【摘要】：1979年開(kāi)始至今，我國(guó)企業(yè)對(duì)外直接投資的發(fā)展經(jīng)歷了自發(fā)探索、逐步形成、快速發(fā)展三個(gè)主要階段，從1979年到2000年這段期間，我國(guó)所謂的“國(guó)際投資”只是以吸引外資為主要目的。我國(guó)在加入WTO以后，隨著經(jīng)濟(jì)的全面發(fā)展以及與世界經(jīng)濟(jì)的接軌，我國(guó)的對(duì)外直接投資進(jìn)入了快速發(fā)展階段，同時(shí)我國(guó)對(duì)外直接投資在國(guó)際市場(chǎng)扮演者越來(lái)越重要的角色。正因?yàn)槲覈?guó)對(duì)外直接投資快速發(fā)展，規(guī)模日益壯大，我國(guó)企業(yè)在對(duì)外直接投資過(guò)程中所面臨的障礙因素也顯著增多。因此，能夠全面的認(rèn)識(shí)我國(guó)對(duì)外直接投資所面臨障礙因素，并根據(jù)不同的障礙因素采取不同的應(yīng)對(duì)策略進(jìn)行預(yù)防，這就具有十分重要的意義。論文主要介紹了我國(guó)企業(yè)在對(duì)外直接投資過(guò)程中遇到的障礙因素和相關(guān)的應(yīng)對(duì)策略。 除了導(dǎo)論外，全文一共分為五個(gè)部分。 第二部分就企業(yè)對(duì)外投資的影響因素進(jìn)行了理論分析。主要從對(duì)外直接投資動(dòng)機(jī)、方式、區(qū)位選擇三個(gè)方面及其決定因素進(jìn)行理論總結(jié)。認(rèn)為理論上擬投資國(guó)政策、法律法規(guī)、企業(yè)自身能力、外部環(huán)境的動(dòng)態(tài)性決定著企業(yè)對(duì)外直接投資動(dòng)機(jī)；企業(yè)自身對(duì)外直接投資的經(jīng)驗(yàn)等因素決定了企業(yè)對(duì)外直接投資采用新建還是并購(gòu)，企業(yè)自身優(yōu)勢(shì)及經(jīng)營(yíng)情況等因素決定了企業(yè)對(duì)外直接投資采用獨(dú)資還是合資；行業(yè)的選擇、所有權(quán)優(yōu)勢(shì)等內(nèi)部因素及基礎(chǔ)設(shè)施、政策等外部因素決定著企業(yè)對(duì)外直接投資區(qū)位選擇。 第三部分分析了我國(guó)對(duì)外投資的現(xiàn)狀及動(dòng)因。認(rèn)為我國(guó)對(duì)外直接投資經(jīng)歷了緩慢發(fā)展、逐步形成、快速發(fā)展三個(gè)階段，并通過(guò)對(duì)外直接投資流量、投資行業(yè)、投資地域、投資主體以及投資進(jìn)入方式、跨國(guó)程度幾個(gè)方面全面介紹了我國(guó)對(duì)外直接投資的發(fā)展現(xiàn)狀及現(xiàn)今特點(diǎn)。 第四部分從國(guó)際、國(guó)內(nèi)及企業(yè)自身三個(gè)方面分別對(duì)我國(guó)企業(yè)進(jìn)行對(duì)外直接投資過(guò)程中所遇到的障礙進(jìn)行了詳細(xì)的分析。認(rèn)為政治民族主義，恐怖主義，國(guó)際法律，文化，商業(yè)，國(guó)際投資規(guī)則等因素是我國(guó)遇到的國(guó)際障礙；對(duì)外直接投資項(xiàng)目審批程序冗雜、金融制度落后所導(dǎo)致的對(duì)外直接投資企業(yè)資金供給不足、缺乏與對(duì)外直接投資相關(guān)政策的引導(dǎo)與扶持、法律法規(guī)、中介服務(wù)機(jī)構(gòu)的缺失等因素是我遇到的國(guó)內(nèi)障礙。 第五部分從政府和企業(yè)角度有針對(duì)性的提出應(yīng)該采取的策略建議。面對(duì)國(guó)際障礙因素，我國(guó)政府應(yīng)該做到積極參與雙邊或多邊投資協(xié)定的制定及談判、建立及改進(jìn)與對(duì)外投資相關(guān)的法律法法規(guī)等；企業(yè)也應(yīng)該充分利用國(guó)家的外交資源、充分利用國(guó)際擔(dān)保機(jī)構(gòu)及保險(xiǎn)機(jī)構(gòu)等。面對(duì)國(guó)內(nèi)障礙因素，，我國(guó)政府要做到簡(jiǎn)化審批體制、完善金融體制、設(shè)立更多的為對(duì)外直接投資企業(yè)服務(wù)的中介機(jī)構(gòu)等。面對(duì)企業(yè)自身障礙因素，論文也分別從國(guó)有企業(yè)和民營(yíng)企業(yè)角度分別提出了應(yīng)對(duì)策略。 最后進(jìn)行了總結(jié)。提出在未來(lái)發(fā)展道路上應(yīng)該注意對(duì)更多的障礙因素進(jìn)行防范，同時(shí)要抓住參與國(guó)際投資協(xié)定談判的機(jī)會(huì)，為我國(guó)贏取更多有利條款，促進(jìn)我國(guó)對(duì)外直接投資的發(fā)展。 本文的創(chuàng)新點(diǎn)在于結(jié)合案例分別對(duì)我國(guó)國(guó)有企業(yè)及民營(yíng)企業(yè)在對(duì)外直接投資時(shí)遇到的障礙因素進(jìn)行了較為全面的分析與總結(jié)，并且對(duì)中國(guó)企業(yè)實(shí)現(xiàn)對(duì)外直接投資規(guī)模的增長(zhǎng)以及保證對(duì)外直接投資的應(yīng)對(duì)策略上提出了較為新穎的見(jiàn)解。但是文章還存在不足之處，由于數(shù)據(jù)和資料的不全，文章的內(nèi)容可能會(huì)與實(shí)際情況有所出入；同時(shí)也因?yàn)楸救四芰τ邢蓿瑢?duì)中國(guó)企業(yè)對(duì)外直接投資應(yīng)對(duì)一些障礙所提出的策略可能會(huì)存在不全面的缺陷。
[Abstract]:From 1979 to 2000 , our country ' s foreign direct investment has entered the rapid development stage , and our country ' s foreign direct investment has become more and more important in the process of foreign direct investment .

