【摘要】：中國(guó)和韓國(guó)地理位置相鄰,經(jīng)濟(jì)具有較強(qiáng)的互補(bǔ)性,雙邊經(jīng)貿(mào)合作發(fā)展具有得天獨(dú)厚的優(yōu)越條件和潛力。中國(guó)-韓國(guó)自由貿(mào)易協(xié)定于2015年6月正式簽訂,12月20日正式生效。截至目前,該協(xié)定在我國(guó)所簽訂的自貿(mào)協(xié)定中,涉及貿(mào)易規(guī)模最大、覆蓋領(lǐng)域范圍最廣泛。協(xié)定生效后,中韓雙方貨物貿(mào)易的自由化程度最終將超過稅目的90%。中韓自貿(mào)協(xié)定的簽訂,對(duì)于促進(jìn)兩國(guó)間商業(yè)活動(dòng)和經(jīng)貿(mào)往來、促進(jìn)中韓經(jīng)濟(jì)和產(chǎn)業(yè)鏈的全面融合、推進(jìn)區(qū)域經(jīng)濟(jì)一體化發(fā)展具有重要意義,對(duì)于我國(guó)參與全球經(jīng)濟(jì)融合具有積極促進(jìn)作用。本文將《中韓自貿(mào)協(xié)定》生效后,經(jīng)濟(jì)欠發(fā)達(dá)的少數(shù)民族地區(qū)對(duì)韓經(jīng)貿(mào)合作問題研究作為出發(fā)點(diǎn),采用理論與實(shí)證分析、定性與定量分析相結(jié)合的方法,將中韓自貿(mào)協(xié)定的影響體現(xiàn)到對(duì)延邊州對(duì)韓經(jīng)貿(mào)合作的具體變化上。本文的第一章分析了國(guó)內(nèi)外研究現(xiàn)狀,第二章闡述了自由貿(mào)易相關(guān)理論。在理論研究的基礎(chǔ),在第三章深入研究中韓自貿(mào)協(xié)定的簽訂背景、主要內(nèi)容、意義影響及實(shí)施進(jìn)展情況。第四章立足于延邊經(jīng)濟(jì)發(fā)展實(shí)際,圍繞延邊州對(duì)韓經(jīng)貿(mào)發(fā)展歷程、現(xiàn)狀、存在問題、面臨的機(jī)遇與挑戰(zhàn)等方面進(jìn)行深入分析。通過對(duì)延邊州歷年來對(duì)韓貿(mào)易額進(jìn)行分析,指出中韓自貿(mào)協(xié)定效后對(duì)韓經(jīng)貿(mào)合作的新趨勢(shì)、新變化,研究制約延邊對(duì)韓經(jīng)貿(mào)發(fā)展的問題所在,具體包括:延邊州對(duì)韓經(jīng)貿(mào)合作仍存在貿(mào)易規(guī)模有限、產(chǎn)品結(jié)構(gòu)不夠合理、韓資企業(yè)多為中小型項(xiàng)目、經(jīng)貿(mào)合作層次較低、區(qū)位優(yōu)勢(shì)不明顯、貨物運(yùn)輸不便利等問題。本文第五章對(duì)新形勢(shì)下延邊地區(qū)對(duì)韓經(jīng)貿(mào)合作面臨的機(jī)遇與挑戰(zhàn)進(jìn)行實(shí)證分析。中韓自貿(mào)協(xié)定的簽訂和實(shí)施,有助于促進(jìn)貿(mào)易成本大幅降低,暢通外商投資渠道,拓寬經(jīng)貿(mào)合作領(lǐng)域,為區(qū)域合作注入新動(dòng)力,將為延邊地區(qū)開展國(guó)際經(jīng)貿(mào)合作提供對(duì)外貿(mào)易跳板,為延邊地區(qū)對(duì)外經(jīng)貿(mào)合作提供了更為廣闊的發(fā)展平臺(tái)。同時(shí),因關(guān)稅減免的過渡期最長(zhǎng)為20年,因此自貿(mào)協(xié)定的短期效應(yīng)不太明顯,延邊地區(qū)企業(yè)也將受到來自韓國(guó)重要產(chǎn)業(yè)和優(yōu)質(zhì)產(chǎn)品的沖擊,面臨的市場(chǎng)競(jìng)爭(zhēng)環(huán)境更加嚴(yán)峻,國(guó)內(nèi)各地區(qū)之間的外資正度更加激烈。此外,受"薩德"事件影響,中韓政治經(jīng)貿(mào)關(guān)系空前緊張,國(guó)內(nèi)民眾自發(fā)對(duì)韓國(guó)產(chǎn)品進(jìn)行抵制,對(duì)中韓貿(mào)易的沖擊已開始顯現(xiàn)。盡管如此,基于企業(yè)自身交易行為的雙邊貿(mào)易往來仍需繼續(xù)發(fā)展。中韓自貿(mào)協(xié)定的簽訂實(shí)施,對(duì)延邊地區(qū)可謂既有機(jī)遇,又有挑戰(zhàn)。針對(duì)延邊州對(duì)韓經(jīng)貿(mào)合作中存在的問題,以及形勢(shì)下延邊州對(duì)韓經(jīng)貿(mào)發(fā)展面臨的機(jī)遇和挑戰(zhàn),本文最后將促進(jìn)延邊州對(duì)韓經(jīng)貿(mào)發(fā)展的對(duì)策建議作為研究的落腳點(diǎn)。從加快并完善中韓延邊產(chǎn)業(yè)園的建設(shè)、深化與韓國(guó)企業(yè)的產(chǎn)業(yè)合作、提高招商引資質(zhì)量和長(zhǎng)遠(yuǎn)效益、大力推動(dòng)對(duì)韓跨境電子商務(wù)發(fā)展、加快對(duì)外互聯(lián)互通建設(shè)五個(gè)方面提出對(duì)策建議,以期對(duì)延邊地區(qū)充分抓住機(jī)遇,促進(jìn)雙方經(jīng)貿(mào)關(guān)系全面升級(jí),研究和制定對(duì)韓可持續(xù)發(fā)展戰(zhàn)略和實(shí)現(xiàn)途徑等方面提供一定參考作用。
[Abstract]:The geographical position Chinese and adjacent South Korea, strong economic complementarities, with favorable conditions richly endowed by nature and potential development of bilateral economic and trade cooperation. This paper will "China South Korea FTA into force", the underdeveloped minority areas on the Korean economic and trade cooperation research This as a starting point, the theoretical and empirical analysis, qualitative analysis and quantitative analysis, will affect China ROK FTA to reflect on the Korean economic and trade cooperation specific changes in Yanbian. The first chapter analyzes the research status at home and abroad, the second chapter of the free trade based on related theories. The main contents of theoretical research, signed a free trade agreement in the background, the third chapter deeply studies the significance