【摘要】：歐債危機暴露了歐洲貨幣聯(lián)盟運作機制的設(shè)計缺陷:財政紀(jì)律松散、金融監(jiān)管失當(dāng)和歐洲央行角色定位存在偏差。危機也為歐元區(qū)矯正缺陷提供了改革契機。強化財政紀(jì)律有兩種思路,制定新的"財政條約"和采取"憲制安排";提高監(jiān)管效率的改革理念是實施金融監(jiān)管集中化;歐洲央行應(yīng)將金融穩(wěn)定作為主要目標(biāo),并承擔(dān)最后貸款人的角色。文章對上述理念進行了評述,指出除此之外歐盟需要開展更加廣泛和深刻的改革。
[Abstract]:The European debt crisis exposes the design defects of the operating mechanism of the European Monetary Union: loose fiscal discipline, misconduct of financial regulation and the bias of the role of the ECB. The crisis also provides a turning point for the reform of the eurozone correction. There are two ways to strengthen fiscal discipline, a new "fiscal treaty" and a "constitutional arrangement"; and the improvement of regulatory efficiency. The idea of the rate reform is to focus on the implementation of financial regulation; the ECB should take financial stability as the main target and bear the role of the lender of last resort. The article reviews the above ideas and points out that the EU needs to carry out a broader and deeper reform.
