【摘要】:銀行業(yè)是現(xiàn)代金融體系的核心,對整個經(jīng)濟的發(fā)展起著關鍵作用。銀行業(yè)又是一個高風險行業(yè),銀行風險的爆發(fā),很容易帶來金融危機,對銀行體系、經(jīng)濟體系,甚至宏觀經(jīng)濟都是很大的沖擊和負面影響。新巴塞爾資本協(xié)定將商業(yè)銀行的經(jīng)營風險分為信用風險、市場風險和操作風險。對于信用風險和市場風險而言,商業(yè)銀行已經(jīng)在關注很久了,而且對其的風險管理也控制得很好。對商業(yè)銀行而言,操作風險并非是一個新的名詞。20世紀以后,銀行業(yè)對各自的經(jīng)營戰(zhàn)略、系統(tǒng)設施都進行了優(yōu)化,因此在這個過程中,操作風險就很容易出現(xiàn)。尤其是近年來不斷頻發(fā)的銀行業(yè)操作風險案件和巨大的操作風險損失告誡商業(yè)銀行:有效防控操作風險,才能保障商業(yè)銀行的有序運營,才能實現(xiàn)經(jīng)營目標,提升競爭力。目前,監(jiān)管部門和商業(yè)銀行都前所未有地加強了對操作風險的管理和控制力度。我國銀行業(yè)監(jiān)督管理委員會對商業(yè)銀行操作風險的重視和監(jiān)管是我國商業(yè)銀行操作風險防控的一個新的起點。盡管操作風險帶來的風險損失事件嚴重影響著國際銀行界,但對操作風險的管理還沒有形成系統(tǒng)的管理框架,各類監(jiān)管和制度也不是很完善,因此,如何有效降低操作風險仍然是一個整個銀行業(yè)面臨的問題。 A銀行作為國內(nèi)一流股份制商業(yè)銀行,為進一步提高營業(yè)網(wǎng)點資源利用效率,提高綜合競爭力,在全行推行了綜合柜員制。實行綜合柜員制是商業(yè)銀行大勢所趨,但由此而引發(fā)的操作風險卻是不容忽視的。本文通過對國內(nèi)外期刊、論文及資料的學習和研究,闡述了操作風險的定義、分類及我國商業(yè)銀行操作風險的現(xiàn)狀及特點。論述商業(yè)銀行推行綜合柜員制的背景及作用,進而對商業(yè)銀行綜合柜員制的風險成因及必要性進行論述,指出對操作風險管理進行研究,減少損失事件的發(fā)生對我國商業(yè)銀行的長遠發(fā)展具有重要的現(xiàn)實意義。 本文通過對A銀行某分行營業(yè)部的實際案例進行風險分析,總結(jié)A銀行綜合柜員制面臨的操作風險并提出幾點改進操作風險管理的建議:強化內(nèi)部控制,對員工進行教育培訓,整合綜合保障和強化信息管理。
[Abstract]:Banking is the core of the modern financial system and plays a key role in the development of the whole economy. Banking is also a high-risk industry, the outbreak of bank risk, it is easy to bring financial crisis, to the banking system. The new Basel Capital Accord divides the operating risk of commercial banks into credit risk. Market risk and operational risk. For credit risk and market risk, commercial banks have been concerned for a long time, and their risk management is also very good. Operational risk is not a new term after the 20th century, the banking industry has optimized their respective business strategies and system facilities, so in this process. Operational risk is very easy to appear, especially in recent years the frequent occurrence of banking operational risk cases and huge operational risk losses warn commercial banks: effective prevention and control of operational risks. Only in order to ensure the orderly operation of commercial banks, can we achieve business objectives and enhance competitiveness. Regulatory authorities and commercial banks have strengthened the management and control of operational risks. China Banking Regulatory Commission attaches importance to the operational risk of commercial banks and supervision is the operational risk of commercial banks in China. A new starting point for prevention and control, although the risk loss events caused by operational risks have seriously affected the international banking community. However, the management of operational risk has not yet formed a systematic management framework, all kinds of supervision and system is not very perfect, so how to effectively reduce the operational risk is still a problem facing the whole banking industry. Bank A as the domestic first-class joint-stock commercial bank, in order to further improve the efficiency of resource utilization of business outlets, improve the comprehensive competitiveness. The comprehensive teller system has been implemented in the whole bank. It is the trend of the times for commercial banks to implement the comprehensive teller system, but the operational risks caused by it are not to be ignored. This paper discusses the definition and classification of operational risk and the present situation and characteristics of operational risk of commercial banks in China. It also discusses the background and function of comprehensive teller system in commercial banks. Then the paper discusses the causes and necessity of the comprehensive teller system of commercial banks, and points out that the operational risk management is studied. It is of great practical significance for the long-term development of Chinese commercial banks to reduce losses. Based on the risk analysis of a branch of Bank A, this paper summarizes the operational risks faced by the Comprehensive teller system of Bank A and puts forward some suggestions for improving the management of operational risk: strengthening the internal control. Conduct education and training for employees, integrate comprehensive security and strengthen information management.
