【摘要】:市場(chǎng)經(jīng)濟(jì)的發(fā)展經(jīng)驗(yàn)證明,如果沒(méi)有國(guó)家對(duì)經(jīng)濟(jì)的適度干預(yù),市場(chǎng)經(jīng)濟(jì)不能得到良性運(yùn)行。在市場(chǎng)經(jīng)濟(jì)運(yùn)行中,政府部門作為傳統(tǒng)公共管理理論中的公共管理主體,通過(guò)實(shí)施相關(guān)政策,來(lái)維護(hù)社會(huì)正義,促進(jìn)社會(huì)發(fā)展。新公共管理理論認(rèn)為,公共事務(wù)的治理主體絕非只有政府一家,其他非政府公共組織、社會(huì)團(tuán)體、企業(yè)、社區(qū)甚至公民個(gè)人也可以在一定的制度安排下成為公共事務(wù)的治理主體,從而真正體現(xiàn)公共管理之公共屬性。在新公共管理理論框架下,國(guó)有銀行作為國(guó)有企業(yè),作為政府參與和干預(yù)經(jīng)濟(jì)的一種工具和手段,是政府針對(duì)市場(chǎng)失靈問(wèn)題而代表社會(huì)公眾利益所采取的間接干預(yù)經(jīng)濟(jì)的政策,是市場(chǎng)經(jīng)濟(jì)中普遍通行的國(guó)家參與經(jīng)濟(jì)、調(diào)控市場(chǎng)的一種方式方法。國(guó)有銀行性質(zhì)決定了其參與公共事務(wù)管理、履行社會(huì)責(zé)任的社會(huì)公共管理屬性(非經(jīng)濟(jì)屬性),是其自身的重要職責(zé)。作為整個(gè)市場(chǎng)經(jīng)濟(jì)一員的國(guó)有銀行,不但要承擔(dān)傳統(tǒng)上的與其自身營(yíng)利相關(guān)的責(zé)任,還要承擔(dān)在信息披露、慈善公益、勞工、產(chǎn)品、環(huán)境保護(hù)等方面的社會(huì)責(zé)任,作為社會(huì)公共事務(wù)管理的主體部分,共同承擔(dān)公共管理的社會(huì)職能。近年來(lái)金融危機(jī)等社會(huì)事件頻發(fā),社會(huì)各界對(duì)國(guó)有銀行履行社會(huì)責(zé)任尤為關(guān)注。政府部門把要求企業(yè)承擔(dān)社會(huì)責(zé)任提升到戰(zhàn)略高度,并從法律上予以明確。國(guó)有銀行作為我國(guó)金融行業(yè)的骨干企業(yè),掌握著國(guó)民經(jīng)濟(jì)命脈,對(duì)社會(huì)經(jīng)濟(jì)發(fā)展起著至關(guān)重要的作用,理應(yīng)積極貫徹國(guó)家宏觀調(diào)控政策,自覺(jué)帶頭履行企業(yè)社會(huì)責(zé)任,高效配置金融資源,推進(jìn)企業(yè)社會(huì)責(zé)任發(fā)展。2006年以來(lái),各家國(guó)有銀行陸續(xù)以書(shū)面形式向社會(huì)公布當(dāng)年履行社會(huì)責(zé)任情況,截至目前,國(guó)有銀行已全部發(fā)布社會(huì)責(zé)任報(bào)告或相關(guān)公告。本文以國(guó)有A銀行實(shí)踐社會(huì)責(zé)任的情況為例,通過(guò)橫向?qū)Ω骷覈?guó)有銀行社會(huì)責(zé)任現(xiàn)狀的數(shù)據(jù)分析,從公共管理角度出發(fā),重新審視國(guó)有銀行作為國(guó)有企業(yè)的非經(jīng)濟(jì)屬性,即公共性,國(guó)有銀行作為公共管理主體,在社會(huì)公共事務(wù)中應(yīng)承擔(dān)的管理職責(zé)。同時(shí),深入分析現(xiàn)階段國(guó)有銀行社會(huì)責(zé)任存在的問(wèn)題及原因,提出改進(jìn)建議,以期改善在宏觀層面的國(guó)有銀行社會(huì)責(zé)任,引導(dǎo)國(guó)有銀行完善內(nèi)部社會(huì)責(zé)任制度建設(shè),克服市場(chǎng)化進(jìn)程中不斷滋長(zhǎng)的逐利沖動(dòng)對(duì)國(guó)有銀行的發(fā)展和社會(huì)經(jīng)濟(jì)進(jìn)步帶來(lái)的負(fù)面影響,維護(hù)社會(huì)公眾利益,促進(jìn)社會(huì)和諧穩(wěn)定。全文共分六個(gè)部分:第一部分,論述了本文的研究背景、研究意義、研究方法,回顧了國(guó)內(nèi)外對(duì)企業(yè)社會(huì)責(zé)任的理論研究歷程。界定公共管理主體外延,從國(guó)有銀行的國(guó)有企業(yè)性質(zhì)出發(fā),分析國(guó)有銀行公共屬性,以及其作為公共管理事務(wù)的主體,共同參與社會(huì)公共事務(wù)的意義,進(jìn)而提出本文的創(chuàng)新點(diǎn)及不足之處。第二部分,通過(guò)國(guó)有銀行自身的公共屬性和履行社會(huì)責(zé)任的現(xiàn)實(shí)意義進(jìn)行分析,充分闡述國(guó)有銀行履行社會(huì)責(zé)任的必要性。第三部分,通過(guò)企業(yè)社會(huì)責(zé)任理論,對(duì)國(guó)有銀行社會(huì)責(zé)任內(nèi)涵進(jìn)行闡述,詳細(xì)描述了國(guó)有銀行在信息披露、公益、產(chǎn)品、環(huán)境、勞工、經(jīng)濟(jì)六個(gè)方面的社會(huì)責(zé)任。第四部分,以國(guó)有A銀行為例,分析現(xiàn)階段國(guó)有銀行履行社會(huì)責(zé)任的現(xiàn)狀。國(guó)有銀行履行社會(huì)責(zé)任過(guò)程中,在信息披露、貫徹宏觀調(diào)控政策、社會(huì)公益事業(yè)、經(jīng)濟(jì)責(zé)任等方面表現(xiàn)較好,而在對(duì)社會(huì)責(zé)任把握、外部監(jiān)管機(jī)制、內(nèi)部績(jī)效考核管理、“三農(nóng)”信貸支持、社區(qū)服務(wù)、金融產(chǎn)品、勞工責(zé)任、環(huán)保責(zé)任等方面存在一定的問(wèn)題。第五部分,分析國(guó)有銀行履行社會(huì)責(zé)任問(wèn)題的成因,在經(jīng)濟(jì)改革市場(chǎng)化過(guò)程中,國(guó)有銀行對(duì)社會(huì)責(zé)任認(rèn)識(shí)不清,而作為企業(yè),又過(guò)度重視經(jīng)濟(jì)利益流入,忽視了其他責(zé)任,包括農(nóng)村信貸、環(huán)保等,僅僅把履行社會(huì)責(zé)任、公布社會(huì)責(zé)任報(bào)告當(dāng)做宣傳手段,社會(huì)責(zé)任的內(nèi)部管理和外部評(píng)價(jià)體系不健全,不能對(duì)企業(yè)社會(huì)責(zé)任履行情況進(jìn)行衡量,就業(yè)形勢(shì)嚴(yán)峻導(dǎo)致的對(duì)員工權(quán)益的忽視,對(duì)發(fā)展和社會(huì)經(jīng)濟(jì)進(jìn)步造成一定的負(fù)面影響。第六部分,針對(duì)國(guó)有銀行社會(huì)責(zé)任不足之處提出對(duì)策建議。在企業(yè)社會(huì)責(zé)任意識(shí)、行業(yè)統(tǒng)一規(guī)范、多元化監(jiān)管機(jī)制、社會(huì)責(zé)任報(bào)告制度、員工合法權(quán)益、低碳環(huán)保、國(guó)際交流合作等方面提出對(duì)策建議,引導(dǎo)國(guó)有銀行規(guī)范社會(huì)責(zé)任,維護(hù)社會(huì)和諧穩(wěn)定。
