【摘要】:隨著我國(guó)經(jīng)濟(jì)的迅速發(fā)展,工業(yè)化、城鎮(zhèn)化進(jìn)程的加快,房?jī)r(jià)一直高居不下,為了全面改善低收入家庭住房困難問題,我國(guó)正大力推進(jìn)保障性安居工程的建設(shè),爭(zhēng)取至“十二五”期末全國(guó)新建保障性住房3600萬套,完成我國(guó)保障性住房的覆蓋面達(dá)到20%的目標(biāo)。目前我國(guó)保障性安居工程在投資、建設(shè)、運(yùn)營(yíng)和管理上還未形成統(tǒng)一的機(jī)制,存在地區(qū)發(fā)展不平衡的問題,對(duì)于經(jīng)濟(jì)發(fā)達(dá)的東部沿海地區(qū)保障性住房建設(shè)起步較早,運(yùn)作體系相對(duì)完善,而經(jīng)濟(jì)相對(duì)落后的中西部地區(qū)保障性住房建設(shè)起步晚,運(yùn)作體系尚不健全,而資金短缺成為制約各地保障性住房發(fā)展的重要因素。我國(guó)目前保障性住房建設(shè)資金主要來源于政府預(yù)算資金,住房公積金增值收益,土地出讓金凈收益和銀行貸款,總體說來資金來源單一,對(duì)政府依賴性高,給政府財(cái)政帶來了很大的壓力。 本文選取蚌埠市作為調(diào)查研究的主體,對(duì)蚌埠市現(xiàn)有的保障性住房種類——廉租房、公共租賃房、棚戶區(qū)改造、經(jīng)濟(jì)適用房,通過實(shí)地調(diào)研,深入了解蚌埠市各類保障房建設(shè)的規(guī)模、資金需求,從融資的角度分類進(jìn)行了深入的研究分析。 文章的前半部分首先介紹了公共產(chǎn)品理論、凱恩斯理論、新公共管理理論等與保障房相關(guān)的一些理論,為全文的寫作奠定了理論基礎(chǔ),并對(duì)每種類型的保障性住房進(jìn)行了分類與界定,詳細(xì)敘述了廉租房、公共租賃房、棚戶區(qū)改造、經(jīng)濟(jì)適用房各自的特點(diǎn)與保障對(duì)象。然后從土地供應(yīng)、開工及完工情況等方面,介紹了我國(guó)部分城市保障性住房的發(fā)展現(xiàn)狀,讓讀者對(duì)我國(guó)保障性住房的發(fā)展有一個(gè)宏觀的認(rèn)識(shí)。 接著選取國(guó)內(nèi)和國(guó)外具有借鑒意義的保障房融資模式進(jìn)行了分析。國(guó)內(nèi)著重介紹了黃石,上海和重慶三個(gè)城市的保障房融資模式,國(guó)外選取了美國(guó)、新加坡、日本、法國(guó)等發(fā)達(dá)國(guó)家較為成熟的保障房融資模式進(jìn)行了介紹。在這些模式中,都根據(jù)實(shí)際情況將社會(huì)資本引入了保障房的建設(shè)中,為文章的寫作奠定了實(shí)踐基礎(chǔ)。 在分析蚌埠市保障性住房時(shí),根據(jù)對(duì)蚌埠市廉租房、公共租賃房、棚戶區(qū)改造、經(jīng)濟(jì)適用房的建設(shè)情況、資金來源等方面的調(diào)研發(fā)現(xiàn),蚌埠市保障房建設(shè)資金對(duì)政府依賴性較大,給財(cái)政帶來了較大的壓力,融資來源也多為銀行貸款,社會(huì)資本參與不足,融資模式較為單一。根據(jù)調(diào)研發(fā)現(xiàn)的這些問題,我們?yōu)榘霾菏懈黝惐U闲宰》苛可碇贫讼鄳?yīng)的創(chuàng)新融資模式,由政府牽頭合理引入社會(huì)資本參與,多元化保障性住房的資金來源,這樣不僅緩解了政府的財(cái)政壓力而且也優(yōu)化了社會(huì)資本的配置。 最后,在總結(jié)全文調(diào)查分析的基礎(chǔ)上,提出相關(guān)政策建議,幫助改善蚌埠市保障房建設(shè)資金來源單一,對(duì)政府依賴度高的現(xiàn)狀。
[Abstract]:With the rapid development of our economy, industrialization and the acceleration of urbanization, housing prices have been high. In order to improve the housing difficulties of low-income families, our country is vigorously promoting the construction of affordable housing projects. By the end of the 12th Five-Year Plan, 36 million new indemnificatory housing units have been built in the country, and the coverage of the indemnificatory housing in China has reached the goal of 20%. At present, our country is investing in and constructing the indemnificatory housing project. Operation and management has not yet formed a unified mechanism, there is an imbalance in regional development, for the economic development of the eastern coastal areas of the construction of affordable housing started earlier, the operation system is relatively perfect. However, the construction of affordable housing in the central and western regions, where the economy is relatively backward, started late, and the operational system is not yet perfect. The shortage of funds has become an important factor that restricts the development of affordable housing. At present, the funds for the construction of affordable housing in China mainly come from the government budget funds, housing accumulation fund value-added income. The net income of land sales and bank loans, as a whole, have a single source of funds and a high dependence on the government, which brings great pressure to the government finance. This article selects Bengbu city as the main body of investigation and research, on the existing types of affordable housing in Bengbu-low-rent housing, public rental housing, shantytown transformation, comfortable housing, through field research. Deeply understand the scale and capital demand of various indemnificatory apartment construction in Bengbu, and analyze the classification from the angle of financing. The first part of the article first introduces the theory of public goods, Keynesian theory, new public management theory and other related theories with indemnificatory apartment, for the full text of the writing laid a theoretical foundation. And the classification and definition of each type of affordable housing, a detailed description of low-rent housing, public rental housing, shantytown transformation, comfortable housing's own characteristics and security objects. Then from the land supply. In this paper, the author introduces the current situation of the development of some urban affordable housing in China, and makes readers have a macroscopic understanding of the development of the indemnificatory housing in China. Then the domestic and foreign reference indemnificatory apartment financing model is analyzed. The domestic focus on the Yellowstone, Shanghai and Chongqing three cities indemnificatory apartment financing model, foreign choice of the United States, Singapore. Japan, France and other developed countries more mature indemnificatory apartment financing model is introduced. In these models, social capital is introduced into indemnificatory apartment according to the actual situation. It lays a practical foundation for the writing of the article. In the analysis of Bengbu affordable housing, based on the Bengbu low-rent housing, public rental housing, shantytown reconstruction, comfortable housing's construction situation, sources of funds and other aspects of research and findings. The capital of indemnificatory apartment construction in Bengbu city depends heavily on the government, which brings great pressure to the finance, and the financing source is mostly bank loan, and the social capital participation is insufficient. Financing model is relatively single. According to the research found these problems, we have developed a corresponding innovative financing model for all kinds of affordable housing in Bengbu, the government led by the reasonable introduction of social capital participation. It not only alleviates the government's financial pressure but also optimizes the allocation of social capital. Finally, on the basis of summing up the investigation and analysis of the full text, this paper puts forward some relevant policy suggestions to help improve the situation of the single source of capital for indemnificatory apartment construction in Bengbu and its high dependence on the government.
