【摘要】：任何一個項目投資都是有風險的,天然氣項目也一樣,一旦投資決策失誤,就會給投資者帶來巨大損失。這就要求投資者在開發(fā)建設一個項目時,一定對項目經(jīng)濟與社會效益進行評價。對天然氣管道工程項目進行經(jīng)濟與社會效益分析評價,不僅可以發(fā)現(xiàn)項目建設的各種潛在效益,而且可以充分利用天然氣資源,對整個建設周期的效益進行很好的管理控制。本文以泰安-單縣天然氣工程項目為研究對象,通過學習項目經(jīng)濟與社會效益評價等相關知識,利用定性與定量分析相結(jié)合的方法,對泰安-單縣天然氣工程項目經(jīng)濟與社會效益進行了具體分析評價。首先,對項目效益評價相關理論進行了充分學習和研究；其次,根據(jù)項目自身特點,對項目經(jīng)濟效益和社會效益分別進行了分析評價；然后,將項目建設中不可量化的經(jīng)濟效益和社會效益運用AHP-模糊綜合評價法,對項目經(jīng)濟與社會效益進行了綜合評價分析。經(jīng)過對項目財務經(jīng)濟評價,得出項目具有較好的盈利能力和清償能力,且面對未來的不確定性,具有一定的抗風險能力。國民經(jīng)濟評價結(jié)果表明,天然氣管道工程項目能夠取得一定的國民經(jīng)濟效益,對國家、社會及當?shù)亟?jīng)濟發(fā)展有著一定影響。對項目經(jīng)濟與社會效益進行綜合評價時,主要從項目直接經(jīng)濟效益、間接效益和社會效益三個方面,選擇了11個項目效益評價指標,構(gòu)建了泰安-單縣.天然氣工程項目經(jīng)濟與社會效益評價指標體系,并運用層次分析法確定了各個指標權重,得出泰安-單縣天然氣工程項目經(jīng)濟與社會效益中,項目直接經(jīng)濟效益和社會效益權重所占的比例比較高,分別是0.560以及0.311,項目間接經(jīng)濟效益得到的權重值為0.129,且項目經(jīng)濟和社會效益重點體現(xiàn)在提高經(jīng)濟費用效益值、提高企業(yè)經(jīng)濟效益和改善了當?shù)鼗A設施等方面；且經(jīng)過模糊綜合評價,得出項目經(jīng)濟與社會效益良好,隸屬度為75.7854。進而得出泰安-單縣天然氣工程項目建設,對促進地方經(jīng)濟發(fā)展,改善當?shù)啬茉捶峙浜突A設施建設有著深遠影響。
[Abstract]:Investment in any project is risky, as is the case with natural gas projects, which can cause huge losses to investors if investment decisions are not made. This requires investors in the development and construction of a project, must evaluate the economic and social benefits of the project. By analyzing and evaluating the economic and social benefits of the natural gas pipeline project, not only the potential benefits of the project construction can be found, but also the natural gas resources can be fully utilized, and the benefit of the whole construction cycle can be well managed and controlled. In this paper, the natural gas project of Taian-Shan County is taken as the research object. By studying the relevant knowledge of economic and social benefit evaluation of the project, the method of combining qualitative and quantitative analysis is used. The economic and social benefits of natural gas project in Taian-Shan County are analyzed and evaluated. First, the relevant theories of project benefit evaluation are studied and studied; secondly, according to the characteristics of the project itself, the economic and social benefits of the project are analyzed and evaluated respectively. The non-quantifiable economic and social benefits in the construction of the project are analyzed by using AHP-fuzzy comprehensive evaluation method. Through the financial and economic evaluation of the project, it is concluded that the project has good profitability and solvency, and has a certain ability to resist risks in the face of uncertainty in the future. The results of national economic evaluation show that the natural gas pipeline project can obtain certain national economic benefits and has a certain impact on the national, social and local economic development. In the comprehensive evaluation of the economic and social benefits of the project, 11 evaluation indexes were selected from three aspects of direct, indirect and social benefits of the project, and the Taian-Shan County was constructed. The evaluation index system of economic and social benefits of natural gas engineering project is established, and the weight of each index is determined by analytic hierarchy process, and the economic and social benefits of the natural gas project in Taian-Shan County are obtained. The proportion of direct economic benefit and social benefit weight of the project is relatively high, which are 0.560 and 0.311 respectively. The weight value of the indirect economic benefit of the project is 0.129, and the emphasis of the economic and social benefit of the project is to improve the economic cost benefit value. Through fuzzy comprehensive evaluation, it is concluded that the economic and social benefits of the project are good, and the subordinate degree is 75.7854. It is concluded that the construction of natural gas project in Tai'an-Shan County has a profound influence on promoting the development of local economy, improving local energy distribution and infrastructure construction.
