【摘要】：海洋油氣田開發(fā)工程是一個(gè)高風(fēng)險(xiǎn)、高投入、高技術(shù)的系統(tǒng)性工程。在海洋油氣田開發(fā)工程項(xiàng)目當(dāng)中存在著許多不確定性因素，如果對(duì)這些風(fēng)險(xiǎn)因素管理不當(dāng)，則會(huì)造成各種重大風(fēng)險(xiǎn)事件的發(fā)生。隨著海洋石油工業(yè)的進(jìn)一步發(fā)展，海洋油氣田開發(fā)工程項(xiàng)目所面臨的各種風(fēng)險(xiǎn)也日趨復(fù)雜，為了進(jìn)一步提高海洋油氣田開發(fā)工程項(xiàng)目風(fēng)險(xiǎn)管理水平，預(yù)防和控制存在于海洋油氣田開發(fā)工程項(xiàng)目中的各種風(fēng)險(xiǎn)，減小由風(fēng)險(xiǎn)帶來的損失，增強(qiáng)油田企業(yè)的抗風(fēng)險(xiǎn)能力，研究海洋油氣田開發(fā)工程項(xiàng)目中的風(fēng)險(xiǎn)問題愈發(fā)重要。 本文以海洋油氣田開發(fā)工程項(xiàng)目為研究對(duì)象，以風(fēng)險(xiǎn)管理、海洋油田開發(fā)工程等相關(guān)理論為基礎(chǔ)，綜合運(yùn)用定性分析法、定量分析法、系統(tǒng)法、多學(xué)科結(jié)合法等其他方法，對(duì)海洋油氣田開發(fā)工程項(xiàng)目中可能存在的各種風(fēng)險(xiǎn)進(jìn)行了識(shí)別和評(píng)估，同時(shí)文章結(jié)合LF7-2DPP油氣田開發(fā)項(xiàng)目，系統(tǒng)的對(duì)該項(xiàng)目中的各種重大風(fēng)險(xiǎn)進(jìn)行了分析，并提出了風(fēng)險(xiǎn)應(yīng)對(duì)計(jì)劃和風(fēng)險(xiǎn)控制措施，為項(xiàng)目的風(fēng)險(xiǎn)管理提供了管理依據(jù)。同時(shí)本文以LF7-2DPP油氣田開發(fā)項(xiàng)目工程資料為基礎(chǔ)，，對(duì)本工程項(xiàng)目中的經(jīng)濟(jì)風(fēng)險(xiǎn)進(jìn)行了投資經(jīng)濟(jì)評(píng)價(jià)。通過該評(píng)價(jià)，使得本項(xiàng)目中可能存在的技術(shù)、經(jīng)濟(jì)風(fēng)險(xiǎn)得到了全面的評(píng)估。 本文的研究成果是建立了海洋油氣田開發(fā)工程項(xiàng)目風(fēng)險(xiǎn)管理模型和框架，為海洋油氣田開發(fā)工程項(xiàng)目提供了科學(xué)的決策依據(jù)，同時(shí)也完善了工程項(xiàng)目風(fēng)險(xiǎn)管理學(xué)科的研究。
[Abstract]:Offshore oil and gas field development project is a high-risk, high-investment, high-tech systematic engineering. There are many uncertain factors in the offshore oil and gas field development project. If these risk factors are not properly managed, it will lead to a variety of major risk events. With the further development of offshore oil and gas industry, the risks of offshore oil and gas field development project are becoming more and more complicated. In order to further improve the risk management level of offshore oil and gas field development project, It is more and more important to prevent and control all kinds of risks existing in offshore oil and gas field development projects, reduce the losses caused by risks, enhance the ability of oil field enterprises to resist risks, and study the risk problems in offshore oil and gas field development projects. This paper takes the offshore oil and gas field development project as the research object, takes the risk management, the ocean oil field development engineering and other related theories as the foundation, synthetically uses the qualitative analysis method, the quantitative analysis method, the system method, the multi-disciplinary combination method and so on other methods. This paper identifies and evaluates the various risks that may exist in the offshore oil and gas field development project. At the same time, combined with the LF7-2DPP oil and gas field development project, the paper systematically analyzes the major risks in this project. The risk management plan and risk control measures are put forward, which provide the management basis for the project risk management. At the same time, based on the engineering data of LF7-2DPP oil and gas field development project, the economic risk of the project is evaluated. Through this evaluation, the possible technical and economic risks in this project are comprehensively evaluated. The research result of this paper is to establish the risk management model and framework of the offshore oil and gas field development project, which provides the scientific decision basis for the offshore oil and gas field development project, and at the same time improves the research of the engineering project risk management discipline.
