水利工程經(jīng)濟(jì)后評價指標(biāo)體系的建立及評價方法研究

【摘要】:水利工程項(xiàng)目后評價是水利建設(shè)工作的進(jìn)一步完善,從項(xiàng)目的完整性來說是水利工程項(xiàng)目建設(shè)體系中一個不可缺少的重要環(huán)節(jié)。通過評價已運(yùn)營的水利工程項(xiàng)目的工作,運(yùn)行等情況,能夠分析出工程的優(yōu)缺點(diǎn),評價工程的利弊,取長補(bǔ)短,從而對工程投資和決策進(jìn)行優(yōu)化,評價的結(jié)果對今后建設(shè)類似的水利工程項(xiàng)目起到了參考和借鑒的作用,有利于提高水利工程項(xiàng)目的建設(shè)水平,有效降低重復(fù)開發(fā)和資源浪費(fèi)。項(xiàng)目后評價對項(xiàng)目決策起著關(guān)鍵性的作用,而我國水利工程項(xiàng)目后評價工作開展的時間不長,至今還在探索中,因此,開展相關(guān)的研究工作,對水利工程建設(shè)的意義非凡。在水利工程項(xiàng)目后評價中對經(jīng)濟(jì)效益的后評價是其中一個至關(guān)重要的環(huán)節(jié),其評價結(jié)果能夠全面反映項(xiàng)目運(yùn)行后對國家的貢獻(xiàn),所以有必要對水利建設(shè)項(xiàng)目后評價里的經(jīng)濟(jì)評價作重點(diǎn)研究。本文介紹了水利經(jīng)濟(jì)后評價的研究背景,國內(nèi)外研究現(xiàn)狀,對以下內(nèi)容做了具體研究:(1)分析了現(xiàn)有的水利工程項(xiàng)目經(jīng)濟(jì)后評價的內(nèi)容與方法,結(jié)合水利工程的特點(diǎn)和《方法與參數(shù)》(第三版)的內(nèi)容,提出了水利建設(shè)項(xiàng)目經(jīng)濟(jì)后評價指標(biāo)體系庫的建立。該指標(biāo)體系庫有利于體現(xiàn)水利工程的可持續(xù)發(fā)展的特性。(2)運(yùn)用本文所提出的評價指標(biāo)體系庫的內(nèi)容,根據(jù)新疆博斯騰灌區(qū)續(xù)建配套與節(jié)水改造項(xiàng)目的特點(diǎn)建立了新的經(jīng)濟(jì)后評價指標(biāo)體系,彌補(bǔ)了原有的經(jīng)濟(jì)后評價指標(biāo)比較單一的不足。(3)介紹了水利工程項(xiàng)目經(jīng)濟(jì)后評價的評價方法,重點(diǎn)分析了經(jīng)濟(jì)后評價多層次模糊綜合評價法及BP人工神經(jīng)網(wǎng)絡(luò)法的計算方法,并運(yùn)用該計算方法結(jié)合新建立的指標(biāo)體系對新疆博斯騰灌區(qū)續(xù)建配套與節(jié)水改造項(xiàng)目進(jìn)行了實(shí)例研究。完善了我國水利工程項(xiàng)目經(jīng)濟(jì)后評價工作指標(biāo)體系的內(nèi)容,對我國水利建設(shè)項(xiàng)目后評價工作起到了增補(bǔ)和參考作用。
[Abstract]:Post-evaluation of water conservancy project is the further improvement of water conservancy construction work, and it is an indispensable and important link in the construction system of water conservancy project from the point of view of the integrity of the project. Through the evaluation of the work and operation of the water conservancy project, the advantages and disadvantages of the project can be analyzed, the advantages and disadvantages of the project can be evaluated, and the advantages and disadvantages of the project can be evaluated, thus the investment and decision-making of the project can be optimized. The evaluation results play a reference role in the construction of similar water conservancy projects in the future, which is helpful to improve the construction level of water conservancy projects and effectively reduce the repeated development and waste of resources. Post-project evaluation plays a key role in project decision-making, but the post-evaluation work of water conservancy projects in China is not long and is still under exploration. Therefore, it is of great significance to carry out relevant research work for water conservancy project construction. The post-evaluation of economic benefits is one of the most important links in the post-evaluation of water conservancy projects, and its evaluation results can fully reflect the contribution of the project to the country after running. Therefore, it is necessary to focus on the economic evaluation in the post-evaluation of water conservancy construction projects. This paper introduces the research background of water conservancy economic post-evaluation, the research status at home and abroad, and makes specific research on the following contents: (1) the contents and methods of economic post-evaluation of water conservancy projects are analyzed. Based on the characteristics of water conservancy projects and the contents of "methods and parameters" (the third edition), this paper puts forward the establishment of the index system for economic post-evaluation of water conservancy construction projects. The index system library is beneficial to the sustainable development of water conservancy projects. (2) the content of the evaluation index system database proposed in this paper is used. A new index system of economic post-evaluation was established according to the characteristics of the continuous construction and water-saving renovation projects in Bosten Irrigation District, Xinjiang. It makes up for the lack of the original economic post-evaluation index. (3) the evaluation method of economic post-evaluation of hydraulic engineering project is introduced, and the calculation methods of multi-level fuzzy comprehensive evaluation method and BP artificial neural network method of economic post-evaluation are emphatically analyzed. Using this calculation method and the newly established index system, a case study was carried out on the matching and water-saving reconstruction projects in Bosten Irrigation District, Xinjiang. The index system of economic post evaluation of water conservancy projects in our country is perfected, which plays an additional and reference role in the post evaluation of water conservancy construction projects in China.
