【摘要】：業(yè)務(wù)外包可通俗易懂的理解為“把不擅長的業(yè)務(wù)全部外包出去,我們只做我們熟悉的”。隨著改革開放的深入發(fā)展,國內(nèi)大環(huán)境的變化,社會上要求深化國有企業(yè)市場化改革的呼聲越來越高,國有壟斷行業(yè)的優(yōu)勢逐漸弱化。在中央相關(guān)政策的引導(dǎo)下,越來越多的民間資本及人員正在逐步進入電力企業(yè),參與電力建設(shè)。此外,隨著供電成本日益增加,企業(yè)對核心業(yè)務(wù)精力分散,供電企業(yè)的正式編制職工越來越少等等問題,導(dǎo)致供電企業(yè)無法滿足大量的實際工作,迫切要求大量外部人力資源的補充,亟需業(yè)務(wù)外包。同時,在業(yè)務(wù)外包的過程中,供電企業(yè)對核心業(yè)務(wù)的把控和大量外包業(yè)務(wù)與核心業(yè)務(wù)相互關(guān)聯(lián)之間的矛盾日益尖銳,各地的供電企業(yè)對外包業(yè)務(wù)的全過程管理尚處于懵懂的狀態(tài),對業(yè)務(wù)外包的全過程管理也僅限于有限的幾個方面。以上種種問題的出現(xiàn),都迫切需要供電企業(yè)對業(yè)務(wù)外包的全過程管理進行深入研究。本文立足于蕭山供電公司業(yè)務(wù)外包過程管理研究基礎(chǔ)之上,以點帶面推動供電企業(yè)業(yè)務(wù)外包的過程管理研究。本文從供電企業(yè)業(yè)務(wù)外包的研究背景及意義出發(fā),運用相關(guān)研究方法,在了解業(yè)務(wù)外包理論基礎(chǔ)、研究現(xiàn)狀與相關(guān)政策前提下,結(jié)合蕭山供電公司業(yè)務(wù)外包具體案例,構(gòu)建供電企業(yè)未來業(yè)務(wù)外包過程管理體系。本文為供電企業(yè)業(yè)務(wù)外包的全過程管理構(gòu)建了一套可行的基礎(chǔ)框架,制定了工作的流程和操作方法。在工作流程中體現(xiàn)了PDCA循環(huán)管理理念,同時在操作上可以規(guī)避文中提出的相關(guān)的危險點和不合理因素。當(dāng)然,支撐龐大的電力系統(tǒng)不斷向前的業(yè)務(wù)和人財物太多太多。本文僅從一個研究者的角度來探討供電企業(yè)業(yè)務(wù)外包的過程管理,難免有不妥或者不盡完善的地方。本文提出的管理框架和工作流程在具體的應(yīng)用時,還是要結(jié)合當(dāng)?shù)氐墓ぷ鲗嶋H不斷地進行修正和改進,希望在管理的思路上給讀者一個有益的啟示。
[Abstract]:Outsourcing can be easily understood as "outsource all the business we are not good at, we only do what we are familiar with." With the deepening development of reform and opening up and the change of domestic environment, the demand for deepening the market-oriented reform of state-owned enterprises is getting higher and higher, and the advantages of state-owned monopoly industry are gradually weakened. Under the guidance of relevant policies of the central government, more and more private capital and personnel are gradually entering electric power enterprises and participating in electric power construction. In addition, with the increasing cost of power supply, the enterprises' efforts on core business are scattered, and the formal establishment of power supply enterprises is becoming less and less, resulting in the power supply enterprises being unable to meet a large number of practical work. A large number of external human resources are urgently required to supplement, and business outsourcing is urgently needed. At the same time, in the process of outsourcing, the power supply enterprises control the core business and a large number of outsourcing business and core business related to the increasingly sharp contradiction. The whole process management of the outsourced business is still in an ignorant state, and the whole process management of the business outsourcing is limited to a few aspects. The emergence of all these problems urgently requires the power supply enterprises to conduct in-depth research on the whole process management of business outsourcing. Based on the research of business outsourcing process management in Xiaoshan Power supply Company, this paper promotes the process management research of power supply enterprise outsourcing. Based on the background and significance of business outsourcing of power supply enterprises, this paper applies relevant research methods to understand the theoretical basis of business outsourcing, research status and related policies, combined with Xiaoshan power supply company business outsourcing specific cases. Build the power supply enterprise future business outsourcing process management system. This paper constructs a set of feasible basic framework for the whole process management of power supply enterprise's business outsourcing, and formulates the working flow and operation method. The idea of PDCA cycle management is embodied in the workflow, and the related dangerous points and unreasonable factors can be avoided in operation. Of course, there are too many people and possessions to support the huge power system. This paper discusses the process management of power supply enterprise outsourcing from the perspective of a researcher, it is inevitable that there are some defects or imperfections. The management framework and workflow proposed in this paper should be revised and improved in the light of the actual work in the local area, hoping to give readers a beneficial enlightenment in the thinking of management.
