【摘要】：我國(guó)擁有非常豐富的太陽(yáng)能資源，開(kāi)發(fā)潛力非常廣闊。在政策推動(dòng)和國(guó)際市場(chǎng)需求拉動(dòng)下，我國(guó)光伏產(chǎn)業(yè)迅速發(fā)展，規(guī)�？焖贁U(kuò)張。但近年，由于國(guó)際金融危機(jī)、歐洲債務(wù)危機(jī)以及歐美對(duì)我國(guó)光伏產(chǎn)品的“雙反”立案調(diào)查的影響下，我國(guó)光伏產(chǎn)業(yè)受到嚴(yán)重挫傷，許多企業(yè)不得不宣布破產(chǎn)，或更多處于瀕臨倒閉狀態(tài)。發(fā)展光伏產(chǎn)業(yè)具有巨大的現(xiàn)實(shí)意義，只有找出我國(guó)光伏產(chǎn)業(yè)發(fā)展過(guò)程中的弊端，才能擺脫目前所遭遇的困境。 光伏發(fā)電產(chǎn)業(yè)作為一項(xiàng)新興的技術(shù)產(chǎn)業(yè)，技術(shù)是產(chǎn)業(yè)的核心。本文依據(jù)遠(yuǎn)德玉教授產(chǎn)業(yè)技術(shù)理論基礎(chǔ)下，確定了光伏產(chǎn)業(yè)技術(shù)的演化形態(tài)：光伏發(fā)電技術(shù)從技術(shù)原理到技術(shù)發(fā)明，再到生產(chǎn)技術(shù)，最后轉(zhuǎn)化為產(chǎn)業(yè)技術(shù)的過(guò)程。接著在此研究基礎(chǔ)上，，進(jìn)一步闡述了光伏產(chǎn)業(yè)技術(shù)鏈的演進(jìn)過(guò)程。在對(duì)光伏產(chǎn)業(yè)發(fā)展過(guò)程的全面認(rèn)識(shí)后，結(jié)合實(shí)際發(fā)展，通過(guò)光伏產(chǎn)業(yè)鏈和產(chǎn)業(yè)組織角度，運(yùn)用SCP范式對(duì)世界以及我國(guó)光伏產(chǎn)業(yè)的市場(chǎng)結(jié)構(gòu)、市場(chǎng)行為、市場(chǎng)績(jī)效進(jìn)行分析，總結(jié)出我國(guó)目前光伏產(chǎn)業(yè)的發(fā)展現(xiàn)狀及面臨的問(wèn)題。主要是我國(guó)光伏產(chǎn)業(yè)市場(chǎng)供大于求，產(chǎn)能嚴(yán)重過(guò)剩，對(duì)國(guó)際市場(chǎng)依賴度較高，光伏應(yīng)用技術(shù)存在較高壁壘。究其原因，在供給方面，通過(guò)對(duì)中央政府和地方政府關(guān)于光伏產(chǎn)業(yè)發(fā)展目標(biāo)的博弈分析中，發(fā)現(xiàn)理論上中央政府科學(xué)制定發(fā)展規(guī)劃，地方政府嚴(yán)格執(zhí)行的情形下，社會(huì)發(fā)展是最優(yōu)的。而實(shí)際上，地方政府在政績(jī)考核、官員晉升、財(cái)政稅收等因素影響下，往往超額完成目標(biāo)，從而催生了光伏泡沫。在需求方面，由于光伏技術(shù)發(fā)展限制，光伏發(fā)電價(jià)格不足以吸引最終消費(fèi)者，再者，光伏并網(wǎng)技術(shù)不夠成熟，也是影響光伏需求的一個(gè)重要因素。最后，本文就我國(guó)光伏產(chǎn)業(yè)技術(shù)和政府行為方面提出相關(guān)建議。
[Abstract]:Our country has very rich solar energy resources, the development potential is very broad. Driven by policy and international market demand, China's photovoltaic industry has developed rapidly and expanded rapidly. However, in recent years, due to the impact of the international financial crisis, the European debt crisis and the "double opposition" investigation of photovoltaic products in China by the United States and Europe, the photovoltaic industry in our country has suffered serious frustration, and many enterprises have to declare bankruptcy. Or more on the verge of collapse. It is of great practical significance to develop photovoltaic industry. Only by finding out the disadvantages in the development process of photovoltaic industry in China can we get rid of the predicament encountered at present. Photovoltaic power generation industry as a new technology industry, technology is the core of the industry. Based on Professor Yuan-Deyu 's theory of industrial technology, this paper determines the evolution of photovoltaic industry technology: the process of photovoltaic power generation technology from technical principle to technological invention, then to production technology, and finally to industrial technology. Then, on the basis of this research, the evolution process of photovoltaic industry technology chain is further expounded. After a comprehensive understanding of the development process of photovoltaic industry, combined with the actual development, through the photovoltaic industry chain and industrial organization perspective, using the SCP paradigm to the world and China's photovoltaic industry market structure, market behavior, market performance analysis. Summarize the current situation and problems of photovoltaic industry in China. The main reason is that the supply of photovoltaic industry in our country exceeds the demand, the overcapacity is serious, the dependence on international market is high, and there are high barriers to photovoltaic application technology. On the supply side, through the game analysis between the central government and the local government on the development objectives of the photovoltaic industry, it is found that the central government scientifically formulates the development plan in theory, and the local government strictly implements the situation. Social development is optimal. In fact, under the influence of performance assessment, official promotion, fiscal revenue and other factors, local governments often exceed their targets, thus creating a photovoltaic bubble. On the demand side, because of the development of photovoltaic technology, the price of photovoltaic power generation is not enough to attract the final consumers. Furthermore, the technology of grid-connected photovoltaic is not mature enough, which is an important factor affecting the demand of photovoltaic. Finally, this paper puts forward some suggestions on photovoltaic industry technology and government behavior in China.
