【摘要】：本文擬依托征信層面,首次從實(shí)證角度通過"定量+定性"方式對(duì)綠色信貸政策執(zhí)行效率開展數(shù)理量化分析,意圖通過對(duì)企業(yè)征信系統(tǒng)中已入庫(kù)信貸數(shù)據(jù)的時(shí)序觀測(cè)及趨勢(shì)研判,以及用以度量、評(píng)估"綠色信貸"執(zhí)行效率的指標(biāo)變量體系設(shè)計(jì),在此基礎(chǔ)上嘗試構(gòu)造環(huán)保信息入庫(kù)與企業(yè)環(huán)保意識(shí)、融資情況等參數(shù)間的相關(guān)性數(shù)理分析模型,從中探究征信體系如何通過環(huán)保信息入庫(kù)這一制度性安排來實(shí)現(xiàn)"綠色信貸"的執(zhí)行傳導(dǎo),并對(duì)企業(yè)環(huán)保、信用意識(shí)和金融機(jī)構(gòu)放貸行為產(chǎn)生深遠(yuǎn)影響的信用傳導(dǎo)機(jī)制,進(jìn)而深層次探求"低碳金融"征信層面的制度設(shè)計(jì)缺陷及政策盲區(qū),并相應(yīng)提出提升綠色金融執(zhí)行效率的較優(yōu)選擇路徑。
[Abstract]:This paper, based on credit information, first carries out a quantitative and quantitative analysis of the efficiency of green credit policy implementation through the "quantitative and qualitative" approach from an empirical point of view. The purpose of this paper is to design an index variable system for evaluating the efficiency of "green credit" by observing and judging the time series and trends of the stored credit data in the enterprise credit information system, as well as the design of the index variables used to measure and evaluate the efficiency of "green credit" implementation. On this basis, we try to construct a mathematical analysis model of correlation between environmental information storage and enterprises' environmental awareness, financing situation and other parameters. This paper explores how the credit information system can carry out the transmission of "green credit" through the institutional arrangement of environmental protection information storage, and the credit transmission mechanism, which has a profound influence on enterprises' environmental protection, credit awareness and the lending behavior of financial institutions. Furthermore, this paper probes into the defects of system design and the blind areas of policy at the credit level of "low carbon finance", and puts forward a better way to improve the efficiency of green finance implementation.
