【摘要】：近幾年,隨著經(jīng)濟(jì)的發(fā)展,油氣消費(fèi)需求大大增加,刺激了石油工業(yè)的發(fā)展。但是,石油工業(yè)的快速發(fā)展也帶來(lái)了一系列的資源、環(huán)境問(wèn)題。當(dāng)前,全球范圍內(nèi)出現(xiàn)氣候變暖、生態(tài)圈碳失衡、能源危機(jī)加劇等問(wèn)題,很多國(guó)家都選擇了以低能耗、低污染、低排放為特征的低碳經(jīng)濟(jì)作為本國(guó)發(fā)展方式。美國(guó)等工業(yè)發(fā)達(dá)國(guó)家紛紛制定了低碳發(fā)展目標(biāo),并對(duì)石油工業(yè)發(fā)展戰(zhàn)略做出了相應(yīng)的調(diào)整。由此掀起了低碳經(jīng)濟(jì)的熱潮。低碳經(jīng)濟(jì)背景下,中國(guó)石油工業(yè)發(fā)展迎來(lái)極大發(fā)展機(jī)遇的同時(shí)也面臨嚴(yán)峻挑戰(zhàn)。中國(guó)石油工業(yè)的發(fā)展已經(jīng)取得了很大的成就,但是也帶來(lái)了一系列的資源、環(huán)境問(wèn)題,不符合當(dāng)今低碳經(jīng)濟(jì)的要求。為了順應(yīng)低碳經(jīng)濟(jì)發(fā)展趨勢(shì),中國(guó)石油工業(yè)應(yīng)做出相應(yīng)的戰(zhàn)略調(diào)整。目前關(guān)于中國(guó)石油工業(yè)發(fā)展戰(zhàn)略的研究已經(jīng)比較成熟,越來(lái)越多的專(zhuān)家學(xué)者開(kāi)始從石油工業(yè)與環(huán)境關(guān)系及石油安全等方面指出石油工業(yè)適應(yīng)低碳經(jīng)濟(jì)發(fā)展的必要性。本文在明確低碳經(jīng)濟(jì)發(fā)展大背景及特征的基礎(chǔ)上,通過(guò)對(duì)國(guó)內(nèi)外石油工業(yè)發(fā)展現(xiàn)狀的分析,明確了低碳經(jīng)濟(jì)給下國(guó)石油工業(yè)發(fā)展的優(yōu)勢(shì)、劣勢(shì)以及低碳經(jīng)濟(jì)給我國(guó)石油工業(yè)帶來(lái)的機(jī)遇與挑戰(zhàn),并在此基礎(chǔ)上提出了低碳經(jīng)濟(jì)下中國(guó)石油工業(yè)發(fā)展戰(zhàn)略及具體戰(zhàn)略措施,以保證中國(guó)石油工業(yè)持續(xù)健康發(fā)展。
[Abstract]:In recent years, with the development of economy, the demand for oil and gas consumption has increased greatly, which has stimulated the development of petroleum industry. However, the rapid development of the petroleum industry has also brought a series of resources, environmental problems. At present, global warming, ecological carbon imbalance, energy crisis, and other problems, many countries have chosen low energy consumption, low pollution, low emissions as the characteristics of low carbon economy as their own development mode. The United States and other industrial developed countries have formulated low-carbon development goals and made corresponding adjustments to the oil industry development strategy. Thus set off a low-carbon economy upsurge. Under the background of low-carbon economy, the development of China's petroleum industry is facing great opportunities as well as severe challenges. The development of China's petroleum industry has made great achievements, but also brought a series of resources, environmental problems, not in line with the requirements of today's low-carbon economy. In order to conform to the development trend of low-carbon economy, Chinese petroleum industry should make corresponding strategic adjustment. At present, the research on the development strategy of China's petroleum industry has been relatively mature. More and more experts and scholars have begun to point out the necessity of oil industry adapting to the development of low-carbon economy from the aspects of the relationship between petroleum industry and environment and oil security. On the basis of defining the background and characteristics of the development of low-carbon economy, this paper makes clear the advantages of low-carbon economy for the development of petroleum industry in China and abroad through the analysis of the present situation of the development of oil industry at home and abroad. The disadvantages and the opportunities and challenges brought by low-carbon economy to China's petroleum industry are put forward. On this basis, the development strategy and specific strategic measures of China's petroleum industry under low-carbon economy are put forward to ensure the sustainable and healthy development of China's oil industry.
