【摘要】：隨著深海油氣資源的加速開發(fā),巴西油氣生產(chǎn)迎來拐點(diǎn),未來有望躋身世界前六大產(chǎn)油國之列。面臨嚴(yán)峻的能源形勢,中國能源企業(yè)開拓巴西能源市場有利于緩解能源"瓶頸",實(shí)現(xiàn)進(jìn)口多元化戰(zhàn)略。在中拉整體合作的大背景下,中巴之間的能源合作具有極強(qiáng)的全球示范效應(yīng),有利于帶動(dòng)中拉產(chǎn)能對接,實(shí)現(xiàn)中拉關(guān)系的全面發(fā)展。中巴能源合作面臨重大歷史機(jī)遇,原油貿(mào)易、市場參與、技術(shù)吸收和生物能源開發(fā)是兩國合作的主要內(nèi)容。在合作過程中,中國企業(yè)會(huì)遇到來自資源民族主義、文化制度差異、法律制度制約、黨派博弈因素以及美國因素的干擾和挑戰(zhàn)。為實(shí)現(xiàn)中巴能源合作的穩(wěn)健發(fā)展,中國應(yīng)采取積極主動(dòng)的能源外交策略,在增進(jìn)對巴西能源市場和社會(huì)認(rèn)知的基礎(chǔ)上,積極借鑒日本和韓國的介入經(jīng)驗(yàn),同時(shí)處理好中國、美國與巴西三邊關(guān)系的互動(dòng)。
[Abstract]:With the accelerated development of deep-sea oil and gas resources, Brazil's oil and gas production has ushered in an inflection point and is expected to rank among the world's top six oil producers in the future. In the face of severe energy situation, Chinese energy enterprises develop energy market in Brazil to ease the bottleneck of energy and realize the strategy of import diversification. Under the background of the overall cooperation between China and Latin America, the energy cooperation between China and Pakistan has a strong global demonstration effect, which is conducive to promoting the production capacity docking between China and Latin America and realizing the overall development of Sino-Latin American relations. China-Pakistan energy cooperation faces great historical opportunities. Crude oil trade, market participation, technology absorption and bioenergy development are the main contents of bilateral cooperation. In the process of cooperation, Chinese enterprises will encounter interference and challenge from resource nationalism, cultural system differences, legal system constraints, party game factors and American factors. In order to realize the steady development of China-Brazil energy cooperation, China should adopt a proactive energy diplomacy strategy, on the basis of enhancing its understanding of Brazil's energy market and society, actively learning from the experience of Japan and South Korea, and at the same time handling China well. The interaction between the three sides of the United States and Brazil.
