岳陽縣煙草分公司基礎管理體系優(yōu)化研究

【摘要】:摘要:在基礎管理方面,煙草企業(yè)一直處于一個相對粗放的狀態(tài),企業(yè)通常對市場、銷售、采購、設備等環(huán)節(jié)的關注,遠遠大于對企業(yè)基礎管理的關注。近年來,湖南省煙草行業(yè)相關文件多次提到并強調實施基礎管理的重要性,并且要求將客戶管理向下延伸,由大中城市的零售戶延伸到小集鎮(zhèn)的卷煙零售商戶。如何提升煙草企業(yè)的基礎管理能力,優(yōu)化基礎管理體系,是一個值得思考和研究的問題。鑒于此,本文認為以岳陽縣煙草為對象開展對縣級煙草商業(yè)企業(yè)基礎管理體系的研究有非常重要的現實意義。 論文首先分析了岳陽縣煙草分公司基礎管理的內外環(huán)境及基礎管理體系構建的現狀,分析了基礎管理體系構建中存在的問題。在此基礎上,提出了岳陽縣煙草分公司基礎管理體系優(yōu)化的目標和原則,從執(zhí)行力優(yōu)化、管控力優(yōu)化、創(chuàng)優(yōu)力優(yōu)化等方面提出了岳陽縣煙草分公司基礎管理體系優(yōu)化方案。在執(zhí)行力優(yōu)化方面提出了金額控制五不準、流程運轉執(zhí)行五不準、過程管理五到位、規(guī)范運行五配套的優(yōu)化方法,在管控力優(yōu)化方面提出了車輛管理四建、車輛用油四定、車輛維修四核、車輛調派四不、車輛駕駛四禁的優(yōu)化方法;創(chuàng)優(yōu)力優(yōu)化方面提出了營銷網建上水平、專賣管理上水平、企業(yè)管理上水平、隊伍建設上水平等優(yōu)化方法。三個優(yōu)化方法形成了岳陽縣煙草分公司一套完整的基礎管理優(yōu)化體系。最后論文從政策、制度、組織機構、企業(yè)文化、物資投入、人力資源等方面提出了實施該優(yōu)化方案的保障措施。
[Abstract]:Absrtact: in the aspect of basic management, tobacco enterprises have been in a relatively extensive state. Enterprises usually pay more attention to the market, sales, procurement, equipment and other links than to the basic management of enterprises. In recent years, Hunan tobacco industry related documents have repeatedly mentioned and emphasized the importance of implementing basic management, and requested to extend customer management downward, from retail households in large and medium-sized cities to cigarette retailers in small market towns. How to improve the basic management ability and optimize the basic management system of tobacco enterprises is a problem worthy of consideration and study. In view of this, this paper holds that it is of great practical significance to study the basic management system of county level tobacco commercial enterprises taking Yueyang County Tobacco as the object. Firstly, the paper analyzes the internal and external environment of Yueyang tobacco branch and the current situation of the construction of basic management system, and analyzes the existing problems in the construction of the basic management system. On this basis, the objective and principle of the optimization of the basic management system of Yueyang County Tobacco Branch are put forward, and the optimization scheme of the basic management system of Yueyang County Tobacco Branch is put forward from the aspects of the optimization of the executive power, the optimization of the control power, the optimization of the innovation power, and so on. In terms of the optimization of execution power, the paper puts forward five inaccuracies in the control of the amount of money, five inaccuracies in the execution of the process, five in place of the process management, and five matching optimization methods for standardizing the operation. In terms of the optimization of the control and control power, the paper puts forward the four constructions of the vehicle management and the four The four cores of vehicle maintenance, the four noes of vehicle dispatching, the four forbidden methods of vehicle driving, and the optimization methods of marketing network construction, monopoly management, enterprise management and team building are put forward in this paper. Three optimization methods formed a complete basic management optimization system of Yueyang tobacco branch. Finally, the paper puts forward the guarantee measures to implement the optimized scheme from the aspects of policy, system, organization, corporate culture, material input, human resources, etc.