and influence of China and South Korea, the progress of the implementation. The fourth chapter is based on the reality of Yanbian's economic development, the state of Yanbian around the Korean economic development process, the status quo, problems, opportunities and challenges in areas such as in-depth analysis. Through the analysis of the Yanbian over the years to trade with Korea, pointed out that China ROK FTA effect on South Korea economic and trade cooperation in the new trend, new changes of restricting Yanbian economic and Trade Development on the Korean problem, including: Yanbian The state of South Korea economic and trade cooperation is still trading limited scale, product structure is not reasonable, South Korean enterprises are mostly small and medium sized projects, the low level of economic and trade cooperation, the advantage is not obvious, the problem is not convenient transport of goods. In the fifth chapter of the Yanbian area under the new situation on the Korean economic and trade cooperation opportunities and challenges faced by the empirical analysis China and South Korea FTA signed and implemented, will help promote trade costs, foreign investment channels open, expand economic and trade cooperation and inject new impetus for regional cooperation, Yanbian will carry out international trade and economic cooperation provides a springboard for the Yanbian area of foreign trade, foreign trade and economic cooperation provides a broad development platform. At the same time, due to the long transition period of tariff reduction for 20 years, so the short-term effect of the FTA is not obvious, Yanbian enterprises will also be an important industry and high quality products from South Korea The impact of the market competition environment has become more serious, between the various regions of the foreign capital is more intense. In addition, influenced by the "Sade" event, the economic and trade relationship between China and South Korea political unprecedented tension, the people at home on the spontaneous boycott of South Korean products, the impact of trade between China and South Korea have begun to appear. However, the bilateral trade enterprises the transaction still need to continue the development. Based on the China ROK FTA signed the implementation of Yanbian area is both opportunities and challenges. In Yanbian of South Korea in the economic and trade cooperation, and the situation in Yanbian on the Korean economic development opportunities and challenges, finally will promote Yanbian to South Korea economic and trade development countermeasures as the end result. From the speed up and improve the construction of China South Korea Yanbian Industrial Park, deepen industrial cooperation with South Korean enterprises, improve the quality and long-term benefits of investment lead And vigorously promote the Korean cross-border e-commerce development, put forward five countermeasures and suggestions to speed up foreign interoperability construction, in order to Yanbian fully seize the opportunity to promote a comprehensive upgrade of bilateral economic and trade relations, research and development of sustainable development strategy and the way to realize the aspects of providing a reference for South Korea.
