以需求為導向的農(nóng)村金融產(chǎn)品創(chuàng)新研究

【摘要】:當前,我國經(jīng)濟發(fā)展極不均衡,城鄉(xiāng)差距顯著。農(nóng)村經(jīng)濟發(fā)展、農(nóng)業(yè)現(xiàn)代化和農(nóng)民生活水平的提高都離不開農(nóng)村金融的支持。中央2004—2013連續(xù)10年的“一號文件”和其他重要文件中均強調(diào)我國當前和今后一段時期內(nèi)的主要任務之一是進行農(nóng)村金融改革,改革的重點在于不斷創(chuàng)新金融產(chǎn)品和服務方式以逐步滿足農(nóng)村多元化、多層次的金融需求。盡管國家出臺的相關支農(nóng)政策一定程度地改善了多年來我國農(nóng)民收入較低的局面,但城鄉(xiāng)二元經(jīng)濟結(jié)構(gòu)的矛盾依然很突出,農(nóng)村落后面貌未從根本上得到改變。,因此,為了統(tǒng)籌城鄉(xiāng)發(fā)展、提高農(nóng)村整體經(jīng)濟水平,以需求為導向,對金融支持“三農(nóng)”的重要著力點——農(nóng)村金融產(chǎn)品創(chuàng)新進行研究,具有重要的現(xiàn)實意義。 首先,本文闡述了農(nóng)村金融產(chǎn)品創(chuàng)新的內(nèi)涵及特征,并介紹了金融創(chuàng)新和金融產(chǎn)品創(chuàng)新的相關理論,在此基礎上借鑒AndersonHarris(1986)構(gòu)建的金融產(chǎn)品創(chuàng)新的成本——收益分析模型,從需求和創(chuàng)新激勵的角度對我國農(nóng)村金融產(chǎn)品創(chuàng)新的成本和收益問題進行深入的經(jīng)濟學分析,從而得出市場需求是影響金融機構(gòu)進行金融產(chǎn)品創(chuàng)新的主要動力,為后文的研究提奠定了理論基礎。 然后,本文在前人研究成果的基礎上,通過搜集央行各支行課題小組調(diào)研報告、中國農(nóng)村金融統(tǒng)計年鑒、中國農(nóng)村金融服務報告、國家統(tǒng)計局年鑒等官方數(shù)據(jù)資料以及自身實地調(diào)研所得資料,運用歸納演繹法對農(nóng)村金融需求進行研究,從功能角度將需求分為借款需求、投資性需求、保障性需求和便利性金融服務需求四大類,并對每一類需求的特征進行分析,同時指出目前農(nóng)村市場上存在的需求缺口。 接著,,本文在需求分析的基礎上具體對需求導向型農(nóng)村金融產(chǎn)品創(chuàng)新的路徑進行研究,從信貸產(chǎn)品、投資理財產(chǎn)品和便利性金融服務三個層面進行創(chuàng)新,著力設計與需求相對應的產(chǎn)品,以期創(chuàng)新成果能更好更快的被客戶接受并推廣。為使理論分析更加深入,整個研究過程中還結(jié)合了大量典型案例和數(shù)據(jù)分析進行補充與佐證。 最后,本文從完善配套政策、發(fā)揮涉農(nóng)金融機構(gòu)創(chuàng)新主體作用以及建立良好的外部環(huán)境三個方面對以需求為導向的農(nóng)村金融產(chǎn)品創(chuàng)新提出了相關對策建議。
[Abstract]:At present, China's economic development is extremely uneven, the gap between urban and rural areas is significant.Rural economic development, agricultural modernization and the improvement of farmers' living standards can not be separated from the support of rural finance.The "No. 1 document" and other important documents of the Central Committee of the people's Republic of China for the 10 consecutive years 2004-2013 all emphasize that the main Ren Wuzhi in China at present and for a period of time to come is to carry out rural financial reform.The emphasis of the reform lies in innovating financial products and services to meet the diversified and multi-level financial needs.Although the relevant policy of supporting agriculture issued by the state has improved to some extent the low income situation of farmers in China for many years, the contradiction between the dual economic structure of urban and rural areas is still prominent, and the backward face of rural areas has not been fundamentally changed.In order to coordinate the development of urban and rural areas and improve the overall economic level of rural areas, it is of great practical significance to study the innovation of rural financial products, which is an important focus of financial support for agriculture, rural areas and farmers.Firstly, this paper expounds the connotation and characteristics of rural financial product innovation, and introduces the related theories of financial innovation and financial product innovation. On this basis, the cost-benefit analysis model of financial product innovation is constructed by using Anderson Harris 1986 as a reference.From the angle of demand and innovation incentive, this paper makes an in-depth economic analysis on the cost and income of rural financial product innovation in China, and concludes that market demand is the main driving force influencing financial product innovation in financial institutions.It lays a theoretical foundation for the later research.Then, on the basis of the previous research results, this paper collects the research report of each branch of the central bank, the statistical yearbook of China's rural finance, the report of China's rural financial services.The official data, such as the yearbook of the National Bureau of Statistics, and the data obtained from its own field investigation, are used to study the rural financial needs by means of inductive deduction, and the demand is divided into loan demand and investment demand from a functional point of view.This paper analyzes the characteristics of each kind of demand and points out the demand gap in the rural market at the same time.Then, on the basis of demand analysis, this paper specifically studies the path of innovation of demand-oriented rural financial products, and innovates from three levels: credit products, investment financing products and convenient financial services.Focus on the design of products corresponding to the requirements, with a view to innovative results can be better and faster to be accepted and promoted by customers.In order to make the theoretical analysis more in-depth, a large number of typical cases and data analysis are combined in the whole research process to supplement and corroborate.Finally, this paper puts forward the relevant countermeasures and suggestions on demand-oriented rural financial product innovation from three aspects: perfecting the supporting policies, giving play to the main role of the agri-financial institutions' innovation and establishing a good external environment.
