【摘要】：應(yīng)急管理是管理領(lǐng)域的一門新興學(xué)科，應(yīng)急管理的主要任務(wù)是提高對(duì)事故災(zāi)難的應(yīng)對(duì)處置能力，有效預(yù)防事故災(zāi)難的發(fā)生和實(shí)施科學(xué)救援，直接關(guān)系到職工生命安全和國(guó)家財(cái)產(chǎn)損失以及社會(huì)穩(wěn)定。 現(xiàn)實(shí)地看，國(guó)有大型企業(yè)因在應(yīng)急管理體制、工作機(jī)制、應(yīng)急隊(duì)伍建設(shè)、應(yīng)急物資儲(chǔ)備、應(yīng)急信息平臺(tái)和應(yīng)急預(yù)案體系建設(shè)還在不斷完善建設(shè)過(guò)程中，沒(méi)有統(tǒng)一的模式，各個(gè)國(guó)有大型企業(yè)應(yīng)急管理情況各異，不便于應(yīng)急資源的合理配置和使用，難免會(huì)對(duì)國(guó)有大型企業(yè)應(yīng)急突發(fā)事故的防范和處置產(chǎn)生很大影響，常常會(huì)給國(guó)家財(cái)產(chǎn)、職工生命安全等帶來(lái)不必要損失，，甚至造成應(yīng)急資源浪費(fèi)。因而，研究國(guó)有大型企業(yè)應(yīng)急管理具有十分重要的意義，也是當(dāng)前需要亟待解決的問(wèn)題。 本文通過(guò)科學(xué)界定應(yīng)急管理的概念，指出了大型國(guó)有企業(yè)應(yīng)急管理的核心問(wèn)題和理論實(shí)踐價(jià)值；在借鑒國(guó)外應(yīng)急管理經(jīng)驗(yàn)的基礎(chǔ)上，深刻分析了山東能源應(yīng)急管理的現(xiàn)狀和存在的問(wèn)題，緊緊圍繞大型國(guó)有企業(yè)應(yīng)急管理體制和應(yīng)急救援機(jī)制建設(shè)，對(duì)如何合理配置應(yīng)急管理資源，有效發(fā)揮應(yīng)急資源的作用，為企業(yè)的安全生產(chǎn)保駕護(hù)航，提出了相應(yīng)對(duì)策。
[Abstract]:Emergency management is a new subject in the field of management. The main task of emergency management is to improve the ability of dealing with accident disaster, effectively prevent the occurrence of accident disaster and carry out scientific rescue. It is directly related to the safety of workers and the loss of national property as well as social stability. In reality, large state-owned enterprises are still in the process of perfecting the emergency management system, working mechanism, emergency contingent construction, emergency material reserve, emergency information platform and emergency plan system, and there is no unified model. The emergency management of various large-scale state-owned enterprises is different, which is not convenient for the rational allocation and use of emergency resources, and inevitably has a great impact on the prevention and disposal of emergency accidents in large-scale state-owned enterprises, often giving property to the state. The safety of staff and workers brings unnecessary losses and even causes waste of emergency resources. Therefore, it is very important to study the emergency management of large-scale state-owned enterprises, and it is also an urgent problem to be solved. By scientifically defining the concept of emergency management, this paper points out the core problems and theoretical and practical values of emergency management in large-scale state-owned enterprises. Based on the experience of foreign emergency management, this paper deeply analyzes the present situation and existing problems of energy emergency management in Shandong Province, and focuses on the construction of emergency management system and emergency rescue mechanism of large state-owned enterprises. How to allocate the emergency management resources reasonably and give full play to the role of the emergency resources is put forward to protect the safety of the production of enterprises and put forward the corresponding countermeasures.
