【摘要】:自從改革開放以來(lái),我國(guó)黨和政府一直致力于推動(dòng)農(nóng)民專業(yè)合作社的發(fā)展,國(guó)家先后出臺(tái)多項(xiàng)鼓勵(lì)和扶持農(nóng)民專業(yè)合作社發(fā)展的指導(dǎo)性意見和相關(guān)政策法規(guī),促進(jìn)農(nóng)民專業(yè)合作社呈現(xiàn)快速發(fā)展態(tài)勢(shì)。2004年以來(lái),我國(guó)已經(jīng)連續(xù)11年在“中央一號(hào)”文件中強(qiáng)調(diào)“三農(nóng)”問(wèn)題,并提出針對(duì)農(nóng)民專業(yè)合作社發(fā)展的一些財(cái)政支持和金融支持政策,希望隨著金融支持農(nóng)民專業(yè)合作組織力度的持續(xù)增強(qiáng),促進(jìn)農(nóng)民專業(yè)合作組織迅速發(fā)展,從而有效地提高了農(nóng)民收入、推動(dòng)了農(nóng)村經(jīng)濟(jì)發(fā)展。自2007年7月1日《農(nóng)民專業(yè)合作社法》頒布以來(lái),黑龍江省農(nóng)民專業(yè)合作社發(fā)展迅速壯大,取得了“量”和“質(zhì)”的飛躍[18]。截止到2013年上半年,黑龍江省工商系統(tǒng)登記農(nóng)民專業(yè)合作社38915戶,發(fā)展成員36.04萬(wàn)個(gè),出資總額達(dá)1020.81億元,與上年同期相比分別增長(zhǎng)55.37%、41.17%、94.61%。但是由于黑龍江省農(nóng)業(yè)是弱質(zhì)性產(chǎn)業(yè),金融支持與農(nóng)民專業(yè)合作組織發(fā)展現(xiàn)狀還不能完全相適應(yīng),制約了農(nóng)民專業(yè)合作組織進(jìn)一步向高層次、規(guī)格化、專業(yè)化、產(chǎn)業(yè)化方向的發(fā)展,因此,加大金融對(duì)農(nóng)民專業(yè)合作社的支持是十分必要的。 為此,本文試圖以黑龍江省為例,通過(guò)對(duì)國(guó)內(nèi)一些文獻(xiàn)資料的歸納整理和實(shí)地調(diào)研,首先介紹了農(nóng)民專業(yè)合作社及其金融支持的概念;其次通過(guò)對(duì)黑龍江省蘿北縣30家農(nóng)民專業(yè)合作社的問(wèn)卷調(diào)查及其他地區(qū)的資料分析,試圖分析了當(dāng)前黑龍江省農(nóng)民專業(yè)合作社及其金融支持發(fā)展現(xiàn)狀,并從農(nóng)民專業(yè)合作社自身發(fā)展、金融機(jī)構(gòu)、外部因素(擔(dān)保風(fēng)險(xiǎn)機(jī)制及政府支持)三個(gè)方面來(lái)分析黑龍江省農(nóng)民專業(yè)合作社金融支持的制約因素,這些因素主要包括合作社運(yùn)作機(jī)制不規(guī)范、經(jīng)營(yíng)體系不健全、抵押物錯(cuò)位、擔(dān)保風(fēng)險(xiǎn)轉(zhuǎn)移機(jī)制不完善、政府支持力度不大等。通過(guò)對(duì)美國(guó)、印度、法國(guó)和德國(guó)等一些國(guó)家在金融支持農(nóng)民專業(yè)合作社發(fā)展中所取得成就的經(jīng)驗(yàn)介紹與學(xué)習(xí),對(duì)黑龍江省的金融支持農(nóng)民專業(yè)合作社也獲得一些啟示。最后本文結(jié)合我國(guó)國(guó)情、黑龍江省農(nóng)村經(jīng)濟(jì)的發(fā)展要求及當(dāng)前黑龍江省農(nóng)民專業(yè)合作社金融支持存在的問(wèn)題,從農(nóng)民專業(yè)合作社自身、金融機(jī)構(gòu)、外部因素(擔(dān)保風(fēng)險(xiǎn)轉(zhuǎn)移及政府財(cái)政支持)三個(gè)方面提出了完善黑龍江省金融支持農(nóng)民專業(yè)合作社的相關(guān)建議與對(duì)策,一是完善農(nóng)民專業(yè)合作社自身信貸條件;二是創(chuàng)新金融服務(wù);三是建立風(fēng)險(xiǎn)擔(dān)保轉(zhuǎn)移機(jī)制;四是加大政府財(cái)政支持力度。
[Abstract]:Since the reform and opening up, our party and government have been committed to promoting the development of farmers' professional cooperatives, the state has issued a number of guiding opinions and related policies and regulations to encourage and support the development of farmers' professional cooperatives. Since 2004, China has emphasized the issue of "agriculture, rural areas and farmers" in the "Central Committee No. 1" document for 11 consecutive years. It also puts forward some financial support and financial support policies for the development of farmers' professional cooperatives, hoping to promote the rapid development of farmers' professional cooperative organizations with the continuous strengthening of financial support for farmers' professional cooperative organizations. Therefore, farmers' income has been raised effectively and rural economic development has been promoted. Since the promulgation of the "Law on Farmers' Professional Cooperatives" in July 1st 2007, professional farmers' cooperatives in Heilongjiang Province have grown rapidly. By the first half of 2013, 38915 farmers' professional cooperatives had