煤礦企業(yè)技術創(chuàng)新的風險評價及對策研究

【摘要】:從上個世紀九十年代以來,隨著經(jīng)濟的快速增長,我國的煤炭產業(yè)也取得了迅猛的發(fā)展,煤炭產量連續(xù)多年保持全球第一。但在煤炭產業(yè)飛速發(fā)展的背后,煤礦企業(yè)的安全事故也是接連不斷,事故的發(fā)生帶來了嚴重的社會影響,制約了煤炭產業(yè)的健康穩(wěn)定發(fā)展。近幾年來,黨和政府高度重視煤礦安全,通過企業(yè)重組和兼并來提高煤礦企業(yè)的集約化程度,并且制訂了相應地法規(guī)政策,以保障煤礦企業(yè)的安全生產。這些措施雖然取得了一定的效果,但未從根本上改變煤炭安全生產狀況。分析其原因主要是由于煤礦企業(yè)技術創(chuàng)新水平的落后,缺乏相應的技術創(chuàng)新意識與理念,沒有配套的技術創(chuàng)新風險評價體系,此外,煤礦安全生產是一個復雜的系統(tǒng)工程,在運行過程中,無法避免地受到各種風險影響因素的干擾。因此研究設計一套適合于煤礦企業(yè)技術創(chuàng)新的風險評價指標體系與評價模型,提出更具針對性、合理性、可行性的對策建議,這對提升我國煤礦企業(yè)技術創(chuàng)新能力,改善煤礦安全具有非,F(xiàn)實的理論意義。 論文在查閱相關的文獻資料和實地調研的基礎上,通過研究國內外技術創(chuàng)新的現(xiàn)狀,歸納出煤礦企業(yè)技術創(chuàng)新的現(xiàn)狀及存在的風險問題,構建評價指標體系時,按照技術創(chuàng)新風險影響因素的識別方法和識別過程,結合指標體系的設計原則,全面分析了影響煤礦企業(yè)技術創(chuàng)新風險的五大類因素,即人員因素、技術因素、資金因素、管理因素和市場因素,并對各影響因素進行了詳細分析,建立了包含科技研發(fā)人員實力等25個風險影響因素的評價指標體系。運用層次分析-模糊綜合評價法構建了煤礦企業(yè)技術創(chuàng)新風險評價模型。通過確定評價指標體系各層影響因素的權重分配和綜合評價矩陣,結合風險評價等級表計算得出煤礦技術創(chuàng)新風險評價的綜合得分,并依據(jù)得分確定煤礦企業(yè)技術創(chuàng)新水平的高低。 為了驗證評價模型的可行性,以山西A煤礦為研究案例,構建了A煤礦技術創(chuàng)新風險評價指標體系和評價模型,計算得出該煤礦技術創(chuàng)新的風險綜合得分為72.28。據(jù)此可知該煤礦技術創(chuàng)新風險等級為“較強”,即抵御風險的能力較強。在評價過程中,識別和發(fā)現(xiàn)煤礦技術創(chuàng)新過程中存在的風險問題和隱患,針對這些風險問題給出了提升和改善技術創(chuàng)新能力的對策建議。 通過科學的構建煤礦技術創(chuàng)新風險評價指標體系和評價模型,為相關部門進行風險評價提供了較為全面系統(tǒng)的理論參考。結合層次分析和模糊綜合評價法,運用定性分析和定量研究相結合的方式,研究煤礦技術創(chuàng)新的風險影響因素,有利于全面掌握煤礦企業(yè)的技術創(chuàng)新能力,進而保障煤礦企業(yè)的安全生產,更具實用價值。
[Abstract]:Since the 1990s, with the rapid economic growth, China's coal industry has also made rapid development, coal production for many years to maintain the first in the world. But behind the rapid development of coal industry, the safety accidents of coal mining enterprises are also continuous, the occurrence of accidents has brought serious social impact, restricted the healthy and stable development of coal industry. In recent years, the Party and the government attach great importance to the safety of coal mines, through the reorganization and merger of enterprises to improve the degree of intensification of coal mining enterprises, and formulated corresponding laws and regulations to ensure the safety of coal mine production. Although these measures have achieved certain results, they have not fundamentally changed the situation of coal production safety. The reasons are mainly due to the backward level of technological innovation in coal mining enterprises, the lack of corresponding consciousness and concept of technological innovation, and the absence of a supporting risk evaluation system for technological innovation. In addition, the safety of coal mine production is a complex system engineering. In the course of operation, it is unavoidable to be interfered by various risk factors. Therefore, this paper studies and designs a set of risk evaluation index system and evaluation model suitable for technological innovation of coal mining enterprises, and puts forward more targeted, reasonable and feasible countermeasures and suggestions, which will promote the technological innovation ability of coal mining enterprises in China. Improving coal mine safety has very practical theoretical significance. On the basis of consulting relevant literature and field investigation, this paper sums up the present situation and risk problems of technological innovation in coal mine enterprises by studying the present situation of technological innovation at home and abroad, and constructs the evaluation index system. According to the identification method and identification process of influencing factors of technological innovation risk, combined with the design principle of index system, five kinds of factors affecting the risk of technological innovation in coal mine enterprises are analyzed comprehensively, that is, personnel factor, technical factor, capital factor, etc. The factors of management and market are analyzed in detail, and the evaluation index system of 25 risk factors including the strength of R & D personnel is established. The risk evaluation model of technological innovation of coal mine enterprises is constructed by using the method of AHP-fuzzy comprehensive evaluation. By determining the weight distribution and comprehensive evaluation matrix of the influencing factors in each layer of the evaluation index system and combining with the risk evaluation grade table, the comprehensive score of the risk evaluation of coal mine technological innovation is obtained. And according to the score to determine the level of technical innovation in coal mining enterprises. In order to verify the feasibility of the evaluation model, taking Shanxi A coal mine as a case study, a risk evaluation index system and an evaluation model for technological innovation in A coal mine are constructed. The comprehensive risk score of technological innovation in this coal mine is 72.28. According to this, the coal mine technical innovation risk grade is "stronger", that is to say, the ability of resisting the risk is stronger. In the process of evaluation, the risk problems and hidden dangers existing in the process of technological innovation in coal mines are identified and discovered, and the countermeasures and suggestions to improve the ability of technological innovation are put forward in view of these risk problems. Through the scientific construction of coal mine technology innovation risk evaluation index system and evaluation model, it provides a more comprehensive and systematic theoretical reference for relevant departments to carry out risk evaluation. Combining the analytic hierarchy process and fuzzy comprehensive evaluation method, using the combination of qualitative analysis and quantitative research, this paper studies the risk factors of coal mine technological innovation, which is beneficial to master the technical innovation ability of coal mine enterprises. And then ensure the safety of coal mine production, more practical value.