In addition to the introduction , the full text is divided into five parts .

The second part makes a theoretical analysis on the influencing factors of enterprise ' s external investment .
The factors such as the experience of the foreign direct investment in the enterprise determine whether the enterprise ' s direct investment adopts the new or the acquisition , the enterprise ' s own advantage and the operation condition , etc . determines whether the enterprise ' s direct investment is wholly owned or joint venture ;
External factors such as choice of industry , ownership advantage , etc . and external factors such as infrastructure and policy determine the location choice of foreign direct investment in enterprises .

The third part analyzes the current situation and motivation of our country ' s foreign direct investment . It is believed that China ' s foreign direct investment has experienced slow development , gradual formation and rapid development .

The fourth part analyzes the obstacles encountered in the process of foreign direct investment from the three aspects of international , domestic and enterprise . It is considered that political nationalism , terrorism , international law , culture , commerce and international investment rule are the international obstacles encountered in our country ;
The foreign direct investment project approval process is lengthy , the financial system is backward , the external direct investment enterprise capital supply is insufficient , the lack of the guidance and support of the foreign direct investment related policies , the laws and regulations , the absence of the intermediary service institutions , and so on are the domestic obstacles that I have encountered .

The fifth part , from the perspective of government and enterprise , puts forward the policy suggestions that should be taken . In the face of international obstacle factors , our government should actively participate in the development and negotiation of bilateral or multilateral investment agreements , establish and improve laws and regulations related to foreign investment , etc .
Enterprises should make full use of the diplomatic resources of the country , make full use of international security institutions and insurance institutions , etc . In the face of domestic obstacle factors , our government should simplify the examination and approval system , perfect the financial system , set up more intermediaries for the foreign direct investment enterprises , etc . In the face of the obstacle factors of the enterprises , the paper also puts forward countermeasures from the angle of state - owned enterprises and private enterprises , respectively .

At the same time , we should seize the opportunity to participate in the negotiation of international investment agreement , win more favorable terms for our country and promote the development of China ' s foreign direct investment .

The innovation point of this paper lies in the comprehensive analysis and summary of the obstacles encountered by Chinese state - owned enterprises and private enterprises in the foreign direct investment in combination with the cases , and puts forward some novel opinions on the growth of Chinese enterprises to realize the growth of foreign direct investment scale and the coping strategies to guarantee the foreign direct investment . However , the article also has some shortcomings , and the contents of the articles may be different from the actual situation due to the incomplete data and information ;
At the same time , because I have limited ability , there may be incomplete defects in the strategies put forward by Chinese enterprises to deal with some obstacles to foreign direct investment .
