【摘要】：自我國(guó)改革開放30多年以來,重慶地區(qū)的經(jīng)濟(jì)發(fā)展和工業(yè)化水平的差距正在經(jīng)一步拉大,能源消耗從1998年起年均增速一直處于較高水平,煤炭在重慶能源消費(fèi)結(jié)構(gòu)仍然占據(jù)重要比重。隨著西部大開發(fā)戰(zhàn)略的實(shí)施,將帶動(dòng)西部經(jīng)濟(jì)的進(jìn)一步增長(zhǎng),擴(kuò)大以煤炭為主的能源需求,全市“煤電雙缺”的形勢(shì)將會(huì)更加嚴(yán)峻。建立立足重慶、輻射西南、服務(wù)全國(guó)的煤炭電子交易平臺(tái),目的就是為了順應(yīng)我國(guó)能源生產(chǎn)和消費(fèi)革命的浪潮,進(jìn)一步提升重慶煤炭市場(chǎng)的保供能力,推進(jìn)重慶區(qū)域煤炭?jī)r(jià)格的完全市場(chǎng)化,規(guī)范煤炭市場(chǎng)運(yùn)行秩序,構(gòu)建電商時(shí)代新型煤炭交易模式。本文圍繞重慶煤炭交易中心建設(shè)的理論探索與實(shí)踐,從產(chǎn)權(quán)交易的基本概念到現(xiàn)階段產(chǎn)權(quán)交易市場(chǎng)的發(fā)展特點(diǎn)出發(fā),介紹了當(dāng)前國(guó)內(nèi)外交易市場(chǎng)及重慶要素市場(chǎng)的發(fā)展現(xiàn)狀。第三章通過對(duì)比我國(guó)目前已投入使用的兩個(gè)煤炭交易中心——中國(guó)(太原)煤炭交易中心和東方煤炭電子交易中心,歸納了我國(guó)建設(shè)煤炭交易中心的經(jīng)驗(yàn)和做法。在此基礎(chǔ)上,第四章對(duì)建設(shè)重慶煤炭交易中心的可行性進(jìn)行了分析,第五章對(duì)重慶煤炭交易中心的商業(yè)模式做了探討。最后,第六章對(duì)本課題進(jìn)行了總結(jié),對(duì)重慶煤炭交易中心的正常運(yùn)營(yíng)所需的政策保障提出了建議。
[Abstract]:Since China's reform and opening up for more than 30 years, the gap between economic development and industrialization level in Chongqing has been widening step by step, and the average annual growth rate of energy consumption has been at a high level since 1998. Coal still occupies an important proportion in Chongqing's energy consumption structure. With the implementation of the strategy of developing the western region, it will promote the further growth of the western economy and expand the energy demand based on coal. The situation of "coal and electricity shortage" in the whole city will be more severe. The purpose of establishing a coal electronic trading platform based on Chongqing, radiating southwest and serving the whole country is to conform to the wave of energy production and consumption revolution in our country. Further enhance the capacity of Chongqing coal market supply, promote the complete marketization of regional coal prices in Chongqing, standardize the operation order of the coal market. This paper focuses on the theoretical exploration and practice of the construction of Chongqing coal trading center, starting from the basic concept of property right transaction to the development characteristics of property right trading market at the present stage. This paper introduces the present situation of domestic and foreign trading market and Chongqing factor market. Chapter three compares the two coal trading centers in China (Taiyuan). Coal trading center and Dongfang coal electronic trading center. The experience and practice of building coal trading center in China are summarized. On this basis, the feasibility of building Chongqing coal trading center is analyzed in chapter 4th. Chapter 5th discusses the business model of Chongqing Coal Trading Center. Finally, Chapter 6th summarizes this topic and puts forward some suggestions for the policy guarantee of the normal operation of Chongqing Coal Trading Center.
