【摘要】：作為二戰(zhàn)結(jié)束以來首個由發(fā)展中國家自主創(chuàng)立的新型多邊發(fā)展銀行,金磚銀行的基本性質(zhì)和戰(zhàn)略定位是新南南合作,目標是為了創(chuàng)新國際發(fā)展融資機制,以更好地滿足新興市場和發(fā)展中國家在基礎(chǔ)設(shè)施和可持續(xù)發(fā)展領(lǐng)域的融資需求,推動構(gòu)建公平公正、多元包容的國際經(jīng)濟新秩序。而要實現(xiàn)這一戰(zhàn)略目標,金磚銀行的機制設(shè)計需要優(yōu)先選擇平等治理、市場化運營、不干涉內(nèi)政但堅持高標準、本土化以及建設(shè)性補充等五大基本原則,以妥善處理好未來銀行運營過程中發(fā)展中大國與發(fā)展中大國之間、發(fā)展中大國與發(fā)展中小國之間以及發(fā)展中大國與發(fā)達國家之間的關(guān)系,打造一種具有金磚特色的新型國際發(fā)展融資機構(gòu)。
[Abstract]:As the first new type of multilateral development bank to be created by developing countries independently since the end of World War II, the BRICS Bank's basic nature and strategic orientation is new South-South cooperation with the aim of innovating the international development financing mechanism.To better meet the financing needs of emerging markets and developing countries in the field of infrastructure and sustainable development, and promote the construction of a fair, equitable, pluralistic and inclusive new international economic order.To achieve this strategic goal, the BRICS mechanism design needs to give priority to the five basic principles of equal governance, market-oriented operation, non-interference in internal affairs but adherence to high standards, localization and constructive complementarity.To properly handle the relations between developing and developing countries in the course of future banking operations, between developing and small developing countries, and between developing and developed countries,To create a new type of international development finance institution with BRICS characteristics.
