【摘要】：中俄既是世界大國,又互為最大鄰國。兩國始終在對方的對外戰(zhàn)略中占有舉足輕重的地位,對相互的安全、穩(wěn)定與發(fā)展有著至關(guān)重要的影響。隨著中俄關(guān)系的不斷深化發(fā)展,兩國經(jīng)貿(mào)合作前景廣闊、潛力巨大。作為中俄經(jīng)貿(mào)合作的重要組成部分,中俄投資合作作為促進(jìn)中俄貿(mào)易發(fā)展的重要途徑越來越受到兩國政府的高度重視。 隨著俄羅斯政治經(jīng)濟(jì)形勢的好轉(zhuǎn),外國投資者對俄羅斯投資環(huán)境的評價(jià)日趨正面,對俄投資的積極性也越來越高。俄羅斯經(jīng)濟(jì)的發(fā)展對外部資本依存度很高,需求強(qiáng)烈,其中對經(jīng)濟(jì)發(fā)展具有長期推動(dòng)效應(yīng)的外商直接投資是俄最理想的投資類型。根據(jù)俄政府制定的2020年現(xiàn)代化快速趕超戰(zhàn)略目標(biāo),未來十多年間累計(jì)要投入2萬億美元以上的資金,其中1/3須由外資來填補(bǔ)。當(dāng)前,中國對俄直接投資的規(guī)模和質(zhì)量均取得了前所未有的發(fā)展,但與雙邊貿(mào)易額相比規(guī)模不大,仍處在起步階段。圍繞中國對俄直接投資的規(guī)模變化、地區(qū)與行業(yè)分布、面臨的障礙等相關(guān)問題的分析,可以發(fā)現(xiàn)中國對俄直接投資前景廣闊,但須將中國對俄直接投資上升到戰(zhàn)略高度,以合理規(guī)避風(fēng)險(xiǎn),保障投資效益,提高兩國的投資合作水平。 因此,深入研究當(dāng)前俄羅斯的投資環(huán)境及中國對俄直接投資的現(xiàn)狀及問題,可以準(zhǔn)確把握中國對俄直接投資的動(dòng)向,更好地促進(jìn)中俄投資合作。 本文通過對中國對俄直接投資的現(xiàn)狀,特點(diǎn),投資環(huán)境,產(chǎn)業(yè)結(jié)構(gòu),規(guī)模的分析,深入剖析中國對俄直接投資存在的實(shí)質(zhì)性問題,提出相應(yīng)的對策建議,促進(jìn)中國對俄直接投資的發(fā)展。
[Abstract]:China and Russia are both major powers in the world and the largest neighbors to each other. The two countries have always played a pivotal role in each other's foreign strategy and have played an important role in each other's security. With the continuous deepening of Sino-Russian relations, bilateral economic and trade cooperation has broad prospects and great potential. It is an important part of Sino-Russian economic and trade cooperation. As an important way to promote the development of Sino-Russian trade, Sino-Russian investment cooperation has been paid more and more attention by the two governments. With the improvement of Russia's political and economic situation, foreign investors' evaluation of Russia's investment environment is increasingly positive, and the enthusiasm of Russian investment is becoming higher and higher. The development of Russian economy has a high degree of dependence on external capital. The demand is strong, among which the foreign direct investment (FDI), which has a long-term promoting effect on the economic development, is the most ideal type of investment in Russia. According to the strategic goal of rapid modernization catch-up and surpassing in 2020 formulated by the Russian government. More than US $2 tillion will be invested in the coming decade, of which 1/3 will have to be filled by foreign capital. At present, the scale and quality of China's direct investment in Russia has achieved unprecedented development. However, compared with the bilateral trade volume, it is still in its infancy. The analysis focuses on the changes in the scale of China's direct investment in Russia, regional and industry distribution, obstacles faced and other related issues. It can be found that the prospect of China's direct investment in Russia is broad, but it is necessary to raise China's direct investment in Russia to a strategic level in order to avoid risks reasonably, ensure investment efficiency and improve the level of investment cooperation between the two countries. Therefore, a thorough study of the current Russian investment environment and the current situation and problems of China's direct investment in Russia can accurately grasp the trend of China's direct investment in Russia and better promote Sino-Russian investment cooperation. Based on the analysis of the current situation, characteristics, investment environment, industrial structure and scale of China's direct investment in Russia, this paper analyzes the substantive problems existing in China's direct investment in Russia and puts forward corresponding countermeasures and suggestions. To promote the development of Chinese direct investment in Russia.
