【摘要】：中國正處于轉(zhuǎn)軌時(shí)期,研究農(nóng)村金融體系的改革與發(fā)展具有重要意義。通過與國外農(nóng)村金融體系的比較,借鑒其先進(jìn)經(jīng)驗(yàn)與制度,能積極促進(jìn)中國農(nóng)村資源的合理配置和高效利用,極大促進(jìn)農(nóng)村經(jīng)濟(jì)健康發(fā)展。本文在分析中國農(nóng)村金融體系弊端的基礎(chǔ)上,深入研究和比較了國外各國農(nóng)村金融體系的特點(diǎn),并對其有益經(jīng)驗(yàn)加以借鑒,以期對我國農(nóng)村金融體系的發(fā)展與改革提出有益的政策建議。 文章首先闡釋了農(nóng)村金融體系的基本概念與理論基礎(chǔ),包括農(nóng)村金融體系的定義、功能與需求,著重闡釋了聲譽(yù)理論與博弈理論。 其次,分析了中國農(nóng)村金融體系的現(xiàn)狀與弊端,指出中國農(nóng)村金融體系的構(gòu)成主要包括正規(guī)金融與非正規(guī)金融,著重分析了中國農(nóng)村鄉(xiāng)鎮(zhèn)企業(yè)與農(nóng)戶的現(xiàn)狀。論述了中國農(nóng)村金融體系的若干弊端,包括地區(qū)失衡與無序,資源不足與不對稱,以及金融監(jiān)管的缺乏與合力的不足。 第三,介紹了美國、法國、日本等發(fā)達(dá)國家的農(nóng)村金融體系的現(xiàn)狀,闡述了發(fā)達(dá)國家的法律體系完備、外部環(huán)境良好,以及監(jiān)管有力等特點(diǎn)。發(fā)展中國家主要論述了印度、孟加拉國、巴西等國家與地區(qū)的農(nóng)村金融體系的不同特點(diǎn),對其制度完備、信貸高效、機(jī)構(gòu)健全等特點(diǎn)進(jìn)行了闡述。在分析國外農(nóng)村金融體系先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,論述了合作金融、政府支持、加強(qiáng)合作等是我國亟需借鑒的有益經(jīng)驗(yàn)。 最后,對我國農(nóng)村金融體系改革提出了相應(yīng)的對策與建議,包括構(gòu)建多元化的金融組織體系,建立良好的法律監(jiān)管環(huán)境,發(fā)展農(nóng)村合作金融,以及建立有中國特色的農(nóng)村保險(xiǎn)體系。
[Abstract]:China is in a transitional period. It is of great significance to study the reform and development of rural financial system. By comparing with foreign rural financial system and drawing lessons from its advanced experience and system, we can actively promote the rational allocation and efficient utilization of rural resources in China, and greatly promote the healthy development of rural economy. Based on the analysis of the disadvantages of China's rural financial system, this paper makes a thorough study and comparison of the characteristics of the rural financial systems of foreign countries, and draws lessons from its beneficial experiences. In order to improve the development and reform of China's rural financial system, some useful policy suggestions are put forward. This paper first explains the basic concepts and theoretical basis of the rural financial system, including the definition, function and demand of the rural financial system, focusing on the reputation theory and the game theory. Secondly, the paper analyzes the present situation and malpractice of China's rural financial system, points out that the constitution of Chinese rural financial system mainly includes formal finance and informal finance, and emphatically analyzes the present situation of rural township enterprises and farmers in China. This paper discusses some disadvantages of China's rural financial system, including regional imbalance and disorder, shortage and asymmetry of resources, and lack of financial supervision and resultant force. Thirdly, it introduces the present situation of the rural financial system in the developed countries, such as America, France, Japan and so on, and expounds the characteristics of the developed countries, such as the perfect legal system, the good external environment, and the strong supervision and so on. Developing countries mainly discuss the different characteristics of rural financial system in India, Bangladesh, Brazil and other countries and regions. On the basis of analyzing the advanced experience of foreign rural financial system, this paper discusses that cooperative finance, government support and strengthening cooperation are the beneficial experiences that our country needs to draw lessons from. Finally, the corresponding countermeasures and suggestions on the reform of rural financial system are put forward, including the construction of a diversified financial organization system, the establishment of a good legal regulatory environment, and the development of rural cooperative finance. And establish a rural insurance system with Chinese characteristics.
