【摘要】：自2015年10月28日,保監(jiān)會(huì)發(fā)布“關(guān)于‘互助計(jì)劃’等類保險(xiǎn)活動(dòng)的風(fēng)險(xiǎn)提示”起,各類網(wǎng)絡(luò)健康互助平臺(tái)逐步進(jìn)入公眾視野,2016年其發(fā)展更是出現(xiàn)井噴之勢。2016年11月3日,保監(jiān)會(huì)針對(duì)部分涉嫌非法經(jīng)營保險(xiǎn)業(yè)務(wù)的互助平臺(tái)提出了整改要求,但互助平臺(tái)依舊未納入有效監(jiān)管范圍。至此,在互聯(lián)網(wǎng)與保險(xiǎn)創(chuàng)新的大背景下,結(jié)合理論分析,探究互助平臺(tái)的性質(zhì)與可持續(xù)發(fā)展有著重要的實(shí)踐和理論意義。本文首先研究互助平臺(tái)產(chǎn)生的背景,在此背景之下選擇e互助、抗癌公社、壁虎互助、水滴互助四大網(wǎng)絡(luò)互助平臺(tái)進(jìn)行解讀,主要從入會(huì)條件、保障內(nèi)容、資金管理、運(yùn)行監(jiān)管模式、退出機(jī)制等方面分析網(wǎng)絡(luò)互助平臺(tái)的特點(diǎn);其次結(jié)合社會(huì)輿論的焦點(diǎn)分析互助平臺(tái)從健康領(lǐng)域興起的原因,從中找出互助平臺(tái)優(yōu)勢,為相互保險(xiǎn)創(chuàng)新提供思路;結(jié)合相互保險(xiǎn)的概念、運(yùn)營模式以及特點(diǎn)分析,總結(jié)互助平臺(tái)的性質(zhì)歸屬;接著分析互助平臺(tái)可持續(xù)發(fā)展的可能性,探討了互助平臺(tái)未來可能的發(fā)展路徑,即向相互保險(xiǎn)公司或純公益類組織轉(zhuǎn)型,或繼續(xù)以網(wǎng)絡(luò)互助的形式深入發(fā)展。最后對(duì)互助平臺(tái)的現(xiàn)狀進(jìn)行總結(jié),分析互助平臺(tái)的優(yōu)勢與不足,并針對(duì)運(yùn)行存在的問題出發(fā),從涉及到的平臺(tái)設(shè)立、運(yùn)行、退出等方面的問題提出解決辦法。
[Abstract]:Since October 28, 2015, the CIRC issued the "risk" of mutual insurance activities such as "tips", all kinds of network health assistance platform gradually into the public view, the development of it is 2016 blowout in.2016 in November 3rd, the CIRC for suspected illegal insurance business cooperation platform proposed rectification requirements, but mutual aid platform is still not included in the scope of effective supervision. Thus, in the background of the Internet and insurance innovation, combined with theoretical analysis, has important practical and theoretical significance to explore nature mutual platform and sustainable development. This paper studies the cooperation platform for the background, under this background e mutual, anticancer commune, house lizard co drop mutual four network platform for mutual interpretation, mainly from the terms of membership, security content, financial management, operation supervision mode, exit mechanism and so on Analysis of the mutual aid network platform; secondly the focus of the public opinion analysis platform for mutual rise from the field of health, in order to find out the platform for mutual advantage, provide ideas for mutual insurance innovation; combined with the concept of mutual insurance, operation mode and characteristics analysis, summarize the ownership nature of mutual platform; then analyzes the possibility of the cooperation platform for sustainable development to explore the development path, the future cooperation platform, to the Mutual Insurance Companies or commonweal organization transformation, or continue to network in the form of mutual aid. At the end of the current development of mutual platform are summarized, the advantages and disadvantages of the cooperation platform, and aiming at the problems of the operation, from the related to the establishment of a platform. Operation, puts forward the solutions from other aspects of the problem.