[Abstract]:The experience of the development of the market economy proves that, without the moderate intervention of the state to the economy, the market economy can not get a good operation. In the operation of the market economy, the government departments, as the main body of the public management in the traditional public management theory, maintain the social justice and promote the social development by implementing the relevant policies. The governance subject of public affairs is not only one government, other non-governmental public organizations, social groups, enterprises, communities and even citizens can also be the main governance subject of public affairs under certain institutional arrangements, thus truly embodying public management of public property. Under the framework of new public management theory, state-owned banks are the state owned enterprises. As a tool and means for the government to participate in and intervene in the economy, the enterprise is a policy of indirect intervention by the government to represent the public interest in the light of the market failure. It is a way of participating in the economy in the market economy and regulating the market. The nature of the state bank determines its participation in public affairs. As a member of the whole market economy, the state-owned bank, as a member of the whole market economy, should not only bear the responsibility of its own profit related, but also bear the social responsibility of information disclosure, charity, labor, product, environmental protection and so on. As the main part of the management of social public affairs, the social functions of the public management are jointly undertaken. In recent years, the financial crisis and other social events are frequent. All walks of life are particularly concerned with the implementation of social responsibility of the state-owned banks. The government departments have promoted the social responsibility of the enterprises to the strategic high, and made clear from the law. For the backbone enterprises of our financial industry, master the lifeblood of the national economy and play a vital role in the social and economic development. We should actively carry out the national macroeconomic regulation and control policies, consciously take the lead in fulfilling corporate social responsibility, efficiently allocate financial resources, and promote the development of corporate social responsibility in.2006 years. At present, the state bank has published all the social responsibility reports or related announcements. This paper, taking the situation of the social responsibility of the state-owned A bank as an example, analyzes the status of social responsibility of the state-owned banks horizontally, and reexamines the state-owned silver from the perspective of public management. As the non economic attribute of the state-owned enterprise, namely, the public nature, the state-owned bank as the main body of the public management, the management responsibility should be undertaken in the social public affairs. At the same time, it analyzes the existing problems and causes of the social responsibility of the state-owned banks, and puts forward some suggestions to improve the social