【摘要】：近年來(lái),各國(guó)主權(quán)財(cái)富基金(SWFs)對(duì)外投資不斷增長(zhǎng)。"戰(zhàn)略性投資"與"國(guó)家資本主義"引發(fā)了資本接受國(guó)的擔(dān)憂并促使其啟動(dòng)"國(guó)家安全審查"程序。平衡"國(guó)家安全"與"投資自由化"的關(guān)鍵在于堅(jiān)持"非歧視性"原則。中國(guó)應(yīng)在其簽訂的雙邊投資協(xié)議中明確SWFs的性質(zhì)與權(quán)限,在提高自身SWFs透明性的同時(shí),積極參與國(guó)際社會(huì)制定SWFs對(duì)外投資的各項(xiàng)準(zhǔn)則,呼吁國(guó)際組織并與他國(guó)一道制定詳細(xì)的SWFs綜合評(píng)價(jià)體系,確保SWFs對(duì)外投資的"非政治性"。
[Abstract]:In recent years, sovereign wealth funds (SWFs) have been investing more and more abroad. " Strategic investment and state capitalism have raised concerns among recipient countries and prompted them to initiate a national security review process. The key to balancing national security and investment liberalization is to adhere to the principle of non-discrimination. China should clarify the nature and competence of SWFs in the bilateral investment agreements it has signed, and actively participate in the formulation of guidelines for SWFs' outward investment by the international community while enhancing its own transparency of SWFs. It calls on international organizations and other countries to establish a detailed comprehensive evaluation system of SWFs to ensure the "non-political" of SWFs' outward investment.
