current situation of the development of agricultural industrialization in China, one of the important reasons is that financial support for the development of agricultural industrialization is not enough and its share is limited. To give full play to the role of the booster, increase the income of the farmers, the agricultural production and the financial restraint in the rural development, it has become a severe restriction to promote the industrialization of agriculture and the modernization of the urban and rural areas. Therefore, the financing dilemma of the development of agricultural industrialization is analyzed comprehensively, and the construction of the financial support system is carefully explored to promote the transformation of traditional agriculture into modern agriculture. Change, it is particularly important and urgent. From the development trend, "Internet plus" has not only influenced the transformation and development of urban economy and society, but also a profound influence and the transformation of the rural economic and social development in rural areas. The key points are as follows: first, the theoretical analysis of the research on the agricultural industrialization of the Internet financial support, mainly expounds the concept of agricultural industrialization, the development history, the concept and development of the financial support, as well as the agricultural industrialization and gold. The paper holds that Internet Finance provides basic financial services for agricultural industrialization, Internet Finance provides financial infrastructure for agricultural industrialization, Internet Finance provides a convenient financing platform for agricultural industrialization, Internet Finance enhances the availability of agricultural industrialization to funds, and Internet Finance contributes to agriculture. The establishment of the household credit network system. Then it introduces some agricultural industrialization and the theoretical analysis of the Internet financial support, and provides theoretical support for the follow-up research.