responsibility of the state-owned banks at the macro level and guide the country. There are six parts: the first part, the paper is divided into six parts: the first part, the research background and significance of this paper are discussed. Research methods, review the theoretical research process of corporate social responsibility at home and abroad, define the extension of public management subject, analyze the public property of state-owned banks from the nature of state owned enterprises of state-owned banks, as well as their role as the main body of public management affairs, and share the significance of social public and common affairs. The second part, through the analysis of the public property and the practical significance of the social responsibility of the state-owned banks, the necessity of the state bank to fulfill the social responsibility is fully expounded. The third part, through the theory of corporate social responsibility, expounds the connotation of the social responsibility of the state-owned banks, and describes the information disclosure of the state-owned banks in detail, The social responsibility of public welfare, product, environment, labor and economy in six aspects. The fourth part, taking the state-owned A bank as an example, analyzes the present state of the state bank to fulfill the social responsibility. In the process of carrying out the social responsibility of the state bank, it is better in the information disclosure, the implementation of the macro regulation policy, the social public welfare undertakings, the economic responsibility and so on. There are some problems in the aspects of responsibility assurance, external regulatory mechanism, internal performance assessment management, "three rural" credit support, community service, financial products, labor responsibility, environmental responsibility and other aspects. The fifth part analyzes the causes of the social responsibility of the state-owned banks. In the process of market-oriented economic reform, the state bank is aware of the social responsibility. It is not clear, but as an enterprise, it attaches great importance to the inflow of economic interests and neglects other responsibilities, including rural credit, environmental protection, and so on. It only regards social responsibility and social responsibility report as propaganda means, the internal management and external evaluation system of social responsibility are not sound, and can not measure the performance of corporate social responsibility, and form employment form. The neglect of employees' rights and interests caused by the severe potential has a certain negative impact on the development and social and economic progress. In the sixth part, it puts forward the countermeasures and suggestions for the lack of social responsibility of the state-owned banks. In the enterprise social responsibility consciousness, the industry unified standard, the diversified supervision mechanism, the social responsibility reporting system, the legal rights and interests of the employees, the low carbon ring In order to protect social harmony and stability, we should put forward countermeasures and suggestions in order to guide state-owned banks to standardize their social responsibilities and to maintain social harmony and stability.
