【摘要】：隨著知識產(chǎn)權(quán)的發(fā)展和國際經(jīng)濟形式的改變,近年來知識產(chǎn)權(quán)貿(mào)易迅速發(fā)展,并已經(jīng)逐漸成為世界三大貿(mào)易之一。以出口為導(dǎo)向的保稅區(qū)如何在新的國際形勢下借助區(qū)位優(yōu)勢推動以高新技術(shù)產(chǎn)業(yè)為基礎(chǔ)的知識產(chǎn)權(quán)貿(mào)易發(fā)展,成為地區(qū)經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型和產(chǎn)業(yè)升級新的突破口。本文首先針對知識產(chǎn)權(quán)貿(mào)易、保稅區(qū)定位與發(fā)展和保稅區(qū)管理相關(guān)方面的文獻進行了研究。在此基礎(chǔ)上,仔細梳理了保稅區(qū)的發(fā)展歷程、類型特點和目標模式,為后文合肥綜合保稅區(qū)的功能定位及目標模式的選擇進行了鋪墊。再從多角度分析了合肥綜合保稅區(qū)的地理、區(qū)位、周邊環(huán)境優(yōu)勢,并從知識產(chǎn)權(quán)貿(mào)易發(fā)展的潛力和能力兩個角度出發(fā),運用RCA指數(shù)和主成分分析的定量研究方法探究了合肥綜合保稅區(qū)發(fā)展知識產(chǎn)權(quán)貿(mào)易的潛力與能力。數(shù)據(jù)證明合肥綜合保稅區(qū)在知識產(chǎn)權(quán)能力方面具有較強實力,同時也具備發(fā)展知識產(chǎn)權(quán)貿(mào)易的潛力。通過上述分析,本文明確了合肥綜合保稅區(qū)的戰(zhàn)略定位,并對其功能進行了規(guī)劃。未來合肥綜合保稅區(qū)著力發(fā)展保稅物流、保稅加工、貨物貿(mào)易、服務(wù)貿(mào)易和科技研發(fā)這五大功能。結(jié)合之前針對保稅區(qū)目標模式的梳理,合肥綜合保稅區(qū)未來應(yīng)選擇工貿(mào)結(jié)合開放型的經(jīng)濟發(fā)展模式和政企分開混合管理型的政府管理模式。同時結(jié)合現(xiàn)有管理模式的弊端從行政、法律和監(jiān)管三個角度出發(fā)提出了地方政府管理體制創(chuàng)新的思路,包括明確政府角色地位的轉(zhuǎn)變、大力發(fā)展和完善社會服務(wù)體系、制定相應(yīng)的保稅區(qū)條例和管理辦法、提升駐區(qū)海關(guān)監(jiān)管機構(gòu)的地位和權(quán)能和改革海關(guān)監(jiān)管的方式和程序等。
[Abstract]:With the development of intellectual property and the change of international economic form, intellectual property trade has developed rapidly in recent years. And has gradually become one of the three major trade in the world. Export-oriented bonded areas in the new international situation to promote the development of intellectual property trade based on high-tech industries with the help of regional advantages. It has become a new breakthrough in the transformation of regional economic structure and industrial upgrading. Firstly, this paper focuses on the intellectual property trade, the positioning and development of bonded areas and the management of bonded areas. Carefully combing the free trade zone's development course, the type characteristic and the goal pattern. This paper lays the groundwork for the functional orientation and the choice of target mode of Hefei Comprehensive bonded area. Then it analyzes the geographical location and surrounding environmental advantages of Hefei Comprehensive bonded area from multiple angles. And from the intellectual property trade development potential and ability two angles. The potential and ability of developing intellectual property trade in Hefei Comprehensive bonded area are explored by using RCA index and quantitative research method of principal component analysis. The data prove that Hefei Comprehensive bonded area has strong intellectual property ability. Force. At the same time, it also has the potential to develop intellectual property trade. Through the above analysis, this paper defines the strategic positioning of Hefei Comprehensive bonded area. In the future, Hefei Comprehensive bonded area will focus on the development of bonded logistics, bonded processing, goods trade. Service trade and technology research and development of these five functions. Combined with the previous combing of the bonded zone target model. In the future, Hefei Comprehensive Free Trade Zone should choose the economic development mode of the combination of industry and trade and the mixed management mode of government and enterprise. At the same time, the malpractice of the existing management mode should be combined with the administration. From the perspective of law and supervision, the author puts forward the ideas of innovation of local government management system, including clarifying the transformation of the role of the government, vigorously developing and perfecting the social service system. The regulations and management measures of bonded area should be formulated to promote the status and power of the customs supervision agencies in the resident areas and to reform the ways and procedures of customs supervision.
