建設(shè)銀行山西分行小微企業(yè)信貸風險管理研究

【摘要】:銀行作為一個極具特殊性的金融機構(gòu),它在正常運營的過程中常常面臨著不同類型的風險,其中信貸風險最為突出。特別是在小微企業(yè)貸款中,由于小微企業(yè)的特殊性質(zhì),使得對于小微企業(yè)在貸款業(yè)務(wù)中風險的把控更加困難。因此,研究商業(yè)銀行小微企業(yè)信貸業(yè)務(wù)風險管理,對商業(yè)銀行來說具有重要的現(xiàn)實意義。 本文以建設(shè)銀行山西分行為例,對小微企業(yè)信貸業(yè)務(wù)的風險管理問題進行了研究。首先對信貸風險的國內(nèi)外研究進行了綜述,對小微企業(yè)信貸的概念、特點以及論文中用到的信息不對稱理論、企業(yè)生命周期理論、信貸配給理論、交易費用理論進行了闡述。其次介紹了建設(shè)銀行山西分行小微企業(yè)信貸業(yè)務(wù)的現(xiàn)狀。對建設(shè)銀行山西分行小微企業(yè)信貸業(yè)務(wù)面臨的宏觀環(huán)境和微觀環(huán)境的現(xiàn)狀進行闡述,并對建設(shè)銀行山西分行小微企業(yè)信貸業(yè)務(wù)經(jīng)營情況及風險管理現(xiàn)狀進行分析。再次,對建設(shè)銀行山西分行小微企業(yè)信貸業(yè)務(wù)風險管理問題進行了分析,具體包括業(yè)務(wù)流程中的貸前調(diào)查階段、信用評級環(huán)節(jié)、定價機制方面、貸后管理階段、監(jiān)督檢查機制方面以及管理方面等的問題分析。 在前文分析的基礎(chǔ)上,本文從業(yè)務(wù)流程及管理機制兩個方面提出了建設(shè)銀行山西分行改善小微企業(yè)信貸風險管理的對策。業(yè)務(wù)流程中的風險管理措施包括:信息采集多元化,嚴格貸前審查;引入國際先進的評級工具;加大貸后檢查力度健全風險預(yù)警機制;強化監(jiān)控及審計機制;完善授權(quán)審批及風險消化等機制。管理機制方面的風險管理措施包括:優(yōu)化信貸產(chǎn)品設(shè)計,豐富服務(wù)體系;強化信貸人員就職、退出及輪崗制度;建設(shè)完善的風險管理信息系統(tǒng);改革小微企業(yè)信貸業(yè)務(wù)組織結(jié)構(gòu),優(yōu)化組織流程;建立優(yōu)良的風險防范文化。
[Abstract]:As a special financial institution, banks often face different types of risks in their normal operation, among which credit risk is the most prominent. Especially in the small and micro enterprise loan, because of the special nature of the small and micro enterprise, it is more difficult to control the risk of the small and micro enterprise in the loan business. Therefore, it is of great practical significance to study the risk management of small and micro enterprise credit business in commercial banks. This paper takes Shanxi Branch of China Construction Bank as an example to study the risk management of credit business of small and micro enterprises. First of all, the domestic and foreign research on credit risk is reviewed, and the concept, characteristics and information asymmetry theory, enterprise life cycle theory, credit rationing theory and transaction cost theory of small and micro enterprises are expounded. Secondly, it introduces the present situation of the credit business of small and micro enterprises in Shanxi Branch of China Construction Bank. This paper expounds the macro and micro environment of the credit business of the small and micro enterprises in Shanxi Branch of China Construction Bank, and analyzes the present situation of the credit business and the risk management of the small and micro enterprises in Shanxi Branch of China Construction Bank. Thirdly, it analyzes the risk management of small and micro enterprises in Shanxi Branch of China Construction Bank, including the pre-credit investigation stage, credit rating link, pricing mechanism, post-loan management stage in the business process. On the basis of the above analysis, this paper puts forward the countermeasures to improve the credit risk management of small and micro enterprises in Shanxi Branch of China Construction Bank from two aspects: business process and management mechanism. The risk management measures in the business process include: diversification of information collection, strict pre-loan review, introduction of international advanced rating tools, strengthening of post-loan inspection and improvement of risk early warning mechanism, strengthening of monitoring and auditing mechanism; Perfect authorization examination and approval and risk digestion and other mechanisms. The risk management measures in the management mechanism include: optimizing the design of credit products, enriching the service system, strengthening the system of credit personnel taking up jobs, withdrawing from and shifting jobs, constructing a sound risk management information system; To reform the organization structure of small and micro enterprises credit business, optimize the organization process, and establish a good risk prevention culture.
