【摘要】：為解決農村地區(qū)長期存在的金融缺位,支持促進農村經濟發(fā)展,銀監(jiān)會自2 0 0 6年起放寬準入要求,鼓勵銀行機構發(fā)起設立村鎮(zhèn)銀行。鄞州銀行將發(fā)起村鎮(zhèn)銀行視作自身的重要機遇,在7年間投資5.4 8億元,發(fā)起設立村鎮(zhèn)銀行2 4家,取得了一定成果。但作為一家區(qū)域性小銀行,鄞州銀行所具有的各類資源相對較少,伴隨著這些村鎮(zhèn)銀行快速發(fā)展,鄞州銀行遭遇了管理瓶頸,自身資本積累難以跟上村鎮(zhèn)銀行消耗速度,人員儲備不足以滿足村鎮(zhèn)銀行擴張需要。在自身資源有限的情況下,如何發(fā)展好這些村鎮(zhèn)銀行,成了擺在鄞州銀行面前的難題。本文以企業(yè)戰(zhàn)略研究的基本過程為框架,對鄞州銀行發(fā)展村鎮(zhèn)銀行的戰(zhàn)略進行了分析和研究,內容主要包括戰(zhàn)略分析(外部環(huán)境分析、內部資源分析)、戰(zhàn)略選擇和戰(zhàn)略實施,梳理了影響其發(fā)展村鎮(zhèn)銀行的內外部環(huán)境因素,并提出應采取的戰(zhàn)略。其中,本文利用P E S T宏觀環(huán)境分析模型、波特五力模型對鄞州銀行外部環(huán)境進行了分析,發(fā)現(xiàn)政府政策、經濟發(fā)展、科技保障等都有利于其發(fā)展村鎮(zhèn)銀行,與此同時其所面對的行業(yè)競爭烈度也正在提高;本文利用與全國3 9 4 9家銀行機構、1 6家上市銀行、2家同類機構間數(shù)據(jù)、指標的對比,對鄞州銀行的內部資源、能力進行了分析,發(fā)現(xiàn)鄞州銀行盈利能力、風險管理能力較為出色,能為村鎮(zhèn)銀行管理提供足夠保障,但財務資源、人力資源等已接近飽和,需要另辟蹊徑以滿足村鎮(zhèn)銀行需求;本文對鄞州銀行進行了戰(zhàn)略選擇分析,認為其優(yōu)勢在于注重創(chuàng)新、機制靈活、管理創(chuàng)新,而非成本優(yōu)勢,同時其競爭范圍主要聚焦在農村地區(qū),而非整個行業(yè),因此本文明確鄞州銀行應采取集中差異化戰(zhàn)略,并從組織架構、網(wǎng)點布局、業(yè)務拓展、風險管控等方面出發(fā),提出了戰(zhàn)略實施的具體內容。
[Abstract]:In order to solve the lack of financial support existed in the rural areas, and promote the development of rural economy, the CBRC since 2006 to relax the entry requirements, to encourage banking institutions initiated the establishment of village banks. The Bank of Yinzhou will be launched as an important opportunity for the rural banks, in 7 years to invest 548 million yuan, initiated the establishment of 24 village banks, has made some achievements. But as a regional small bank, the Bank of Yinzhou has relatively few resources, along with the rapid development of these rural banks, the Bank of Yinzhou suffered a bottleneck, the accumulation of capital is difficult to keep up with the rural bank rate of consumption, personnel reserve is not sufficient to meet the rural bank expansion needs. In its own limited resources, how to develop these rural banks, become a problem placed in front of the Bank of Yinzhou. In this paper, the basic process of enterprise strategic research framework, the Bank of Yinzhou The development of village bank strategy is analyzed and studied, including strategic analysis (analysis of the external environment, internal resources analysis), strategic selection and implementation, analyzes the impact of the development of village bank's internal and external environment factors, and puts forward some strategies. Among them, the P E S T macro environment analysis model Potter, the five forces model to analyze the external environment of Bank of Yinzhou, found that the government policy, economic development, science and technology guarantee are beneficial to the development of rural banks, at the same time the competition intensity is improved; the national 3949 banks, 16 listed banks, 2 of the same inter agency data. Comparing the indices, the Bank of Yinzhou's internal resources, ability to carry on the analysis, found that the profitability of the Bank of Yinzhou, the risk management ability is outstanding, can provide adequate management of rural banks But the security, financial resources, human resources have been close to saturation, we need another way to meet rural banks demand; this paper analyzes the strategic choice of the Bank of Yinzhou, that the advantages of flexible mechanism, focus on innovation, management innovation, rather than the cost advantage, while the scope of competition mainly focus on rural areas, rather than the entire industry, therefore this paper clear Yinzhou banks should adopt the differentiation strategy, and from the organizational structure, network layout, business development, risk control and other aspects, puts forward the concrete contents for the implementation of the strategy.