been registered in Heilongjiang's industrial and commercial system, with 360,400 development members, with a total contribution of one hundred and two billion eighty-one million yuan. Compared with the same period of last year, the increase of 55.37% is 55.37%, 41.17% or 94.61%. However, because the agriculture of Heilongjiang Province is a weak industry, the current situation of financial support and the development of the farmer's professional cooperative organizations cannot be fully adapted, which restricts the peasants' professional cooperative organizations to further develop to a higher level. The development of standardization, specialization and industrialization, therefore, it is necessary to increase financial support to farmers' professional cooperatives. Therefore, this paper attempts to take Heilongjiang Province as an example, through the summary of some domestic literature and field investigation, first introduced the concept of farmers' professional cooperatives and their financial support; Secondly, through the questionnaire survey of 30 farmers' professional cooperatives in Luobei County, Heilongjiang Province and the analysis of the data in other regions, this paper tries to analyze the current situation of the development of farmers' specialized cooperatives and their financial support in Heilongjiang Province. And from three aspects of the development of farmers' professional cooperatives, financial institutions, external factors (guarantee risk mechanism and government support) to analyze the constraints of financial support of farmers' professional cooperatives in Heilongjiang Province. These factors mainly include the operation mechanism of cooperatives is not standardized, the management system is not perfect, the collateral is misplaced, the guarantee risk transfer mechanism is not perfect, the government support is not strong and so on. Through the United States, India, Some countries, such as France and Germany, have gained some enlightenment from their achievements in the development of financial support farmers' cooperatives. Finally, according to the situation of our country, the paper gives some enlightenment to the financial support farmers' professional cooperatives in Heilongjiang Province. The development requirements of rural economy in Heilongjiang Province and the problems existing in the financial support of farmers' specialized cooperatives in Heilongjiang Province at present, from the perspective of farmers' specialized cooperatives themselves and financial institutions, The external factors (transfer of guarantee risk and government financial support) put forward the relevant suggestions and countermeasures to improve the financial support of farmers' specialized cooperatives in Heilongjiang Province. The first is to perfect the credit conditions of farmers' specialized cooperatives; The second is to innovate the financial service, the third is to establish the risk guarantee transfer mechanism, and the fourth is to increase the government financial support.
