【摘要】：中國(guó)人民銀行行長(zhǎng)周小川在2004年首次提出了金融生態(tài)的概念,用生態(tài)學(xué)理論來(lái)研究中國(guó)金融發(fā)展的問(wèn)題。在此之后,國(guó)內(nèi)學(xué)者對(duì)金融生態(tài)這個(gè)領(lǐng)域進(jìn)行了深入研究。金融生態(tài)環(huán)境是指影響金融業(yè)發(fā)展的外部環(huán)境,包括經(jīng)濟(jì)環(huán)境、法制環(huán)境、信用環(huán)境、政策環(huán)境以及社會(huì)保障。金融生態(tài)環(huán)境的各因素之間相互作用、相互影響,共同影響一個(gè)地區(qū)的金融業(yè)的發(fā)展?fàn)顩r。而金融業(yè)又是現(xiàn)代經(jīng)濟(jì)的核心,其健康程度直接關(guān)系到該地區(qū)的經(jīng)濟(jì)能否平穩(wěn)快速發(fā)展。良好的金融生態(tài)環(huán)境既可以促進(jìn)金融業(yè)的快速發(fā)展,又可以創(chuàng)造“資金洼地”,吸引更多投資,推動(dòng)該地區(qū)的經(jīng)濟(jì)全面進(jìn)步。 2010年,海南國(guó)際旅游島建設(shè)正式步入正軌。這對(duì)海南而言,是一次非常好的發(fā)展機(jī)遇。改善海南省的金融生態(tài)環(huán)境,既可以為海南省的金融業(yè)創(chuàng)造良好的發(fā)展環(huán)境,同時(shí)又可以吸引大量資金來(lái)建設(shè)國(guó)際旅游島。因此,建立金融生態(tài)環(huán)境評(píng)價(jià)指標(biāo)體系,分析海南省金融生態(tài)環(huán)境的優(yōu)勢(shì)和不足,既可以對(duì)相關(guān)領(lǐng)域的研究進(jìn)行一些嘗試,又可以為海南省的金融生態(tài)環(huán)境改善提供一些參考建議。 本文首先從金融生態(tài)環(huán)境的理論基礎(chǔ)、概念、構(gòu)成因素、作用機(jī)制以及對(duì)其他地區(qū)區(qū)域金融生態(tài)環(huán)境的評(píng)價(jià)等方面入手,在總結(jié)國(guó)內(nèi)外學(xué)者的研究觀點(diǎn)的基礎(chǔ)上,對(duì)海南省金融業(yè)和金融生態(tài)環(huán)境的現(xiàn)狀進(jìn)行描述。之后,根據(jù)建立的金融生態(tài)環(huán)境評(píng)價(jià)指標(biāo)體系,搜集海南省2000至2012年的相關(guān)數(shù)據(jù),運(yùn)用因子分析法對(duì)海南省近年來(lái)的金融生態(tài)環(huán)境進(jìn)行縱向比較,以及對(duì)2011年全國(guó)31個(gè)省級(jí)行政單位的金融生態(tài)環(huán)境進(jìn)行橫向比較,分析海南省金融生態(tài)環(huán)境的優(yōu)勢(shì)以及不足。最后,在理論分析的基礎(chǔ)上,結(jié)合海南省自身的特點(diǎn),提出改善海南省金融生態(tài)環(huán)境、促進(jìn)海南經(jīng)濟(jì)發(fā)展的政策建議。
[Abstract]:Zhou Xiaochuan, governor of the people's Bank of China, put forward the concept of financial ecology for the first time in 2004.After this, the domestic scholars have carried on the thorough research to the financial ecology this domain.Financial ecological environment refers to the external environment which affects the development of financial industry, including economic environment, legal environment, credit environment, policy environment and social security.The factors of financial ecological environment interact and influence each other, and together affect the development of financial industry in a region.The financial industry is the core of the modern economy, and its health is directly related to the smooth and rapid development of the regional economy.A good financial ecological environment can not only promote the rapid development of the financial industry, but also create a "fund depression", attract more investment, and promote the overall economic progress of the region.In 2010, Hainan International Tourism Island construction is officially on the right track.This is a very good development opportunity for Hainan.Improving the financial ecological environment of Hainan Province can not only create a good development environment for the financial industry of Hainan Province, but also attract a lot of funds to build an international tourist island.Therefore, the establishment of the evaluation index system of financial ecological environment and the analysis of the advantages and disadvantages of the financial ecological environment in Hainan Province can not only make some attempts in the research of related fields,It can also provide some reference suggestions for the improvement of financial ecological environment in Hainan Province.This paper begins with the theoretical basis, concept, constituent factors, mechanism of action and evaluation of the regional financial ecological environment of other regions, on the basis of summing up the research viewpoints of domestic and foreign scholars.This paper describes the present situation of financial industry and financial ecological environment in Hainan Province.Then, according to the established financial ecological environment evaluation index system, collect the relevant data of Hainan Province from 2000 to 2012, and use factor analysis method to compare the financial ecological environment of Hainan Province in recent years.By comparing the financial ecological environment of 31 provincial administrative units in 2011, this paper analyzes the advantages and disadvantages of Hainan's financial ecological environment.Finally, on the basis of theoretical analysis, combined with Hainan's own characteristics, the paper puts forward some policy suggestions to improve Hainan's financial ecological environment and promote Hainan's economic development.
