【摘要】：京津冀協(xié)同發(fā)展是重要的國家戰(zhàn)略,隨著《京津冀協(xié)同規(guī)劃綱要》的出臺,京津冀三地的分工定位也得到明確。其中,河北省的第一個定位便是建設全國商貿物流基地。河北省在京津冀協(xié)同目標下發(fā)展商貿物流業(yè),就必須要弄清我省商貿物流業(yè)發(fā)展的水平、與京津冀協(xié)同目標的差距和現實約束以及達成目標的路徑和政策,這正是本文的研究的主要內容。在中國進入新常態(tài)、經濟增速放緩的大背景下,商貿物流的發(fā)展成為了帶動中國經濟的新動力。2016年上半年全國消費品零售額增長率達兩位數,遠超GDP增速。近些年,在供給側結構性改革的大背景下,河北省的商貿物流業(yè)的發(fā)展很快,成為了經濟增長的新動能,但是仍然存在發(fā)成方式粗放、發(fā)展水平不高、發(fā)展業(yè)態(tài)較為落后等問題,而如何利用政策尤其是財稅政策促進商貿物流業(yè)發(fā)展,是河北省面臨的一個緊迫問題,也是本文研究的目的所在。本文通過對河北省商貿物流業(yè)發(fā)展的水平、發(fā)展的障礙和相關財稅政策的梳理和分析,提出了在京津冀協(xié)同目標下建設商貿物流基地的政策建議。第一部分主要闡釋了研究背景、意義和所采用的方法,并梳理了國內外文獻綜述;第二部分對商貿物流業(yè)的概念進行了比較和界定,同時分析了財稅政策發(fā)展商貿物流業(yè)的理論基礎;第三部分分析了河北省商貿物流業(yè)的發(fā)展現狀和與京津冀協(xié)同目標的差距;第四部分結合最新的“營改增”政策,運用投入產出法實證分析了“營改增”后商貿物流業(yè)稅負變化;第五部分對河北省發(fā)展商貿物流業(yè)的財稅政策進行了研究,并且根據第四部分測算的結果,分析了商貿物流業(yè)財稅政策存在的問題;最后一部分提出了河北商貿物流業(yè)發(fā)展的財稅政策建議:推進京津冀財政合作,探索跨區(qū)域橫向轉移支付制度;加大財政資金投入力度,創(chuàng)新財政支持方式;結合京津冀商貿物流布局調整財政投入結構;打造京津冀區(qū)域稅收協(xié)同,統(tǒng)一稅收優(yōu)惠政策;統(tǒng)一物流業(yè)稅率,減輕商貿物流行業(yè)稅負;設立京津冀發(fā)票代開機構,進一步擴大進項抵扣的范圍。
[Abstract]:The coordinated development of Beijing-Tianjin-Hebei is an important national strategy. With the publication of "the outline of Beijing-Tianjin-Tianjin-Hebei Coordination Planning", the division of labor among the three places of Beijing, Tianjin and Hebei has also been clearly defined. The first orientation of Hebei Province is to build a national commercial logistics base. In order to develop the trade logistics industry in Hebei Province under the cooperative goal of Beijing, Tianjin and Hebei, it is necessary to understand the level of development of the trade logistics industry in our province. The gap and practical constraints between Beijing, Tianjin and Hebei, as well as the path and policy to achieve the goals, are the main contents of this paper. In the context of China's entering the new normal, the economic growth rate is slowing down. The development of trade logistics has become a new driving force for China's economy. In the first half of 2016, the national retail sales growth rate of consumer goods reached a double-digit rate, which far exceeded the growth rate of GDP. In recent years, against the backdrop of supply-side structural reforms, The rapid development of the trade and logistics industry in Hebei Province has become a new momentum of economic growth, but there are still problems such as extensive way of development, low level of development, and relatively backward development. However, how to make use of the policies, especially the fiscal and taxation policies, to promote the development of the trade logistics industry is an urgent problem facing Hebei Province, and is also the purpose of this paper. Based on the analysis of the obstacles to development and related fiscal and taxation policies, this paper puts forward some policy suggestions for building a commercial and commercial logistics base under the cooperative goal of Beijing, Tianjin and Hebei. The first part mainly explains the research background, significance and methods adopted. The second part compares and defines the concept of trade logistics, and analyzes the theoretical basis of fiscal and taxation policies to develop trade logistics industry. The third part analyzes the present situation of the trade and logistics industry in Hebei Province and the gap between the trade logistics industry and the cooperative goal between Beijing, Tianjin and Hebei. The fourth part combines with the latest policy of "business reform and increase". Using the input-output method, this paper empirically analyzes the changes of the tax burden of the trade logistics industry after the "business reform and increase". The fifth part studies the fiscal and tax policies of the development of the trade logistics industry in Hebei Province, and according to the results of the fourth part, In the last part, the author puts forward some suggestions for the development of Hebei trade logistics industry: to promote the financial cooperation between Beijing, Tianjin and Hebei, and to explore the transregional horizontal transfer payment system; Increase financial investment, innovate financial support, adjust financial investment structure in combination with the distribution of Beijing-Tianjin-Hebei trade and logistics, create a regional tax synergy between Beijing, Tianjin and Hebei, unify preferential tax policies, unify logistics tax rates, Lighten the tax burden of trade logistics industry; set up Beijing-Tianjin-Hebei invoice agency to further expand the scope of income deduction.
