農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款供需分析與效率評(píng)價(jià)研究

【摘要】:本研究以盤(pán)活、釋放農(nóng)地融資功能為著眼點(diǎn),以農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款活動(dòng)為研究對(duì)象,結(jié)合中國(guó)農(nóng)村的實(shí)際,在認(rèn)真分析、總結(jié)農(nóng)村土地經(jīng)營(yíng)權(quán)抵押貸款實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,對(duì)農(nóng)村土地經(jīng)營(yíng)權(quán)抵押貸款需求與供給影響機(jī)理進(jìn)行了深入剖析。以河南省四個(gè)具有代表性的試點(diǎn)縣(濮陽(yáng)縣、固始縣、杞縣、汝陽(yáng)縣)調(diào)查資料為依據(jù),站在農(nóng)戶需求、金融機(jī)構(gòu)供給層面,對(duì)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款需求、供給及其影響因素進(jìn)行了實(shí)證分析。同時(shí),以河南省四個(gè)具有代表性的試點(diǎn)縣(濮陽(yáng)縣、固始縣、杞縣、汝陽(yáng)縣)調(diào)查資料為基礎(chǔ),從農(nóng)戶層面、金融機(jī)構(gòu)層面對(duì)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款效率進(jìn)行了評(píng)價(jià)。最后,對(duì)德國(guó)、美國(guó)、日本等國(guó)農(nóng)地抵押貸款實(shí)踐經(jīng)驗(yàn)總結(jié)基礎(chǔ)上,基于交易成本經(jīng)濟(jì)學(xué)和契約經(jīng)濟(jì)學(xué)的理論,從金融機(jī)構(gòu)、農(nóng)戶、政府之間的利益互動(dòng)視角,對(duì)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款業(yè)務(wù)開(kāi)展的組織設(shè)計(jì)、風(fēng)險(xiǎn)防范、配套改革進(jìn)行了設(shè)計(jì)。本研究的主要研究結(jié)論,可以概括為以下三個(gè)方面: 第一,農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款業(yè)務(wù)的開(kāi)展有效地解決了農(nóng)戶貸款抵押品缺乏的困境,為我國(guó)農(nóng)村金融改革及農(nóng)村金融系統(tǒng)重組提供了理論與實(shí)踐依據(jù),為金融支持“三農(nóng)”、服務(wù)“三農(nóng)”提供了新思路、新方法。 第二,農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款業(yè)務(wù)的開(kāi)展較好地契合了農(nóng)民正規(guī)信貸需求,農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款業(yè)務(wù)全面開(kāi)展已是大勢(shì)所趨。然而,農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款業(yè)務(wù)開(kāi)展過(guò)程中,仍然存在融資成本高、潛在需求低、金融機(jī)構(gòu)貸款供給意愿低、政策性強(qiáng)等一系列問(wèn)題(金融機(jī)構(gòu)供給積極性主要來(lái)源于行政激勵(lì)、經(jīng)濟(jì)激勵(lì)兩個(gè)方面)。 第三,農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款業(yè)務(wù)的開(kāi)展對(duì)農(nóng)村金融機(jī)構(gòu)經(jīng)營(yíng)績(jī)效有明顯改善作用,對(duì)農(nóng)戶信貸可得性、生產(chǎn)經(jīng)營(yíng)收入的改善產(chǎn)生了積極影響。然而,由于交易成本(費(fèi)用)、風(fēng)險(xiǎn)監(jiān)控制度的之間差異,我國(guó)農(nóng)地經(jīng)營(yíng)權(quán)抵押貸款運(yùn)行效率不容樂(lè)觀,仍然存在帕累托改進(jìn)的空間。為此,政府應(yīng)充分發(fā)揮主導(dǎo)、監(jiān)管功能,進(jìn)一步完善政府、金融機(jī)構(gòu)、農(nóng)戶之間互動(dòng)的關(guān)系,以克服“市場(chǎng)失靈”,減緩“政府失效所帶來(lái)的負(fù)面影響。
[Abstract]:This study focuses on revitalizing and releasing the function of agricultural land financing, taking the mortgage loan activity of farmland management right as the research object, combining the reality of China's rural areas, and summarizing the practical experience of the rural land management right mortgage loan on the basis of careful analysis and summing up the practical experience of the rural land management right mortgage loan. The influence mechanism of demand and supply of mortgage loan of land management right in rural area is deeply analyzed. Based on the investigation data of four representative pilot counties in Henan Province (Puyang County, Gushi County, Qi County, Ruyang County), standing at the level of farmers' demand and the supply of financial institutions, the demand for mortgage loans for agricultural land management rights is put forward. Supply and its influencing factors are analyzed empirically. At the same time, based on the investigation data of four representative pilot counties in Henan Province (Puyang County, Gushi County, Qi County, Ruyang County), the paper evaluates the mortgage loan efficiency of farmland management right from the level of farmers and financial institutions. Finally, on the basis of summing up the practical experience of farmland mortgage loan in Germany, the United States, Japan and other countries, based on the theory of transaction cost economics and contract economics, from the perspective of interest interaction among financial institutions, farmers and governments, The organization design, risk prevention and supporting reform of mortgage loan business of farmland management right are designed. The main conclusions of this study can be summarized as follows: First, the development of agricultural land management right mortgage loan business has effectively solved the plight of farmers' loan collateral shortage, provided the theoretical and practical basis for rural financial reform and rural financial system reorganization, and provided financial support for "agriculture, rural areas and farmers". The service of agriculture, rural areas and farmers provides new ideas and methods. Second, the development of agricultural land management right mortgage loan business fits well with the farmers' formal credit demand, and it is the trend of the times to carry out the agricultural land management right mortgage loan business in an all-round way. However, there are still high financing costs, low potential demand and low willingness to supply loans to financial institutions in the process of carrying out the mortgage loan business of agricultural land management right. A series of problems such as strong policy (financial institutions supply enthusiasm mainly from administrative incentives, economic incentives two aspects. Third, the development of agricultural land management right mortgage loan business has a significant effect on the performance of rural financial institutions, and has a positive impact on the credit availability of farmers and the improvement of production and operation income. However, due to the difference of transaction cost (cost) and risk monitoring system, the operational efficiency of agricultural land management right mortgage loan in China is not optimistic, and there is still room for Pareto improvement. Therefore, the government should give full play to its leading and supervisory functions, and further improve the interactive relationship among the government, financial institutions and farmers in order to overcome "market failure" and slow down the negative impact of "government failure".
