【摘要】：新材料行業(yè)的發(fā)展對(duì)于黑龍江省產(chǎn)業(yè)升級(jí)及經(jīng)濟(jì)發(fā)展有著重要的戰(zhàn)略意義，又能帶動(dòng)其他產(chǎn)業(yè)。雖然近些年黑龍江省新材料行業(yè)有著良好的的發(fā)展勢(shì)頭，但在發(fā)展過程中依然有一些問題。新材料行業(yè)的技術(shù)具有不確定性，風(fēng)險(xiǎn)因素不容易評(píng)估，同時(shí)由于發(fā)展前期無抵押物等因素，導(dǎo)致以抵押為主要擔(dān)保手段的商業(yè)銀行等金融機(jī)構(gòu)難以對(duì)其進(jìn)行融資支持。相比于傳統(tǒng)的融資方式，，開發(fā)性金融有著自己的優(yōu)勢(shì)，它可以有效地將市場(chǎng)原理尤其是資本市場(chǎng)原理和國(guó)家信用有機(jī)結(jié)合起來，有能力且有動(dòng)機(jī)對(duì)高新行業(yè)進(jìn)行其所需的金融支持。本文將在分析黑龍江省新材料現(xiàn)狀的基礎(chǔ)上，研究如何運(yùn)用開發(fā)性金融支持黑龍江省新材料行業(yè)發(fā)展。 在本文中，首先查閱了開發(fā)性金融和高新產(chǎn)業(yè)相關(guān)文獻(xiàn)，詳細(xì)研究了開發(fā)性金融相關(guān)理論及對(duì)高新產(chǎn)業(yè)發(fā)展的促進(jìn)作用。界定了開發(fā)性金融、新材料行業(yè)、金融支持的概念。深入分析了黑龍江省新材料行業(yè)的發(fā)展現(xiàn)狀及行業(yè)的投資特點(diǎn)，指出了傳統(tǒng)商業(yè)性金融難以完成支持其發(fā)展。運(yùn)用演化博弈中復(fù)制者動(dòng)態(tài)博弈對(duì)比了開發(fā)性金融及傳統(tǒng)政策性金融支持黑龍江省新材料行業(yè)發(fā)展的效率，提出應(yīng)該運(yùn)用開發(fā)性金融支持黑龍江省新材料行業(yè)發(fā)展。定量的分析了黑龍江省新材料行業(yè)資金供求現(xiàn)狀及開發(fā)性金融融資需求需求。采用了層次分析法對(duì)黑龍江省新材料行業(yè)進(jìn)行了項(xiàng)目分類，并確定了開發(fā)性金融對(duì)黑龍江省新材料行業(yè)貸款的定價(jià)方法。最后提出了開發(fā)性金融支持黑龍江省新材料行業(yè)融資的實(shí)際操作。
[Abstract]:The development of new material industry has important strategic significance for the industrial upgrading and economic development of Heilongjiang Province, and can also drive other industries. Although the new material industry in Heilongjiang Province has a good momentum of development in recent years, there are still some problems in the development process. It is easy to evaluate, and because of the unsecured property in the early stage of development, it is difficult for commercial banks and other financial institutions to support their financing. Compared with traditional financing methods, development finance has its own advantages, which can effectively put market principles, especially capital market principles and national credit. Based on the analysis of the current situation of new materials in Heilongjiang Province, this paper will study how to use development finance to support the development of new materials industry in Heilongjiang Province.
In this paper, firstly, we consulted the relevant literature of development finance and high-tech industries, studied the relevant theories of development finance and its promotion to the development of high-tech industries in detail. It is pointed out that the traditional commercial finance is difficult to support its development. The efficiency of developing finance and traditional policy finance in supporting the development of new material industry in Heilongjiang Province is compared by using the replicator dynamic game in evolutionary game. It is proposed that the development finance should be used to support the development of new material industry in Heilongjiang Province. The present situation of capital supply and demand of new material industry in Heilongjiang Province and the demand of development finance financing are analyzed.The project classification of new material industry in Heilongjiang Province is carried out by using the analytic hierarchy process,and the pricing method of development finance to the loan of new material industry in Heilongjiang Province is determined.Finally,the financing of new material industry in Heilongjiang Province is supported by development finance. The actual operation.
