【摘要】：上海是中國的經(jīng)濟、金融、貿(mào)易和航運中心。GDP總量居中國城市之首,建立上海自貿(mào)區(qū)是國家對經(jīng)濟改革前瞻性的表現(xiàn),設(shè)立自貿(mào)區(qū)的主要目的有兩個,一是吸引外資,二是帶動全國經(jīng)濟發(fā)展。自2013年9月29日掛牌成立以來,自貿(mào)區(qū)已經(jīng)運行一年多,在此期間,貿(mào)易、服務(wù)、投資、金融等各方面取得了一定的成績,然而相對于經(jīng)濟總量增長和貿(mào)易量增長來說,投資增長水平還很低,究其原因是因為上海自貿(mào)區(qū)仍然存在投資壁壘,遠(yuǎn)遠(yuǎn)沒有達(dá)到投資便利最優(yōu)化的程度,還需要進行不斷的改革。如何使自貿(mào)區(qū)投資更加便利,吸引更多的外資,更好地帶動全國經(jīng)濟,是國家完善自貿(mào)區(qū)政策急需解決的問題,同時也是本論文探索和研究的主線。本論文從投資便利化的角度出發(fā),首先界定投資便利化相關(guān)概念；其次分析上海自貿(mào)區(qū)投資便利化給周邊地區(qū)帶來的聯(lián)動效應(yīng),指出投資便利化可以促進自貿(mào)區(qū)中心城市形成集聚效應(yīng),對長三角地區(qū)發(fā)展產(chǎn)生輻射效應(yīng)；然后基于上海自貿(mào)區(qū)投資發(fā)展現(xiàn)狀和現(xiàn)有投資環(huán)境進行分析,發(fā)現(xiàn)自貿(mào)區(qū)仍然存在的投資便利化障礙,如投資門檻仍然較高、領(lǐng)域不夠開放、稅收過高、服務(wù)部門效率不高和法制不完善等問題,同時對比分析美國、韓國、新加坡等國的自貿(mào)區(qū)投資便利化措施,發(fā)現(xiàn)上海自貿(mào)區(qū)目前的差距,并強調(diào)自貿(mào)區(qū)投資便利化改革的緊迫性；最后結(jié)合阻礙投資便利化的因素,對上海自貿(mào)區(qū)未來投資便利化改革提出建設(shè)性意見,借鑒國際經(jīng)驗如進一步精簡負(fù)面清單、擴大投資領(lǐng)域開放力度、降低稅率、改善行政服務(wù)和完善自貿(mào)區(qū)法制建設(shè)等措施。論文結(jié)尾對自貿(mào)區(qū)的投資便利化發(fā)展做了個總結(jié),并推測上海自貿(mào)區(qū)未來可能的發(fā)展方向,認(rèn)為上海在不久的將來會向國際航運中心和國際金融中心發(fā)展。
[Abstract]:Shanghai is China's economic, financial, trade and shipping center. The gross domestic product (GDP) ranks first in China's cities. The establishment of the Shanghai Free Trade Zone is a forward-looking manifestation of the country's economic reform. There are two main purposes for setting up a free trade zone. One is to attract foreign capital.Second, drive the national economic development.Since its establishment on September 29, 2013, the Free Trade Zone has been in operation for more than a year. During this period, trade, services, investment, finance and other aspects have made certain achievements. However, relative to the growth of total economic volume and trade volume,The level of investment growth is still very low, the reason is that there are still investment barriers in the Shanghai Free Trade Zone, far from reaching the optimal level of investment convenience, and the need for continuous reform.How to make the free trade zone investment more convenient, attract more foreign capital, and better drive the national economy, is the problem that the country needs to solve urgently to perfect the free trade area policy, at the same time, it is the main line of this paper to explore and study.From the perspective of investment facilitation, this paper first defines the related concepts of investment facilitation, and then analyzes the linkage effect of investment facilitation in Shanghai Free Trade Zone on the surrounding areas.It is pointed out that investment facilitation can promote the agglomeration effect in the central cities of the free trade area and produce radiation effects on the development of the Yangtze River Delta region, and then based on the analysis of the present investment development situation and the existing investment environment of the Shanghai Free Trade area,We find that there are still some barriers to investment facilitation in the FTA, such as the investment threshold is still relatively high, the field is not open enough, the tax is too high, the service sector is not efficient and the legal system is not perfect, and so on. At the same time, a comparative analysis is made between the United States and South Korea.The investment facilitation measures of Singapore and other countries in the FTAs have found the current gap in the FTAs, and stressed the urgency of the reform of the FTAs' investment facilitation; finally, they have combined the factors hindering investment facilitation,Some constructive suggestions are put forward for the future investment facilitation reform of Shanghai Free Trade Zone, such as further simplifying the negative list, enlarging the opening up of investment field, reducing tax rate, improving administrative service and perfecting the legal system construction of the free trade zone.At the end of this paper, the author makes a summary of the development of investment facilitation in the free trade area, and infer the possible future development direction of the free trade area in Shanghai, and thinks that Shanghai will develop to the international shipping center and the international financial center in the near future.
